Also reference Arkansas Attorney General's Opinion No, 2010-140 regarding a state agency must bear the cost associated with redactions no matter the size or amount of documents involved. And this matter is also addressed in Watkins, J, et al,, "The Arkansas Freedom of Information Act" (6th ed.], at p. 303, "Moreover, the custodian must bear any cost arising from segregation of exempt and nonexempt information.” If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information.
