I am grateful to my husband Paul Nabitiri who has worked very hard to facilitate me in
preparation of this document by collecting and quantifying the correct information which I
have used to write this project proposal.

EXECUTIVE SUMMARY:
The Relief Support of the Elderly persons – Uganda will be implemented by Nabitiri Paul and
Nabitiri Beatrice who are professional social workers and co-ministers in Abundant Miracles
Chapel in Ssenyange Village, Masaka District.

Relief support for Elderly persons has been conceived and designed to support the elderly
persons in Uganda to cope up with the psychological, economic and physical challenges that
come with increased age. When these senior citizens grow older, their physical strength
deteriorates, their income diminishes as they get eliminated from the labour market and their
burden of responsibility to support their dependents increases, in addition to the elders being
eliminated from developmental projects, discriminated, neglected and abused.

This project is estimated to cost 28,811,000 Ugandan Shillings, of which 30 % is to be spent in


respect of Primary Health Care, 68% is to be spent in respect of Construction/Renovation, 0.8
% is to be spent in respect of meetings and workshops, coordination and communication and
finally 1.2% in respect of transportation.

The donor will contribute 19,591,000 UGX which is 89% and the counterpart will contribute
3,166,000 UGX which is 11% of the total costs.
INTRODUCTION TO THE PROJECT:
Relief support of the elderly persons is conceived to be a subsection of “Support The Elderly
Persons-Uganda, Masaka Project”.
This sub project is conceived after a careful assessment of the needs of the aged persons in
local communities around us and those registered in our project and the trend in global
development we found that elderly persons are abandoned, left out in any developmental
activities. Therefore this project is designed in such a way of addressing their psychological,
economic, and physical problems.
This project is a private organization limited by guarantee without share capital. It is a non-
government organization registered by district community development officer.

BACKGROUND OF THE PROBLEM:


The creation of suffering among the elderly persons stems from many factors such as:
 Idle and disorderly youth which ends up making them a public nuisance who cannot
remember to work for their future and to save for their old age.
 School drop-outs due to parents failing to raise school fees for their children, others
developing negative attitude towards formal education. Major factors of school drop-outs
include:
Unemployment and underemployment among parents.
Political instability
Poor historical background
Harsh economic conditions at society and at household levels.
Disintegration of families, family values and morals.
The scourge of AIDS which has ravaged many families and left many self parenting
children and others to become a burden to the elderly persons, many of these victimized
people are left in villages to suffer without any one to assist them.
Mr. and Mrs Paul and Beatrice Nabitiri, having a spirit of concern, were obliged by the love of
Christ to propose this project to provide the following to the elderly persons:
- Food security, medical care, shelter, clothes, primary health care i.e. sanitation, nutrition,
health education, food hygiene, personal hygiene and immunization to both elderly and their
dependents.
- Creation of consultation and information bank about elderly persons and their affairs.

STATEMENT TO THE PROBLEM:


Every body should have the right identity, physical address, nationality affection, maternal,
security; have adequate food and nutrition, home/shelter and medical care. However, most of
these rights are denied to the majority of the elderly persons. In an attempt to help our
community, Mr and Mrs Nabitiri considered the elderly, who seem to have been left behind in
all other projects that are helping the vulnerable.

Therefore this proposal is seeking to identify and to address the unique problems faced by the
majority old men and women in Ssenyange village and other villages around Masaka.

PROJECT JUSTIFICATION:
Following a careful assessment made by Nabitiri Paul and Beatrice while assessing Masaka
and Uganda community needs and the trend in global development and survival instincts, it
was found necessary to institute a project to address the deficiencies in the practice of helping
the elderly in all of our societies.

“Support the Elderly Persons Uganda” is justified on the following grounds:


Other than ``Support The Elderly Persons Uganda``, there are no other projects in most
parts of Uganda, that are designed to cater for the great challenges faced by the aged
people.

The colonial educational system widely used in Uganda puts emphasis on theoretical
approaches to learning and as such, its graduates have limited practice in solving practical
problems which could even help them after retirement from public labour market. As a
solution, ``Support the Elderly Persons (STEP) Uganda`` is designed to bridge the gap
between knowledge and practice in the designed development and operation of systems for
helping the aged persons.
Amidst today’s volatile and dynamic economic environment, random approaches to
tackling elderly issues are increasingly becoming lethal for organizations and projects;
therefore use of practical assistance is indeed becoming a must especially as it is possible to
take advantage of advances made by “Support The Elderly Persons (STEP) Uganda
Project”.

