1.0 SCOPE

This document covers the requirements for the design, materials, fabrication, supply, erection and
testing, warranty and technical documents of Internal Floating Roof for the atmospheric vertical storage
gasoline tanks TK-14001 and TK-14002 and TK-14003, for Vopak Terminal Veracruz for the project
“VERACRUZ CPPs PHASE 1 - NEW TANKS, ME&I AND CIVIL”.

2.0 REFERENCES

The latest edition of all codes and standards as referenced herein including all supplements and
addenda in effect at the time of bidder' proposal are applicable. When applicable, it shall be the bidder's
responsibility to determine and comply with the requirements of the mandatory rules (i.e., city, state,
national, provincial, codes or ordinances) that will apply in the location where the item is to be installed.

4.0 TECHNICAL REQUIREMENTS

The Internal Floating Roofs will be designed, manufactured, supply, installation, testing and
commissioning in accordance with the standard API 650, Annex H and this specification and project data
sheets.

4.0 Process Design Data

Process information is indicated in the tank data sheet.

4.1 Design Requirement

The design, shall comply with STANDARD API 650, Annex H, supplemented with what is
established in this specification and Data Shees.
The design of the internal floating roof shall consider the design of the storage tank for the
determination of size and the effects of operating and environmental conditions.
The internal floating roof shall be metallic sandwich full contact deck type, constructed of
lightweight aluminium panels or compartemts, designed for internal, covered service.
Flotation compartments shall be designed for optimized:
 Loading and transportation
 Installation time and accuracy
 Reliable operation
 There shall be sufficient buoyancy to support at least 2 times the installed weight of the
completely assembled floating roof. The load on the roof due to foam shall be taken into
consideration.
All internal floating roof design calculations shall be based on the lower of the minimum design
specific gravity or 0.7 (to allow for operation in a range of hydrocarbon service).
Automatic bleeder vents shall be furnished for venting air or blanketing gas to or from the
underside of the floating roof deck when filling or emptying the tank. The vents shall be sized for
the specified maximum filling and emptying rates.
The Vendor shall make the corresponding design calculations, for submission to the approval of
the Purchaser.
A peripheral seal that spans the annular space between the internal floating roof deck and the
tank shell shall be provided. Any vertical appurtenances if any that penetrate the deck are
required to have a seal.
The floating roof shall allow for all tank gauge poles, hatches and internal ladders, according with
the tank design.
 Each opening in the floating roof except for automatic bleeder vents and rim space vents
shall be provided with a projection below the liquid surface.

 The internal floating roof, including appurtenances, shall be resistant to all liquids to be
stored.
 Passages through the roof which can cause emissions are not allowed.
 The internal roof shall be fully in contact with the liquid surface.
 The internal roof shall facilitate free movement for gauging/sampling devices. Verticality
shall be tested before installation.
 The floating roof shall be equipped with sufficient drains to ensure that no puddles of
product would be left trapped on the roof during operation and tank cleaning.
 Deck drains shall nominally be at least 1” NPS and project at least 4” into the product.
 Passages through the roof which can cause emissions are not allowed.
 The internal roof shall be fully in contact with the liquid surface.
 The internal roof shall facilitate free movement for gauging/sampling devices. Verticality
shall be tested before installation.
 The floating roof shall be equipped with sufficient drains to ensure that no puddles of

 Deck drains shall nominally be at least 1” NPS and project at least 4” into the product.

4.1.1 Cable Suspension Systems

The floating roof shall be supported by stainless steel cables. Floating roof supports must be
able to accommodate multiple positioning for operating and servicing of the tank.
The roof support shall be adjustable for the following two positions:
 The lower position shall permit the floating roof to go as low as possible without
interfering with any internal accessories. If a net working capacity is specified for a tank,
this lower position shall be decided not to exceed the deck height mentioned in tank data
sheets.
 The upper positions shall provide a clearance of 2.4 m between the lowest portion of the
roof and the tank bottom.

