Holdfast Community Confederation

Charter
Section 1: Authorization
This Charter formally authorizes the Holdfast Community Confederation to develop and implement
new systems for communication and situation management between the regiments existing, and to be
founded, in the game Holdfast: Nations at War. This charter plan will include: scope statement, schedule,
meeting structure, and voting process. Future changes to the charter must be approved by a 2/3 majority of
the council members during a scheduled session.
Section 2: Our Goal: Starting a Conversation.
The goal of this grouping is to open a means for dialogue and discussion between regiments in a
neutral and impartial fashion. With the large number of regimental units in the community it is important
to lay the groundwork for future discussion to prevent community fragmentation. This confederation seeks
to create a body of regiments to allow for greater regimental communication, solve disputes, and address
issues in the community. All power to enact and enforce decisions of the confederation must be given by
majority (2/3) consent from participating regiments. Each regiment is given a single vote on items up for
discussion and their vote, once cast, cannot be changed after. All active voting members of the
confederation are voluntary and may withdraw at any time.
Section 3: The host and elections system.
Community meetings happen once a month and are sponsored and organized by the two regimental
hosts elected during the previous month’s meeting. During a host election every regiment has one vote to
put towards the next month’s candidates, the two regiments with a majority vote will be paired together to
host the next month’s meeting(s). Both hosts will then agree upon and set the date, agenda, and meeting
place for confederation meetings. Both hosts will also oversee the election of the next month’s hosts. Straw
Poll will be the medium used to obtain votes for the regiment hosts to remain anonymous. Votes will be
counted and must correspond with the number of regiments present.
Voting Procedure:
Voting will be done in rounds, each round the regiment with the least number of votes will be
removed from the candidacy list and another vote will commence. Once a regiment reaches a majority (2/3)
vote they are removed from the candidacy and declared a host for the next month’s term. If there is a tie for
the least number of votes during a voting session those regiments in the tie will be voted on to see which
one the preferred host is, the winner will then be eligible for the next round of voting with the rest of the
remaining candidates. Voting will continue until two candidates have been chosen or only two candidates
remain.

Section 4: Meetings and future objectives.
Each regimental member is allowed up to two representatives to attend the meeting days set by the
hosts. These representatives should be entrusted to vote accurately in the interests of their regiment during
meetings. Once all points on the agenda have been either been voted on, withdrawn, or tabled, the floor will
be opened up for a set number of time per regiment for them to bring up topics and issues of their choosing
in an open forum fashion.
Section 5: Rules & Regulations
Any persons or groups that are a detriment to facilitating positive relations will be barred from
participation in the confederation or removed via a (2/3) majority vote by the other voting members. This
removal vote may take place at any meeting if added to the agenda beforehand.
