Terms of Reference:

1.1. Background:
Fire hazard is not a new term in our country. Every year fire hazard destroys thousands of lives
and property in our country. In just 2016 alone, 16,857 incidents of fire were reported
across the country killing 152 people and injuring 247 people. Within first two months of
2017, incidents of 1,845 fires were recorded by Fire Service and Civil Defence all over
Bangladesh which took away 14 lives, caused injury to 41 people and financial loss of
BDT 35 crore and 81 lakhs. The estimated financial loss from fires in 2016 was BDT
240.43 crore according to Fire Service and Civil Defence (Mamun, 2017).

With rapid urbanization and population growth, cities are welcoming vertical development. This
causes unplanned and uncontrolled high rise building construction. Most of the times, these
buildings do not follow planning regulations and standards and result in creating potential risk of
natural and man influenced hazards (Rahman M. , 2017). Lack of awareness and efficiency
leads fire accidents to become catastrophic. There has been a recent spate of fires erupting
not only in Dhaka but all over the country which experts say is a result of unplanned
urbanization and a lack of adherence to following the National Building Code when
constructing new buildings. “Most people do not follow the National Building Code to
construct a high-rise building and also do not bother do not get the certificate as
assurance of fire safety from the Fire Service or install fire safety tools in the building,”
said electrical and electrical engineering teacher at Bangladesh University of Engineering
and Technology, Professor Mahbubur Rahman. (Mamun, 2017)

This project aims at assessing vulnerability of high rise buildings for fire hazards based on some
indicators which are related to reasons for potential fire risk and mitigation measures required for
emergency fire hazard response. It finally prepares an integrated index to assess vulnerability of
fire hazard in terms of violating planning regulations.

1.2. Goal:
Goal of this project is to assess vulnerability of high rise buildings of Khulna city for fire hazard
through preparing an integrated index in terms of violating planning regulations and standards.
1.3. Objective:
 To identify potential fire sources and violation of planning standards concerned with fire
hazard in high rise buildings of Khulna city.
 To assess vulnerability of individual high rise buildings through preparing an integrated
vulnerability index

1.4. Scope:
 This study finds out the violation of certain planning rules and regulations for high rise
buildings of Khulna city.
 It focuses on some important factors related to fire hazard and mitigation measures.
 It explores the important factors for fire hazard vulnerability in an urban area through
expert opinion and owner’s opinion.
 It explores the inter-linkage between potential fire risk or vulnerability and violation of
planning standards.
1.5. Planning Area:

Entire Khulna city has been selected for this study to explore high rise buildings and assess
vulnerability. Residential, commercial and industrial areas will be explored. As first initiative,
Sonadanga and Nirala residential area are selected to carry out this study. These are the areas
having most of the high rise residential buildings. Ward no. 17 and 18 constitute Sonadanga and
Nirala lies in ward no. 24.

1.6. Activities to be performed by Consulting Firm:


1.6.1. Time frame for Project:

The project will be starting from August, 2018 and will be terminated within 7 months. First
two months are for inception and further 5 months are for execution.

1.7. Consultancy Services:

In order to asses vulnerability of fire hazard for high rise buildings of Khulna city there is a
provision for involvement of consulting firms. For this purpose, a short list of consulting firms
has been prepared and Request for Proposal (RFP) will be issued to the short listed consulting
firms for submission of the proposal.

1.7.1. Duration of the consultancy services

Approximately 7 months from the date of signing of the agreement.

1.7.2. Man-month of consulting firm

In order to accomplish the preparation of the water supply network plan each selected firm
should have the involvement of the following personnel and supporting staff:
