elated Items

Description
An individual price should be enetered for each item for which a
cash column is provided; if any items are unpriced it will be
assumed that their cost has been included elsewhere in the BQ.
Allow in the BQ for everything indicated by the tendering
documents and for all work and risks ascertainable by site
inspection.

Include in the tender price for handing over the works clean,
functional and complete ,fit for immediate occupation and use
as intended.

It will be assumed that the pricing of all work indicated by the


contract documents shall relate to work fixed in its final location
including labour,materials, components, transport,use of plant,
tools and other equipment, labours and every description,
establishment and overhead charges and all associated costs
and profits. works undertaken to existing work is so described.

Enter legible figures, preferably in black ink.

Allow for parliamentary and general costs(in addition to those


previously reffered to in the those previously referred to in the
contract conditions) for the management and execution of the
works include adapting and maintaining as necessary and
clearing away and making good when no longer required.

a)insurances of workpeople as required by statute(see
also the contract conditions)
b) Everything necessary for the safety, health and
welfare of all persons on the site including providing safety
helmets to BS 5240 for use of visitors.
c)Allowances for all other labour
expenses (ie if not allowed for elsewhere).

In addition to maintaining a works diary which shall record


general activities on a daily basis, keep adequate records and
provide any necessary equipment as stated at 2.440--450.

Give the architect adequate notice of the following;


a)starting and completion dates of significant activities.
b)dates when work due to be covered
c)overtime(for reasons of supervision and/or
security). d)claims for extension of time or
progress disturbed etc. e)defects or extra
works e.t.c.detected in existing buildings.

as soon as possible after the execution of the contract, prepare


and execution of the contract,prepare and distribute a works
programme as follows:
a)in a readily understandable format (eg a
bar chart). b)showing commencing and
finishing dates of all major activities and all work by sub-
contractors.
c)showing when critical information is required from the
architect and others.
d) send two copies to the architect and
other consultants. e)distribute to other interested
parties. f)update and distribute
copies as stated above, whenever changes occur.
The programme shall include all work identified as provisional.
Commentary by the architect shall not be construed as an
instruction under conditions 4 nor shall any such commentary or
lack of commentary or lack of commentary relieve the
contractor of his responsibilities.

as soon as possible after the execution of the contract,prepare


and issue to the QS for information purposes only a cash flow
showing the contract sum broken down into the values of the
anticipated monthly interim payments based upon the contract
programme and payment conditions.

arrange progress meetings at regular intervals and when


required.provide adequate and reasonably comfortable
accomodation for all parties attending with table
,chairs,blackboard(or equivalent) and usual facilities.

pay rates and other statutory charges levied on all temporary


buildings and/or specific area within any existing buildings on
the site.

use only for the construction of the works. Do not escavate, or


use any escavated material,other than as specified.

protect the site and property adjacent to the site and not
forming part of the works.

protect all plants and cultivated areas including associated hard


landscaping and features.

Protect site roads, paths, paved areas and acess routes.

protect all live services and temporarily divert if necessary.


Inrespect of services unknown at the date of tender. The cost of
any diversion shall be agreed with the QS and added to the
contract sum.

protect all part of the existing building(s) and any content which
are to be retained unaltered.
protect all new work and maintain in new condition until
handover.

protect the works from adverse weather conditions.

keep the works clean and tidy at all times.do not allow debris
and rubbish to accumulate, cause obstructions or be a fire risk.

carefully and progressively dry out the works including


providing appliances and fuel;avoid certain humidity changes
and ensure that materials and components subject to
dimentional changes (eg joinery) are installed and maintained
in suitable conditions.

if the parmanent heating system is available the contractor may


use it subject to the following provisions;
a)approval for use.
b)payment of all costs arising.
c)without changes to
liability for defects.
d)insurance for use prior to practical completion.
safeguard the works and stored materials from theft,vandalism
or other damage from persons. Ensure that security of adjacent
materials is not due to works activities and prevent trespass
from adjacent property.

provide watching and lighting(if not allowed for under hoard or


temporary works).

