As mentioned, due to various bombing/weapons’ test in this Viesques site, said site became hazardous.

However, it was found out that a lot of information was taken out from the environmental impact
statement. And according to Professor Wurgo(?), it may have caused the issues at hand in the current
site.

Furthermore, the Navy didn’t develop any long-term effects in their EIS, which is prejudicial to the
citizens in the island.

Slide 11:

This statute provides that wastes or hazardous chemicals from their time of creation, their movement
via ship or by rail or by tanker truck, and their ultimate disposal had to be recorded.

Underground storage tank program - requires an inventory and monitoring of underground storage
tanks.

As provided in the lecture, it was stated that this kind of system polluted a lot of ground water, and
soil as it only has a shelf life of 40 years.

In connection with the Resource Convention and recovery act (RCRA), key issues have emegered include
the listing issue, what's hazardous, mixtures. And a continuing debate on whether mixin of certain kinds
of wastes shall/will be hazardous to the environment.

emitted from local businesses

This is contained, as provided, in the Superfund amendments of 1986

The SARA amendments authorized additional funds for National Priority List sites, mandated public
involvement, provided permanent remedies to restore sites or to basically pay for proven damages. It
also requires something known as best available technologies to clean up the site

In relation to Viesques, it was provided that upon declaring that said island was a “federal wilderness”,
the Navy left and transferred their Jurisdiction

In relation ot Viesques, This law, again, passed back in 1973, and the U.S. left the island in 2003, there
were three decades during which species declared to be rare or endangered, particularly the turtles that
lived on the island, were clearly being affected by military behavior and maneuvers.

They (agency) very rarely have found that there was conclusive evidence that the wastes on a site, that
the hazardous materials released produced adverse health effects.

In summary: The viesques story and all of its environmental issues is yet to be resolved. The government
is invoking their right to immunity from suit, and even banking on different findings that said “Viesques
site” was not due to contamination from their nuclear testing, while the people of said island are
petitioning for the deterioration of their health due to lack of transparency and analysis of the
government regarding long-term environmental effects of their actions before.
