Introduction
For migration from CCTV surveillance to IP surveillance, video encoder is an important component to utilize the existing devices and provide
full function of IP network capability. DVS-V310-4 is a 4 channel video encoder which allow user to connect 4 analog CCTV cameras at
the same time and encode the stream to the network. 4 channel Video Encoder is an convenient and cost effective solution for multiple
channel deployment of upgrading from CCTV to IP Surveillance network.
With 4 channel video inputs and 4 channel video loop through, DVS-V310-4 is able to remain the use of hybrid environment if end user
would like to keep recording to DVR or live view video from TV. Plus with 4 audio input channels and 1 channel audio output which provide
the complete function of two-way audio feature. The interface of DI/DO is very useful for integrate with external alarm devices to build
a security system. Built-in SD card slot enables the event recording at device side which can become a redundant backup of remote
VMS(Video Management Server/Software).
Features
Digitally Transform Existing Hardware
The DVS-V310-4 Video Encoder makes it possible to integrate a pre-existing analog surveillance infrastructure into a fully-functional IP
surveillance system. The DVS-V310-4 is an ideal choice for banks, airports, factories, government buildings, prisons, and traffic surveillance
applications - any location where surveillance equipment is already installed and functioning. It is the best way to save the camera and
cabling cost but still provide the IP surveillance capability.
Note: Live view 4 channels will merge all 4 video in one frame and share the D1 resolution at 30fps. When switch to single channel live
view at the camera GUI, this channel will be solely use this D1 resolution at 30fps.

Hardware Installation
Note: The following installation instructions assume that an analog video camera is installed and providing a signal. If necessary, please
consult your camera manufacturer’s user manual for information on how to set up your analog camera.
Connect the video cable from the camera to the VIDEO IN port
of the Video Encoder.
Once the cable has been connected, rotate the BNC connector
clockwise so that the cable locks into place.
Click on the D-Link Setup Wizard SE icon that was created in your Windows
Start menu.
Enter the Admin ID and password. When logging in for the first time, the default
Admin ID is admin with the password left blank.
Click on the D-Link Setup Wizard SE icon that was created in your Windows Start
menu.
Select the Video Encoder and click the button labeled "Link" to access the web
configuration.
The Setup Wizard will automatically open your web browser to the IP address of
the Video Encoder.
Alternatively, you may manually open a browser and enter the IP address of the
Video Encoder: 192.168.0.20
This section shows your Video Encoder’s live video. You can view or operate the
Video Encoder. For additional information about web configuration, please refer to
the user manual included on the CD-ROM or the D-Link website.
Insert the CD-ROM into the CD-ROM drive. Click “Install D-ViewCam
Software” from menu, and select “D-ViewCam” to install the VMS software.
To start D-ViewCam, select Start > All Programs > D-Link D-ViewCam >
Main Console.
Online Visitor
Show how many users connect to this Video Encoder.
Click this button to record AVI video clips to your computer. When
Recording you exit the web browser, video recording stops accordingly.
PTZ control
Static IP You may obtain a static or fixed IP address and other network
Address: information from your network administrator for your Video
Encoder. A static IP address may simplify access to your Video
Encoder in the future.
Secondary DNS: The secondary DNS acts as a backup to the primary DNS.
UserName: The unique name of your account. You may obtain this information
from your ISP.
Password: The password to your account. You may obtain this information
from your ISP.
Send mail after After this function is enabled, Video Encoder will send an email
dialed: to a specific mail account with the Subject below. For the mail
setting, please refer to “Mail and FTP” settings.
RTSP Port: The port number that you use for RTSP streaming to mobile
devices, such as mobile phones or PDAs. The default
port number is 554. You may specify the address of a
particular stream. For instance, live1.sdp can be accessed at
rtsp://x.x.x.x/video1.sdp where the x.x.x.x represents the ip
address of your Video Encoder.
Server Address: Select your Dynamic DNS provider from the pull down menu or
enter the server address manually.
User Name or Key: Enter your user name or e-mail used to connect to the DDNS.
Password or Key: Enter your password used to connect to the DDNS server.
Schedule Update: Video Encoder will update DDNS automatically. The time
range is from 5 to 5000 minutes. (0 is not update, and 1440 is
recommended).
Brightness: This setting is used to compensate for backlit scenes. You may
choose a value between +5 and -5.
Contrast: This setting may help to improve the image in some low light
conditions. You may choose a value between +5 and -5.
Hue: This setting may help to adjust the color of the image. You may
choose a value between +5 and -5.
Saturation: This setting controls the strength of color. You may choose a
value between +5 and -5.
Video System: Each connected analog camera can adjust its’ video system.
Dual Stream: Select from to stream single or dual stream. The video frame rate will
be shared by the two streams if dual stream is selected.
Bitrate Control There are CBR(Constant Bit Rate) and VBR(Variable Bit
Mode: Rate)to use.
CBR: 64Kbps~1.5Mbps (the higher the CBR is, the better the video quality is)
Video Quantitative: There are 5 qualities to be adjusted. The higher the quality is, the
bigger the files size is.
GOP Size: It means “Group of Pictures”. The higher the GOP is, the better the
quality is.
RTSP Path: Input the name for RTSP connection. Ex: RTSP://yourip/v1.
3GPP Setting: Input the name for 3GPP connection. Ex: RTSP://yourip/3g1. (The 3GPP will use MPEG4 compression with fixed video settings)
Port: The default mail server port is set to 25. You can also
manually set another port.
Host Name: Enter the domain name or IP address of the FTP server.
Port: By default, the FTP server port is set to 21. It can also be assigned to another port number between 1025 and 65535.
Path: Enter the folder where the media file will be placed. If the folder name does not exist, the camera will create one on the FTP
server.
To verify if the FTP settings are correctly configured, click Test. The result will be shown in a pop-up window.
Enable Ch 1234: Select this box to enable the motion detection feature.
Click the Setting button to setup the Motion Detection area and
click the Cancel button to erase the area.
File Format: When record to SD card or send to email or FTP, please select
the file format from AVI or JPEG file.
Record Time Pre Alarm and Post Alarm setups for video start and end time
Setting: when motion detected or I/O devices triggered.
Network Dis- When the network is disconnected, it will save the video to local
connected: SD card.
IP Check: Enter the IP address for internet connection check. Video Encoder
will check the IP address with specified interval and save the test
result to SD card (if checked).
Time Zone: Select your time zone from the drop-down menu.
Synchronize with This will synchronize the time information from your PC.
PC’s time:
Manual: This option allows you to set the time and date manually.
Note:
1. Please Insert SD card before use it. Make sure pushing SD card into the slot completely.
2.The use of the SD card will affect the operation of the Video Encoder slightly, such as affecting the frame rate of the video stream.
Playback: 1. It will show the capacity of the SD card. Click the date listed
on this page. It will show the list of the video.
2. If it record the video, file format is AVI. Click the video to
play by default Media Player of your computer.
3. Check the video and click Del can delete the video.
Input Setting
The Video Encoder will send a signal when an event is triggered, depending upon
the type of device connected to the DI circuit.
N.C. stands for Normally Closed. This means that the normal state of the circuit is
closed. Therefore events are triggered when the device status changes to "Open."
N.O. stands for Normally Open. This means that the normal state of the circuit is
open. Therefore events are triggered when the device status changes to "Closed."
Input Action: E-mail/ FTP/ Out1/ Out2/ Out3/ Out4/ Save to SD card.
Output Setting
Mode Setting: On and Off Switch(one time switch from on/off) or Time Switch (it will latch the DO for the time interval ).
User Group: PTZ user group is able to control the PTZ function, Guest
group is only able to view the live video.
User List: All the existing user accounts will be displayed here. You
may delete or modify accounts includes in the list.
Save To Local You may save and document your current settings into
Hard Drive: your computer.
Restore to You may reset your Video Encoder and restore the factory
Factory Default: settings by clicking Restore Factory Defaults.
To upgrade the firmware on your DVS-V310-4, please download and save the latest firmware version from the D-Link Support Page to
your local hard drive. Locate the file on your local hard drive by clicking the Browse button. Select the file and click the Upload button to
start upgrading the firmware.
File Path: Locate the file (upgraded firmware) on your hard drive by
clicking Browse.
Troubleshooting
1. Why is the Power LED not lighting up?
The power supply used might be at fault. Confirm that you are using the provided power supply, which is DC 12V, for
the Video Encoder. Also verify that the power supply is securely connected.
2. Why does the Video Encoder work locally but not remotely?
This might be caused by firewall protection. Check with your system administrator to see if you are behind a firewall.
The firewall may need to have some settings changed in order for the Video Encoder to be accessible outside your LAN.
Make sure that the Video Encoder is not conflicting with any Web server you may have running on your network.
The default router setting might be another possible reason. Check that the configuration of your router’s settings allow
the Video Encoder to be accessed outside your local LAN.
3. Why are no images available through the Web browser?
ActiveX controls might be disabled within Internet Explorer. Check that ActiveX has been enabled in the Internet
Options menu. You may also need to change the security settings on your browser to allow the ActiveX plug-in to be
installed. If you are using a version of Internet Explorer before version 6.0, you will need to upgrade Internet Explorer
in order to view the streaming video transmitted by the Video Encoder.

Networking Basics
Check your IP address
After you install your new D-Link adapter, by default, the TCP/IP settings should be set to obtain an IP address from
a DHCP server (i.e. wireless router) automatically. To verify your IP address, please follow the steps below.
Click on Start > Run. In the run box type cmd and click OK.
Step 1
Windows® Vista - Click on Start > Control Panel > Network and Internet > Network and Sharing Center > Manage
Network Connections.
Windows XP - Click on Start > Control Panel > Network Connections.

Right-click on the Local Area Connection which represents your D-Link network adapter and select Properties.
Step 3
Highlight Internet Protocol (TCP/IP) and click Properties.
Step 4
Click Use the following IP address and enter an IP address that is on the same
subnet as your network or the LAN IP address on your router.
Set Primary DNS the same as the LAN IP address of your router (192.168.0.1). The
Secondary DNS is not needed or you may enter a DNS server from your ISP.
Step 5
Click OK twice to save your settings.
