Earth Dam – No instructions are received abour additional sluice since 2014 – Which is
action is not covered under this agreement – Instructions requested –Reg.

We here with submit that the above said work was entrusted to us vide reference 1st cited,
accordingly we have completed nearly 50.88% of works financially and 52% of work physically by
the end of June 2018. Further due to to release water to the existing ayacut under Kumili Tank for
Kharif 2018, un-authorized transplantation in foreshore area, seasonal rains and non finalization of
R&R the embankment work was partially hampered. As per the instructions of the Chief Engineer,
North Coast, Visakhapatnam and the Superintending Engineer, TTPR Circle, Vizianagaram, the
revetment work was started on 22.10.2018 which is under progress. Further we proposed the
formation of embankment from km 2.200 to 3.500 for which we deployed men and machinery.

In this contest, we submit that we will proceed with the work from km 2.200 to km 3.500 of
Main Earth Dam, without leaving gaps for existing sluices as the stabilization of ayacut under Kumili
Tank is not under the purview of our agreement of Package 21A. Further it is informed that the gaps
left over for channels is badly hampered the work and we bare huge loss of time and money. Since
this issue brought to the notice of the departmental people several times since 2014 and they
conducted number site visits and no instructions are received till to date about constructions of
additional sluice at km 2.900.

Hence it is informed to the Executive Engineer, that we proposed to start the essential works
for formation of embankment from km 2.200 to 3.500 on 8.11.2018 without living any gaps as this
issue is not under the purview of our agreement.

We here with submit that the above said work was entrusted to us vide reference 1st cited,

barrow area duly forming necessary roads and cross bunds across existing channels. Further the Dy.
Executive Engineer, Irrigation Division, Vizianagaram and Executive Engineer, TRTS Division,
Vizianagaram informed that to remove the cross bunds formed for lifting of soils across existing
channels system so as to release water to the existing ayacut under Kumili Tank for Kharif 2018 vide
reference 2nd cited. Accordingly we remove all cross bunds and formed roads in foreshore area and
attended miscellaneous works for gentle supply of water to the existing ayacut. . The khariff season
2018 is successfully completed by end of October 2018. Hence we request the Executive Engineer,
TRTS Division, Vizianagaram to issue necessary instruction to the Executive Engineer, Irrigation
Division, Vizianagaram to close the supply of water through Kumili channel in view of completion of
Khariff 2018 so as to start the revetment and embankment work duly forming necessary rods and
cross-bundas in fore shore area. The revetment work was started by 22.10.2018. The same was kept
under notice to the SE/TTPRC/Vzm and copy marked to the EE/TRTS Division/Vzm vide our letter
2nd cited. Hence we request the EE/TRTS/Dvn to take necessary action to close the canals
immediately onwards to start the work immediately.

The work “TRTS Project, Vizianagaram district EPC Package 21A including approved
drawings of Main Earth Dam and Dyke-1” were entrusted to us vide agreement 1st cited above, as per
approved drawings, there is proposed 450 mm thick revetment over 200mm thick metal filter and 200
mm thick sand filters upto berm and 600 mm thick revetment over 200mm thick metal filter and 200
mm thick sand filters from berm to TBL and number of layers are not mentioned in both stages.

Further, the Chief Engineer, North Coast Projects, Visakhapatnam were issued instructions to
complete the laying of Rip-Rap work in two layers of 300 m thick each with header stones as per
codel provisions of 6.20 and 6.2.1 of IS 8237-1985 of IS code.

Hence we request the Executive Engineer to issue necessary instructions to proceed with the
work in two layers as per the instructions issued under reference 2 nd cited for Dyke-3 of the same
Reservoir of the same Project.

This is submitted for issue necessary action at an early possible.

The work “TRTS Project, Vizianagaram district EPC Package 21A” were entrusted to us vide
agreement 1st cited above, as per the agreement conditions a Surplus Weir (from km 0.840 to 0.870 of
Dyke-1) and Surplus Coarse ( from Surplus Weir to river Champavathi) are to be constructed to
discharge 493 cumecs of surplus water of the Reservoir. Accordingly we were submitted the designs
and drawings of the Surplus Weir along the Surplus Course, and for time being LP Schedules were
also submitted for acquiring required land.

Further, based on the (i) agitations of the Saripalli villagers for not to acquire their balance
lands, (ii) instructions of the Honorable Minister for Civil Aviation, Dist. Collector, Vizianagaram
and Department higher authorities to re-examine the above proposals to minimize land actuation, (iii)
Site visit & recommendations of the TAC in view of the reduce of land actuation, We submit the
designs and drawings of the Surplus Regulator (instead of Surplus Weir) including Surplus Course to
accommodate surplus discharge of 493 cumecs vide our letter 3rd cited & 4th cited.

Further, duly attending several times to CE/CDO Office to attend remarks, the finalized
drawings of Surplus Regulator including sectional designs of Surplus Course (drawings nos. 1/7 to 7/7
Nos) are here with submitting for taking approval.

This is submitted for taking further necessary action. .

filters and CC Mix Designs. Necessary testing charges will be paid by us i.e M/s SCL Infratech
Limited, Vizianagaram. The Samples are collected in the presence of Sri K. Laxmikanth, Asst.
Executive Engineer, EPC Package 21A.
