1 Introduction
1.1 Cotswold Transport Planning Ltd has been instructed by T. J. Morris to prepare a
Transport Statement in support of widening the goods restriction (in reference to planning
permission BC54062P) concerning the former Glyn Webb store at Keyway Retail Park,
Armstrong Way, Willenhall.
1.2 The application site comprises a Gross Floor Area (GFA) of 2,760sq.m, and was formally
occupied by a Glyn Webb Store selling discount items. The vacant store has been
identified by Home Bargains as a store which they can occupy and operate from.
1.3 The widening of the goods restriction is required to vary the existing wording of a
restriction to the range of goods which the unit can sell as part of extant planning
permission. Through widening the restriction the unit will be able to fit within Home
Bargain’s (HB) business model, enabling HB to occupy and trade from this location.
Further details are provided within the Planning Statement prepared separately by Quod
in support of this application. However, in summary, the proposal is to vary the condition
to allow for food and drink to be sold from up to 800sq.m of the GFA.
1.4 It is proposed that the goods restriction is widened to state the following:-
“The sale of pets and pet foods and ancillary items (from and area of no more than 100
square metres); general and specialist auto parts, office supplies, garden furniture and
tools and ancillary items, health and beauty products (from an area of no more than 250
square metres); toys (from an area of no more than 250 square metres); food and drink
(from an area of not more than 800 square metres); non-fashion clothing and other minor
and ancillary goods ranges (from and area of no more than 100 square metres).”
1.5 Key issues that need to be addressed/reviewed within this Transport Statement are:
i) Assessment of site location and composition
ii) Review of local highway network
iii) Site accessibility and opportunities for sustainable travel
iv) Review and justification of proposed development in terms of access, internal layout
and parking
v) Review of local highway safety
vi) Forecast trip generation (net comparison with existing uses) and predicted impact
upon the operation of the local highway network.
1.6 Cotswold Transport Planning concludes that approval of the amendments to the goods
restriction will not have a material impact upon the safety or operation of the surrounding
local highway network and as such, there are no significant highways and transportation
matters that would preclude the Local Planning Authority from approving this planning
application.
2.1 The application site comprises land and an existing retail unit formerly occupied by Glyn
Webb, located 1km southeast of Willenhall town centre within the Keyway Retail Park
served from Armstrong Way.
2.2 The site is bound by other retail units to the north (Tesco) and west (Other units in the
Keyway Retail Park); Yodel Courier distribution centre to the east; and A463 Black
Country Route to the south.
2.3 As the site was formally occupied, it is denoted as brownfield and already capable of
generating traffic movements in its own right. Existing/permitted trip generation is
considered in further detail in Section 5.
2.4 The site is currently accessed via a priority junction with Armstrong Way. The existing
access arrangements will be retained as part of the development proposal (further details
are provided in Section 4).
2.5 The site currently benefits from a car park providing an overall capacity of approximately
132 spaces including 6 disabled spaces. The car park was observed not to be in
operation during the site visit carried out in November 2015.
2.6 The location of the site and surrounding highway network is shown indicatively in Figure
2.1.
SITE LOCATION
2.7 All roads within the immediate vicinity of the site have a street lighting system and are
subject to a 30mph speed limit.
2.8 Armstrong Way is a commercial access road, which has a carriageway width of
approximately 8.0 to 9.0 metres within the vicinity of the site.
2.9 Armstrong Way is accessed from the A463 Black Country Route roundabout junction
with the A454 (The Keyway) to the southwest of the development site; and the A462
roundabout with Armstrong Way and Downs Road to the north of the development site.
2.10 Personal Injury Accident (PIA) data has been obtained from the highway authorities
consultant for the most recent five-year period available, to the end of June 2015. A
copy of the PIA data is included as Appendix A.

