Jomotsangkha to get internal road connection

a national highway to the two
dungkhags was deferred owing
to security reasons. The news of
the deferment had disappointed
many who were looking forward
to the highway, which would have
connected the area with the rest
of the dzongkhag.
The new gewog road will
connect Langchenphu gewog
in Jomotsangkha and Samrang
gewog in Samdrupcholing.
The road will also benefit the
Serthi and Lauri gewogs, the re-

This will mean people can
travel to Samdrupjongkhar at

Today, villagers sometimes
walk more than five hours to Sam-
rang through thick forests during
emergencies and if there is a strike
that closes the Assam highway.
“It’s been ages that we’ve
been requesting for the highway
to anyone who visited the dung-
khag, but it never came through
and today’s inauguration was re-
ally good news for us,” he said. He
added that it might be easier to
bring in goods like electronics as

to harassment requiring bribes

stitution, LG and election Acts
has led to confusion among the
local leaders across the country.
Article 22, section 21, of the Con-
stitution prescribes that a local
government will continue for five
years unless dissolved prema-
turely. The election Act, however,
states that a Local Government
should be reconstituted on the
date of expiry.
In such a case, should a
dispute arise given such incon-
sistencies, the provisions of the
Constitution will prevail. Any
provision of a law that is incon-
sistent with the Constitution is
null and void.
The LG entitlement Act
states that a member retiring on
completion of his or her term of
office shall be entitled to gratu-
ity. However, no gratuity shall
be payable if a member retires
before the completion of his or
her term or if his or her service is
terminated, it states.

Visa Application Centre, which
is located below the cinema hall

to New Delhi to apply for a visa
for either country as other re-
quirements such as biometric

of test kits and laboratory testing
to ensure food safety.
“To address the issue of high
contents of pesticide residues
confirmed through laboratory
testing, the ministry immediately
formed a technical task-force to
study the report submitted by
BAFRA and propose possible
remedial measures,” Lyonpo
Yeshey Dorji said.
The ministry discussed and
created awareness amongst
wholesale importers and vendors
on the issue of high contents of
pesticide residues in chillies,
beans and cauliflowers, he said.
Meanwhile, vegetable ven-
dors in Phuentsholing, especially
for biometrics, logistics and cou-
rier charges.
For the UK, the charges
range from Nu 3,150 to 17,010
depending on the duration of
stay. If the purpose is for settle-
ment it would cost more than Nu
200,000.
Besides reducing the finan-
cial burden the centre could
prevent Bhutanese from falling
victim to agents, which operate
illegally.
One such agency operated
jointly by a Bhutanese national
and an Indian national collected
more than Ngultrum nine mil-
lion from 20 Bhutanese and
provided them with visas, which
were later found to be fake.

Banks see subdued growth in credit

Despite the gaining momentum
of economic activities, most
commercial banks in the coun-
try saw slow growth in credit
and rising cost of deposits.
For banks, deposits are
considered liability since it has
to payout interests. This means
that funds lying idle with the
banks could hurt them. So they
lend out a certain portion of the
money at a higher interest.
Last year, the Druk PNB
disbursed a credit of Nu 4.45
billion (B) against a deposit of
Nu 6.89B. However, its deposit
has grown by around 20 percent
compared with 2014 and credit
has only grown by around 13
percent.
The bank, however, man-
aged to earn a profit of Nu 128.9
million (M), about 29 percent
up from 2014. “Credit grew by
very little margin,” Druk PNB’s
CEO Mukesh Dave said.
He attributed the increase
in profit to the non-interest

since Zhemgang’s Sunday
vegetable market sheds has re-
mained unutilised with none
of the farmers bringing their
farm produce there.
Constructed in 2003 under
the East Central Region Agri-
cultural Development Project
aimed at socio-economic
development by increasing
income for farmers, about Nu
2.4 million was spent on the
construction of the six sheds.
The dzongkhag agriculture
sector attempted to reinstate
the Sunday vegetable market
in November 2014. However, it
only lasted for about a month.
The dzongkhag administra-
tion has rented out some space
to a meat vendor who also sells
imported and local vegetables.

pointed out several reasons
for farmers not bringing their
farm produce at the market.

existing selling price,” she said.

increase next year that would
boost production in future.

