The Construction of an Ecolodge to Support Ecotourism Development in …

(a) Short description of project (please provide full documentation if possible):

The location is a sub-village of …village, an Iban Dayak indigenous community settlement at the …
River. Location consists of the three sub-villages. Based on the census of 2013 year, the total
population of Village is around 571 persons, the number of 226 persons of them living in Sub
Village. In 1968, the Iban from … had been evacuated to Village by the Indonesian military in the
wake of armed conflicts due to communist ressurection. After long discussion and mediation (since
2007-2010) to prepare the settlement of Iban to their homeland in … under the facilitation of
applying organization, therefore in 2011 the Iban returned to their homeland approved by the Local
Government in … and stakeholders. Location is more remote upriver nearest the national park which
is accessible by boat. The villagers predominantly subsist on the cultivation of rice, some fishing and
hunting, and collecting the forest products. Small cash incomes, they get from rubber tapping,
occasional gathering of forest products, and handicrafts, but access to markets is very difficult.
Young Iban frequently work temporarily in Malaysia. The local wisdom of the community exists in
the form of various traditions and regulations support the sustainable use of local forest resources
and forest conservation. (See also attached extended project description.)

Location is located in the buffer zone of a National Park, the nearest settlement of the park in an
ecologically largely intact forest area. The National Park is part of the Heart of … Program and the
three conservation areas (Indonesia, Malaysia and Brunei Darusalam) have been proposed as the first
UNESCO transboundary World Heritage Site. The establishment of the conservation area included
vast areas of land traditionally used by the Iban and considerably restricts their use of forest
resources. To support ecotourism development in the buffer zone of the National Park, in 2011 the
Head of the District together with the Head of the National Park, Department of Tourism and
Culture, and the Ministry of Forestry has launched Location as a Tourism Village.

Location is directly situated at the river providing access to the National Park close to the village.
This location as well as the cultural heritage and local knowledge of the Iban community of Location
distinguish this village as a particularly suitable destination for ecotourism activities in this region.
Thus the villagers have decided to build a lodge to provide accommodation and support for travelers
and tourists visiting Location and the National Park. A lodge intended is a kind of a 'homestay' very
close to their longhouse, but with enough privacy and comfort to be attractive for a broader range of
visitors interested in Iban culture as well as in nature experiences in the National Park.

The planned ecolodge building is supposed to consist of 4 bed rooms with a size of 4 x 3 m each, 3
toilets and a shower area, a kitchen, a living and dining room, a storage room, and a terrace,
altogether comprising an area of 144 m² (for details see attached outline of the building). The
construction and form of the building will be adjusted to the Iban longhouse in accordance with
existing local conditions and facilities. Anyway, it is also highly considered important to prepare one
large room at the second floor of the lodge, where the visitors can see the scenery around and relax.

With this application, the community requests financial support for the acquisition of the building
materials for this lodge and the trainings. The total cost are estimated around Rp. … (see
attachment for a detailed financial budget plan). The preparation of the area will be carried out by the
villagers. The construction of lodge will be carried out by skillful workman. The management and

maintenance of the lodge as well as the training to manage the lodge and sanitation and hygiene of
the lodge will be handled by applying organization.

(b) Development-policy objective of the project (if applicable also with a view to tangibly improving
women's lives in the area):

The establishment of the ecolodge building together with additional services and activities provided
for the visitors of the Iban village and the National Park are supposed to significantly improve the
living conditions and livelihoods of the Iban families of the longhouse, and the development of
ecotourism in this remote area will also be expected to be beneficial for the other sub villages of
Location as well as surrounding villages. For the first time in this area Iban women will be fully
involved in the trainings of village's sanitation and hygiene and managing the lodge as well as
tourists and visitors, in the hope the visitors and tourists will have professional and good
treatment.The trainings for sure will also improve women's life condition in terms of quality of life
and indirectly they also will have the benefit from the values' chain of the lodge.

The establishment of the National Park has considerably restricted the possibilities of the villagers to
use their lands and forests, therefor, the development of ecotourism has been proposed as an
alternative income opportunity by state agencies and development organizations, but is still very
much in its beginnings. The construction of the ecolodge would be a first step to provide new
chances to secure the livelihood of the community, open up new income opportunities, provide the
values' chain in this area, and finally improve the living conditions of the people.

The collective planning, construction, and management of the ecolodge as well as ensuing activities
to develop ecotourism will also strengthen communal institutions and identity, as well as the
awareness for common ownership and responsibility. In face of various efforts of external actors
regarding logging and the establishment of plantations in this area, it will also increase the capacity of
the community to prevent external efforts to exploit their local resources and livelihoods. Thereby
not only communal self-determination and welfare will be improved, but also the protection of local
forest resources, an important national conservation area, and globally threatened tropical forests.

The establishment of the ecolodge and ecotourism activities will furthermore support the
preservation, strengthening and dissemination of local ecological knowledge, traditional rules and
customs regarding sustainable forest uses, as well as the particular way of life and culture of the Iban
Dayak of this region. Thus this project will not only improve forest and biodiversity conservation,
but also support the protection of cultural diversity and the facilitation of cultural exchange.