2.12 The PIA data confirms that there has been one recorded accident at the site access. In
addition to, four PIAs reported to have occurred within the search area on Armstrong
Way and the roundabout with A462 Owen Road.
2.13 The PIA which occurred at the site access occurred at 1.13pm on a Sunday in December
2014, during daylight in fine and dry conditions. The accident occurred when a car failed
to give way and pulled out of Keyway Retail Park into the path of a vehicle travelling
south on Armstrong Way. This caused the driver of the vehicle travelling south on
Armstrong Way to sustain slight injuries.
2.14 The first of the remaining PIA’s occurred at 7.12pm on a Tuesday in April 2011, during
daylight hours in fine and dry conditions. The incident involved a rear shunt type collision
which occurred at the Armstrong Way uncontrolled junction with Tesco Supermarket.
The accident involved a car slowing in order to turn left into Tesco, the car behind slowed
to allow for the vehicle in front to manoeuvre, however a third vehicle failed to stop
colliding with the vehicle in front, which in turn collided with the vehicle in front. The
incident caused two passengers of the first vehicle to sustain slight injuries.
2.15 The second PIA occurred at 6.10pm on a Tuesday in February 2014, during darkness
with street lights lit in rainy and wet conditions. The incident involved a car travelling
northeast on Armstrong Way, they have stopped to turn right into Tesco’s however have
misjudged the turn location they have moved off before stopping a short distance ahead
having correctly identified the access, a moped has continued to follow but has failed to
stop the second time and collided with the rear nearside of the car. This caused the
moped rider to sustain slight injuries.
2.16 The third PIA occurred at 9.17pm on a Sunday in March 2014, during darkness in fine
and dry conditions. The incident occurred when a suspected stolen motorcycle has failed
to stop for traffic travelling northeast on the approach to the roundabout, when they have
moved onto the oncoming carriageway to avoid a traffic island, they have lost control of
the motorcycle and collided with the roundabout. This caused the motorcycle rider to
sustain slight injuries.
2.17 The final PIA occurred at 1.20pm on a Friday in June 2015, during fine and dry
conditions. The incident occurred when a car turned left out of Tesco onto Armstrong
Way when a car began to tailgate and flash lights. The driver of the first vehicle pulled
over and exited the vehicle however the driver of the other car drove into the parked
vehicle. This caused the driver of the parked vehicle to sustain slight injuries.
2.18 A review of the PIA data confirms that there have only been five incidents in the most
recent five year period assessed, four of which resulted from driver error or temporary
misjudgement, the remaining incident was caused intentionally by the driver.
2.19 It is therefore concluded that there is no discernible highway safety pattern within the
vicinity of the site, and with the low forecast increase of traffic arising from the
redevelopment in real terms, this is expected to continue.
3 Site Accessibility
3.1 In order to ensure that the proposed development can operate sustainably in terms of
minimising the overall level of daily vehicular trips to and from the site, particularly single-
occupancy vehicle trips, it is essential to consider what alternative sustainable travel
opportunities are present to enable future employees and visitors to choose to travel by
non-car modes, as well as identifying what local services and amenities are located in
close proximity of the site, which may assist in promoting linked trips.
3.2 Existing local services and amenities are located within approximately an 800m walking
distance. Various shops and businesses located in and around the area that employees
and customers may require on a day to day basis includes a supermarket (Tesco) to the
north and fast food retail outlet (Burger King) within the Keyway Retail Park.
3.3 In addition there are many other non-food retailers and industrial warehouses which one
would expect of an out of town centre retail area (Staples, B&M, Autoworld, Car
Showrooms, industrial warehouses and the Yodal distribution centre). There is also a
Texaco Petrol Filling Station with associated shop. The close proximity of other retailers
and industrial services may attract an element of linked trips with the proposed Home
Bargains store.
3.4 In addition to these local services and amenities, bus stops are located within close
proximity of the site.
3.5 The existing pedestrian and cycle infrastructure in the vicinity of the site, as observed
during the site visit, is considered to be good.
3.6 Walking is the most important mode of travel at a local level as it offers the greatest
potential to replace short car trips. There are a significant number of residential estates
within a 10 minute (800m) walking distance of the development site, to the north and
south in particular.
3.7 Footways are located adjacent to the east and west carriageways of Armstrong Way
originating at and opposite the site access to the junction with A462 Owen Road.
3.8 A footpath is present adjacent to the northwest boundary of the site acting as a cut
through from Keyway Retail Park to Tesco’s, in turn providing a route to A462 Owen
Road.
3.9 Footways approximately 4m wide are provided adjacent to the northeast and southwest
carriageways of A462 Owen Road. The footways benefit from dropped kerb crossings at
adjoining junctions. Cycle lanes are present on A462 Owen Road, which will enable a
dedicated route for cyclists to access the site.
3.10 In addition, the site is within a comfortable 5km catchment of all of Willenhall, Bilston and
Wednesbury as well as the south-eastern suburbs of Wolverhampton and Walsall town
centre. It is therefore anticipated that both employees and customers would be able to
cycle to the development, although it is acknowledged that some of the bulkier goods on
sale at the store may not be appropriate to transport by bicycle and as such this may
constrain the number of trips made to the store by customers by bicycle.
Bus Services
3.11 The nearest bus stops in relation to the development site are located on A462 Owen
Road approximately 250 metres to the north of the site via the footpath through Keyway
Retail Park and Tesco Car Park.
3.12 The northwest and southeast bound bus stops comprise of a flag with shelter and
timetable information.
3.13 A summary of the local bus services are set out on Table 3.1.