Contractors want community

contract discontinued
But local leaders favour it being continued

A debate ensued on whether the
community contract should be
continued because of possible
adverse effects it could have on
the agriculture sector during the
recent annual general meeting
of Construction Association of
Bhutan in Thimphu.
The community contract is
a contract worth below Nu 1.5
million awarded to villages with-
out a tender process. The com-
munity contract was initiated
in 2011, and is applicable only
to villages and not the gewog
as a whole.  The contract works
should directly benefit a village.
While the community con-
tract has benefited villagers,
contractors said it is detrimental
to agriculture.
Though the works and
human settlement ministry
deferred the discussion, con-
tractors nevertheless reiterated
its negative impact on agricul-
ture. They also highlighted the
negative effect on the 3,200 small
class contractors, which makes
up the majority in the construc-
tion sector today.
“Awarding contract works
to the villagers would affect the
agriculture since such practice
would encourage more people
to rely on contract works for cash
income than focusing on agri-
culture,” a contractor said during
the annual general meeting.
Another contractor from
Trongsa said that the commu-
nity contract is also going to
divert more villagers to take up
the works in future. “Because
community contract is finan-
cially rewarding it would keep
attracting more farmers which
will adversely affect the agricul-
ture already confronted with

labour shortage and rural-urban
migration,” the contractor said.
“Quality of contracted works will
also be affected when the works
are given away to villagers with
little or no technical skills.”
Local leaders however
maintained that the community
contract has rather benefited the
communities than affecting the
agriculture. “We have never faced
a situation where farming was af-
fected because of the community
contract,” Drakteng Gup Gayley
Chhophel said. He also pointed
out that only a handful of activi-
ties are awarded annually.
The contract works are also
divided among the chiwogs.
“Therefore, a chiwog is likely to
get only one community contract
work in a year so when the works
are completed people return to
farming,” Gayley Chhophel said.
Trongsa dzongkhag tshogdu
chairperson, Tashi Pendhen said
such initiative has rather helped
in stopping people from leaving
their villages. “The community
contract has given the villagers an
opportunity to earn cash income
for which they were earlier going
out of the villages in search of
part-time jobs,” the chairperson
said. “The quality has improved
instead because the villagers take
extra care from the sense of be-
longingness.”
Tashi Pendhen said commu-
nity contract has also enabled the
local leaders to monitor the works
efficiently to ensure better quality.
Another contractor also
pointed out that the community
contract has already reduced the
work prospects for small class
contractors, most of who are
youth from villages across the
country.
“Since the works in the vil-
lages are given away to the com-
munity contract, small class con-
tractors are already left jobless,”
the contractor said.
The contractors also said if
contracts in the villages are given
under community contract while
the Department of Roads takes
most of the road works on la-
bour contract, most small class
contractors would be left with
no work. The contractors also
alleged that local leaders were
involved in collusion to award
works to their relatives, friends
and neighbours.
“As far as we have seen the
community contract has been

Responding to this allega-
tion, Tashi Pendhen said while
such instances cannot be ruled
out, proper measures however
are in place in the community
contract guidelines to prevent
such malpractices. One such
example is the need to route
the contract through the gewog

works. “As far as I am concerned
only little room is left for any
local leader to be able to manip-
ulate the contract works,” Tashi
Pendhen said.
The contractors however
urged the government to come
up with a policy, which balances
the contractors’ grievances as
well as protects the benefit of the
local communities.

contract is solely the right of the
local leaders as reflected in the
Local Government Act. “It’s the
power of the local leaders so we
don’t want to intrude,” Phuntsho
Wangdi said, adding the discus-
sion should be deferred and
the issue deliberated with local
leaders.