MISSION STATEMENT OF THE PROJECT:


The Mission Statement of STEP is to promote the dignity and worth of the elderly persons
through empowering them to optimize their potentials, access all available services and
opportunities and be able to address their day to day challenges of reduced income, food and
health.

THE VISION:
The Vision of Support the Elderly persons is “ A SMILE IN THE END”.
Through this vision, the project implementers so far have reached 120 Homes and about 50
elders through this effort we have managed to distribute clothes, 70 mosquito nets, 2 mattresses
and other beddings, 2 basins, 15 facilitated with medication an 10 received food stuff.

STEP Uganda is situated in MASAKA MUNICIPALITY- MASAKA DISTRICT, UGANDA.


Our overall organizational Budget and our past experiences with receiving and managing funds
from other agencies or foundations is that STEP has received small donations which we have
distributed evenly like clothes, mosquito nets, blankets, mattresses and other food stuffs which
have been raised from different church members. However, apart from STEP, we have vast
experience working with different organizations serving street children and charitable
organizations, especially in Compassion International where we have served for more than 10
years.

BUDGET EXPLANATION AND JUSTIFICATION

According to the budget, the item which constitutes the largest percentage of the budget is Building
Construction which has taken a total of 68%.

The second item is the Primary Health Care together with Nutrition which have taken 8,810,000
and these measures up to the second highest percentage.

That is 8,610,000 x 100 = 30%

The third is the Transportation of the materials – which adds up to: 340,000 x 100 = 1.2%

The last is the Meetings and Workshops which have taken less according to the budget and this is
270,000 x 100 = 0.8%

Which makes a total of 100%.

This budget has been made in accordance with the present prices of goods and services present market
and the consideration of price fluctuation for the common materials and due to scarce available
resources we have not provided for contingency.
PROJECT OBJECTIVES:

By the end of the 1st year 2013, 60% of the direct and indirect beneficiaries of this project should
be able to:
i) Improve the household living conditions of the elderly and their dependents.
ii) Enhance the psychological and political functioning of the elderly persons in the respective
communities.
iii) Receive food supply like maize flour, beans, sugar, rice, groundnuts, salt, silver fish, drugs
and transport.

ACTIVITIES:
(i) Health:
Administering medical charges, transport to and from hospital to receive ARVs for those with
living with HIV/AIDS and other health conditions, consultation fees.

(ii) Hygiene:
To provide soap, clothes, mattresses, blankets, water utensils, safe water storage equipments
and transport.

(iii) Sanitation:
Pit latrine, compost pits, drying rake, drainage channels, clearing bushes.

(iv) Management:
Meetings of the Board members
Transportation and workshops, stationery like manila papers, markers, note books, pens,
lunch, refreshments and transport.

(v) Building Construction/Renovation:


Constructing 4 houses each having 3 rooms for the elders whose shelters have fallen down
and those in critical conditions on each of the project levels.

These levels are objective in nature and outputs of the project, activities and inputs and these will
tend to be quantitative in nature.
Project communities shall agree on how these indicators will be measured and this will be the
means of verification.
Here monitoring will be conducted by on-going project indicators through all project
activities during its implementations and this will be done by use of:-
1. Financial disbursements in case of purchase surplus.
2. Verification of physical construction and delivery of inputs in order to measure the quality of
work done and the quantity of material and services delivered.
3. Problem solving and conflict resolutions shall be used to settle disputes and other abrupt
problems among members.
4. Financial control will be observed to avoid fraud and embezzlement of the project resources.
5. The community will be aware of the project activities by inviting them in project seminars for
project sensitization about project activities, and to give the neighbouring peasants casual
employment to enable them to earn a living, and will also support the project to continue and
thus helping in the sustainability of the benefits generated by the project.

PROFILE OF THE APPLICANT:


We are Nabitiri Paul and Beatrice, a faithful couple both aged 42 and Ugandans. Both
professional social workers and co-ministers in Abundant Miracles Chapel in Ssenyange
village, Nyendo-Ssenyange Division, Masaka Municipality, Masaka District.