3.14 Table 3.1 indicates that the application site is well served by bus throughout the week
and at weekends by routes accessing neighbourhood centres and residential areas
within and surrounding Willenhall.
3.15 The earliest weekday services to the bus stops on A462 Owen Road arrive from
Willenhall, Wednesbury and Walsall at 7.26am, 8.08am and 7.59am respectively. The
last services departing the site towards Willenhall, Wednesbury and Walsall at 5.08pm,
5.26pm and 4.54pm respectively. The earliest Saturday services to the bus stops on
A462 Owen Road arrive from Willenhall, Wednesbury and Walsall at 9.26am, 9.08am
and 8.59am respectively. The last service departing the site towards Willenhall,
Wednesbury and Walsall are 4.08pm, 4.26pm and 4.24pm respectively.
Summary
3.16 Cotswold Transport Planning considers the site to be sustainably located with access to
a wide range of local services and amenities, supported by good pedestrian and cycle
infrastructure, and by local public transport services.
4 Development Proposals
Planning Application
4.1 The planning application consists of the widening of the goods restriction concerning the
former Glyn Webb store located within Keyway Retail Park in Willenhall. This is to
facilitate the reoccupation of the site by Home Bargains.
4.2 Home Bargains propose to reoccupy the existing 2,760sq.m GFA store, however they
require the widening of the goods restriction in reference to planning application
BC54062P (covering existing uses), which would permit the sale of food and drink from
up to maximum of 800sq.m.
Site Access
4.3 The existing site access arrangement with Armstrong Way will be retained to serve the
Home Bargains store. The access is approximately 7.3m wide in the form of a simple
priority junction.
4.4 Within the site, the width of the access road decreases to 6.0m which is maintained
throughout the site consistent with a typical commercial car park aisle width. This
provides satisfactory manoeuvring space for vehicles entering and egressing from
parking bays.
4.5 The site currently benefits from a separate service yard accessed via A462 Owen Road
to the east of the site. Access for service and delivery vehicles associated with Home
Bargains will be retained via this existing arrangement.
Parking
Car Parking
4.6 Maximum car parking standards are contained within Chapter 7 of the Unitary
Development Plan (UDP) for Walsall, 2005.
4.7 The standards confirm that the following parking standards apply:
A1 Retail Food and Convenience goods shops – 1 Space per 14sq.m GFA, with
10% of total provision as disabled bays;
A1 Other Shops – 1 space per 20sq.m GFA, with 10% of total provision as
disabled bays.
4.8 Based on the proposed gross floor area of the development proposal and mix of use
(1,960sq.m Non-Food and 800sq.m Food) the maximum number of car parking spaces
that could be associated with the development based on Walsall car parking standards
is 155.
4.9 It is considered that the use of A1 Food and Convenience Goods shops classification
will overestimate the maximum number of spaces required, as the proposed Home
Bargains Store will sell an element of food and drink, this is typically limited to the bulk
buy of a limited range of confectionary, crisps and soft drinks etc which can be available
at discounted prices due to the ability to buy in bulk. However it would not be possible to
carry out a ‘full’ or ‘top up’ shop normally associated with supermarkets.
4.10 The existing car park will be subject to minor modifications as a result of Home Bargains
proposed occupation. The total number of car parking spaces will reduce to 125.
However, this will include seven disabled bays and seven parent and child bays, located
closest to the entrance and exit of the store.
4.11 It is therefore considered that the proposed car parking provision is in line with local
guidance.
4.12 The appropriateness of the proposed parking provision has been tested by undertaking
a car park accumulation exercise based on the sites selected to determine trip attraction
(see Chapter 5) from the industry standard TRICS database.
4.13 The car park accumulation calculations are included as Appendix B and in summary
confirm that the proposed provision of 127 spaces will provide sufficient capacity to
accommodate forecast demand without the risk of overspill parking onto the local
highway network. The maximum identified demand is for 74 car parking spaces on
Saturday.
4.14 It is therefore concluded that the existing car parking provision is suitable to serve the
reoccupation of the unit by Home Bargains.
Cycle Parking
4.15 Cycle parking standards are contained within Chapter 7 of the Unitary Development Plan
(UDP) for Walsall, 2005.
4.16 This suggests that the following parking guidance should apply:-
4.17 Based on the proposed number of car parking spaces of the development proposal, and
the proposed land use mix, 7 cycle parking stands should be provided.
4.18 A total of 14 cycle spaces are proposed to serve the development in the form of 7
Sheffield stands in a secure location subject to natural surveillance.
5.1 In order to assess the net trip impact of the proposed redevelopment, it is necessary to
consider both the historic (2,760sq.m non-food) and proposed (1,960sq.m non-food and
800sq.m food retail) use of the site.
5.2 This section considers the trip attraction associated with both the existing and proposed
site uses using trip rates derived from the TRICS database, and provides an overall net
trip comparison to assess any changes of impact predicted on the local highway network,
as a result of the use of 800sq.m existing floor space for the sale of food and drink.
5.3 Trip attraction assessments for the following time periods have been considered
appropriate for the purpose of this site:
Weekday PM peak (1700-1800); and
Saturday Peak hour (time period to be derived from operational peak).
5.4 Available TRICS sites were filtered to provide a comparable assessment to the
redevelopment proposal based on the following selection criteria:
Sites located in England and Wales, excluding Greater London
Sites located in Edge of Town Centre and Suburban Areas
Weekday and Saturday surveys, where impact of the proposed development would
be greatest
Sites without Travel Plans
Sites without petrol filling stations
5.5 In order to assess traffic attraction associated with the Glyn Webb store, average trip
rates have been derived from the TRICS database utilising the Other Individual Non-
Food category, which was considered to be the most appropriate land-use offering trip
rates for both a weekday and weekend.
5.6 A copy of the TRICS report is appended to this TS in Appendix C, and a summary of
calculated trip rates and estimated traffic generation is set out on Table 5.1.