There shall be sufficient buoyancy to support at least 2 times the installed weight of the
completely assembled floating roof. The load on the roof due to foam shall be taken into
consideration.
Floating roof support loading cables shall be designed to comply load combinations
according API 650, H.4.2.2.2.

4.1.2 Joints

The joins that shall be liquid-tight include, but are not limited to, the following:
 Deck panels in contact with the liquid
 Bottom deck to rim plates
 Bottom deck to bulkheads
 Rim plates to bulkheads
 Intersections between bulkheads
 All joints of floats
 Joints that shall be vapor-tight include, but are not limited to, the following:
 All deck joints

4.1.3 Rim Seals

 The seal shall be gastight and flame retardant.


 The foam dam on the tank roof shall comply with the requirements of NFPA 11. The foam
dam shall extend the highest point of the seal by at least 50 mm.
 A mechanical shoe seal is recommended. Another seal type may be considered only if
product resistance is a problem.

4.1.4 Deck Penetration

 All deck penetrations shall be provided with seals to ensure minimum vapour leakage
during all movements of the roof.

 Penetrations for sampling and gauging shall be tapered to provide a guide for the
sampling tube or guide.
 A skirt dipping into the product by at least 150mm (6") shall be provided around the rim
of the cover and around all columns, and other openings with the exception of bleeder
vents.

4.1.5 Anti-static Cable

Conductive parts of internal floating roof shall be electrically interconnected and bonded to
the outer tank structure.
 Shall be installed two stainless steel static electricity ground cable. Assemblies shall be
provided from the fixed roof to the internal floating roof. These cables should have a min
cross section of 3 mm2.
 The electrical resistance between the tank shell and any part of the floating roof shall be ≤
100MΩ. Testing shall be performed and reported.
 The cables must be connected or installed in a manner so that maintenance inspection
and testing can be carried out while the tank is in service.

4.1.6 Appurtenances

 Install provisions to ensure that the floating roof is suitable for pigging operations.
 Minimum mountings per the following Table 8:

4.2 Fabrication, Erection, Welding, Examination, and Testing

Internal floating roof components that are fabricated or attached by welding (e.g., clips, gusset
plates, etc.) shall be completely seal-welded.
Internal floating roofs shall be installed in accordance with the instructions provided by the
internal floating roof manufacturer.

4.3 Material

All materials used in oil storage tank roofs shall comply with API 650 Standard, Appendix H.
Floating roof may be constructed of aluminum or Stainless Steel ASTM A-240. If used, aluminum,
the manufacturer shall be responsible for confirming that aluminum is compatible with stored
liquid.

5.0 INSPECTING AND TESTING

The manufacturer has the responsibility for compliance with all design and material requirements
according with applicable codes, standards and well sound engineering practices. However, the
company may at its own discretion have sufficient independent inspection to ensure all design,
materials and methods comply with API 650 and other relevant standards. This may involve
monitoring of design calculations, shop fabrication, field erection and testing. The company
inspector shall reject any aspect that does not comply with the standards.
The company inspection may be carried out at the manufacture’s shop to verify the conformance
of materials to the specifications indicated in the manufacturer’s proposal and the condition of the
materials. Shop inspection shall also cover quality and accuracy of the fabrication activities.
Inspection may also be provided for all aspects of field erection and for the full erection period. An
independent third party can be retained for these inspections, or the manufacturer can undertake
the inspections.

If specified by the tank owner the floating shall be given a flotation test in water or product to
check that it travels freely to its full height and that the peripheral seal operates throughout the
entire travel of the floating roof. The fit of the peripheral seal shall be checked to ensure that an
acceptable contact with the tank shell is maintained.

6.0 CONTRACTOR QUALIFICATIONS

The internal roof contractor must have at least ten (10) years experience furnishing and installing
full-surface contact floating roofs as described in this specification and provide an extensive list of
installations, including owner, location, size, tank service and year of completion.

7.0 WARRANTY

The manufacturer shall guarantee all material and workmanship to be of first class quality, in
accordance with the best-approved methods of manufacturing and to be free from all defects for a
period of two (1) year.