We began this project on informal operation by visiting some of these elderly persons and have
shared with them some basic necessities for about 10 years, up to when we formalized STEP
and registered as a CBO. Our registration is CD 7048 through the office of Community
Development Officer Masaka District.

The name of our organization is “Support the Elderly Persons Uganda” and the same shall
be abbreviated as STEP Uganda.
We have a Constitution/Memorandum and Article of Association.

We expect to have funders which are donors, well-wishers and moral support from direct and
indirect beneficiaries.

We have technical people to run the organization, evaluate and monitor all project
interventions.

Above all we have interest, passion and managerial skills to make this project prosper.

MONITORING AND EVALUATION:


The Committee shall monitor and evaluate continuously, checking and tracking the planned against
the actual progress by asking useful questions like:-
How shall we ensure that we keep on the right track?
How is it going to be monitored and evaluated?
And the answer to the above questions is by agreeing on which indicators to use or evidence for the
change on the results that the project has been working to bring about.
PROJECT FEASIBILITY:
In order to get project outputs we shall have a method/approach which is feasible to avoid
frustration during the implementation of this project and to make it easy and cost effective like:-
Resources and their availability and that is
(a) Finance, labour, tools, equipment, personnel skills and these will be achieved through
contribution and donation.

(b) Needs assessment: This will help us to show how the proposed budget can meet the desired
objectives and to show that the project outputs are not too much exceeding the demand.

Through the study, we have discovered that the people of Ssenyange and the neighbouring
communities are willing and excited to have such a project coming to improve the lives of the
elderly persons.

(c) Capability: The Vision bearers of STEP Uganda are capable of running this project with ease
and success because they are committed servants of God, hard working, have sufficient
experience and have served in charitable organization for a long time and the fact that they
are trained and qualified social workers.

(d) When we assessed the life conditions of these old men and women we found out that there
was a great need for such a project which can cater for senior citizens of our nation.

MANAGEMENT OF THE PROJECT:


(STEP) Uganda. will be managed in such a way that the committee was formed to run the project
in order to make the project a success.
Through maximum utilization of scarce available resources.
Use of collective efforts of all project stake holders like initiators, direct and indirect
beneficiaries together with project participants.
Through delegation of duties and systematic accountability on regular basis in order to avoid
fraud and sleeping partners.
The chairman of the committee will be responsible for generation of funds and to produce
project implementation report, in correlation with project budget in order to ensure transparent
accountability.
A group of verifiers will be chosen to undertake the responsibility of checking and supervision
of the quantity of goods delivered and the quality of work done in order to avoid inflation and
shadow work.
INSTITUTIONAL SETTING:
There are various institutions that are non profit making organizations in Masaka we have liaised
or liaise with STEP Uganda during its life span because no project or organization can exist alone
or in isolation, it must contribute or benefit form the benefits generated by other organizations or
projects involved in similar activities and this strengthens the sustainability of he benefits
generated by the project during its period of implementation.

ASSUMPTIONS AND RISKS:


STEP Ugand,a like any other project, has to make assumptions and face risks about attitudes,
motivations and expectations of the various parties involved.

Any project has to take an account of external, internal and environmental factors out side the
project’s control which might constitute a risk to its success. However, the factors can be:-
Natural events, national economic policies, political and religious influence as well as social,
economic and cultural factors at the participant levels e.g inflation in Uganda currency, price
fluctuation of both goods and services of planned inputs and this can bring about knock-on effect at
the level of planned outputs.

So the project implementers have laid proper success strategies for STEP Uganda in order to
continue operating sustainably.

CONCLUSION:
In a conclusion, I humbly submit this present proposal to your office, because we identified you to
be among the people who have interest in the elderly people who are suffering from being
segregated, abandoned, and abused by this world which is being driven by the competition
syndrome where as these senior citizens can not compete.

This project proposal is showing a brief and a narrative explanation especially on the items which
are not clear like equipments and materials and transport to different and to un-predestinated
places. However, this budget has formed an integral part of this proposal since it is one of the
principle means by which we shall plan financially for the project along with managing project
accounts.

This budget will allow us to better control the process rather than the process to control us, and
also to serve as both planning and monitoring tool in the management of project finances.
