times more.

Despite the decrease in SIM card penetration rate in Romania,
its level still exceeds the 100% threshold, which shows that on
average each user has at least one SIM card. An explanation for
this phenomenon may be the high level of call termination
charges in any network perceived by operators before 2011.
Between these tariffs and call termination rates in their own
network there is a considerable difference, so consumers are
forced to purchase pre-paid or post-paid packages of competing
operators ", the Competition Council's report states.
'The total number of four operators corresponds to the European
Union average. Countries with a larger number of mobile
operators are Poland, with six operators, Denmark and Sweden,
with five operators each. However, an analysis of the
Herfindahl-Hirschman Index shows that the concentration of
the mobile telephony market in Romania is high, far exceeding
the threshold of 2,000 units commonly used by competition
authorities (...) Index Voice traffic has the highest growth,
reaching 3,818 in 2015 ".
 The number of active SIM cards reached 23.1 million in
2015, more and more Romanians opt for subscriptions
over prepaid services, and the use of mobile internet
increases explosively from one year to the next. Of the
total active users, over 10 million are subscribers, of
which 7.8 million have contracts per physical person.
Telekom expanded its subscriber base to mobile services
by nearly 10% between March 31, 2015 and March 31,
2016, mainly due to fixed-mobile packages
MagentaONE. The total number of Telekom Romania
customers on mobile services reached 5.934 million,
from 6 million last year, and the share of prepaid cards,
which generates much lower revenues than subscriptions,
is down.
Vodafone reported 8.461 million customers on March 31,
slightly lower than last year, of which 41.1%, or 3.477
million, are subscribers. And Orange, the market leader,
reached 10 million customers at the end of March, down
by more than 150,000 as of December 31, 2015, and
about 350,000 as of March 31, 2015; However, 4.82
million of customers are subscribed.
Extensive: Orange , for example , is moving towards
fixed services, and Telekom and RCS & RDS have
announced they will continue to make significant
investments in expanding 4G networks. Vodafone has
recently updated its list of secondary workloads with
radio-TV broadcasting and content production, but no
detailed detail about company plans so far.