5.7 Table 5.1 indicates that the former Glyn Webb store when trading under the terms of its
extant planning consent for a non-food retail store could have been expected to attract
approximately 68 and 201 two-way vehicle trips in the weekday PM and Saturday peak
periods respectively.
5.8 In order to assess traffic attraction associated with the proposed reoccupation of the
store by Home Bargains, average trip rates have been derived from the TRICS database
utilising the Other Individual Non-Food Retail category and Discount Food category;
which shall be broken down as follows:
5.9 It should be stressed that whilst the proposed Home Bargains will sell an element of food
and drink, this is typically limited to the bulk buy of a limited range of confectionary, crisps
and soft drinks etc which can be available at discounted prices due to the ability to buy
in bulk. The nature of the retail offer is however not of the kind where it would be possible
to carry out a ‘full’ or a ‘top up’ shop. Further details are available on the website

5.10 It is therefore considered that the use of any food retail trip rates are likely to overstate
the actual trip attraction to the proposed Home Bargains store. However, in order to
undertake a robust assessment, trip rates associated with Discount Food Retail have
been applied to 800sq.m of the gross floor area.
5.11 A copy of the TRICS reports are appended to this TS in Appendix D, and a summary of
calculated trip rates and forecast traffic generation is set out on Table 5.2.

5.12 Table 5.2 indicates that the reoccupation of the site by Home Bargains is forecast to
attract approximately 110 and 238 two-way vehicle trips in the weekday PM and
Saturday peak periods respectively.
5.13 In order to consider the overall net trip impact of the redevelopment on the local highway
network, a comparison of the estimated trips associated with the historic extant use of
the site associated with the proposed reoccupation by Home Bargains are set out in
Table 5.1 and the forecast trips set out in Table 5.2 above, is provided on Table 5.3
below.

5.14 Table 5.3 indicates that the proposed redevelopment is expected to result in an increase
of approximately 42 two-way vehicular trips in the weekday PM peak hour, and 37 two-
way vehicular trips in the Saturday combined peak hour.
5.15 This equates to an increase of approximately seven new vehicle movements every ten
minutes on the local highway network during the weekday PM peak hour and
approximately three new vehicle movements every five minutes in the local highway
network during the Saturday peak hour.
5.16 The net traffic impact assessment carried out above confirms that the redevelopment
proposal will result in an immaterial increase in traffic movements in real terms during
the weekday PM peak period and the also the Saturday peak period. It is therefore
concluded that the redevelopment of this site will not have severe impact on the safety
or operation of the local highway network.
6.2 The application relates to the proposal for Home Bargains to reoccupy the site, requiring
an amendment to the existing restriction on the sale of goods at the site, to cater for the
sale of food and drink from up to 800sq.m of the gross floor area.
Conclusion
6.4 Cotswold Transport Planning concludes that approval of the amendments to the goods
restriction will not have a material impact upon the safety or operation of the surrounding
local highway network and as such, there are no significant highways and transportation
matters that would preclude the Local Planning Authority from approving this planning
application.

This section displays the trip rate results based on the selected set of surveys and the selected count type (shown just
above the table). I t is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivals plus
departures). Within each of these main columns are three sub-columns. These display the number of survey days where
count data is included (per time period), the average value of the selected trip rate calculation parameter (per time
period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at the foot of
the table.
To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days
that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals
(whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated
time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated
calculation factor (shown just above the table and abbreviated here as FACT). So, the method is: COUNT/ TRP* FACT. Trip
rates are then rounded to 3 decimal places.
Parameter summary
This section displays a quick summary of some of the data filtering selections made by the TRI CS® user. The trip rate
calculation parameter range of all selected surveys is displayed first, followed by the range of minimum and maximum
survey dates selected by the user. Then, the total number of selected weekdays and weekend days in the selected set of
surveys are show. Finally, the number of survey days that have been manually removed from the selected set outside of
the standard filtering procedure are displayed.