protect the work against fire. Provide


a)adequate fire-fighting equipment and instructions
for use. b)warning devices.
c)clearly marked and unobstructed
routes.

prevent smoke,dust,fumes,spillage,pollution of water ways and


other harmfull activities. No bonfire will be allowed. Dispose of
waste food stuffs(eg from messrooms) to discourage flies and
other pests. Comply with any reasonable requests from the
public and adjoining owners.

keep noise to a reasonable level and comply with 5228, 'noise


control on construction sites'.

keep noise to as low a level as can be practicablyattained. Avoid


the use of noisy tools (eg percussion tools) or restrict their use
to agreed times . Use mufflers and accoustic closures when
necessary. Ban the use of radio receivers, cassette players and
the like. comply with BS 5228 noise control on sites

do not cause any interference to radio and TV receivers,


computers or other instruments in adjoining properties.

prevent any form of shock or vibration being transmitted to the


other buildings.

prevent soil and debris being deposited on the public highway


and immediately remove any unavoidable deposits. Pay any
local authority charges for repairetc

do not permit(without permission)plant to encrouch over or


upon adjacent property;trespass by crane jibs into airspace is a
particular consideration.

d facilities

the items listed below are those considered to be normally


required by a contractor;allow as appropriate for these and any
further items needed for the contractors proposed methods of
undertaken the works.the siting of temporary buildings, vehicle
parking and storage areas etc, shall be in approved locations.

form safe and adequate access.

mechanical equipment of every description including that


required for hosting,earthwork,general activities and all forms of
transport of personel.

small mechanical and non-mechanical plants and tools.

scafolding and other means of vertical


access,fans,gantries,ladders,mobile towers and platforms,safety
and weather enclosures.

shores,props,struts and other protective materials


casings, screens,dust covers, tampoline and other protective
materials

hoarding,fencing, gates and guard rails etc (see 930)

signs,notices,and markers etc(excluding site notice board).

Tracks,ramps,crossing,hardstanding,vehicle parking areas and


footways etc.

compounds and hardstandings etc

clean, drinkable water including means of distribution and


fittings(and metres if required).

artificial lighting and power from appropriate energy sources


including means of distribution and fittings(and metres if
required). Provide a level of lighting that is adequate for
undertaking and detail work as specified.

pumps and systems to prevent and/or remove unwanted water


regardless of source from the works generally including all
escavations

huts and other removable/demountable buildings for offices,


storage, sanitation and welfare etc (do not use the works for
storage without approval).

facilities sufficient for the use of the contractor and authorised


site visitors. Provide a separate line/extension to the clerk of
works or consultant…………
note: telephone calls made on the
behalf of the employer are the subject of a provisional sum.

submit details of size and style and obtain approval. Fix only
two/….. Name panels not larger than 1.50 ×0.50m provided by
consultants. No other advertising is permitted.

comission the mechanical and electrical installations including


allowing for the cost of labour,fuel,insruments and
consumables. Provide the architect with one copy of relevant
operating and maintenance instructions.

thoroughly clean the works on completion and leave fit for


occupation and leave fit for occupation and use by the
employer; employ specialist cleanersto vacuum all surfaces
including accessible areas in ducts and behind
casings(particularly to reemove any inflammable debris such as
wood shavings)and to polish any glass,ceramic and other
smooth surfaces.
upon completion:
a)leave the works secure against unauthorised entry.
b)provide the architect with keys,clearly
labelled,together with two copies of a locational list.
c)provide the architect
with one copy of manufacturer,s standard printed operating and
maintenance instructions and guarantees relating to all
property good and systems used in the works.
d)place all spares and materials etc,ordered for maintenance
purposes in the employer's store or where directed all property
labelled and listed.
e)make arrangement and agree dates in
respect of making good any defects.

related items

the guidiance which follows is mainly concerned with the


employers' special requirements, referred to at 855. note that
preliminary clause fall broadly into two classifications, being
items which are normally required for most building
projects,and items which are specifically required by an
employer. the general rule is to be observed is that the former,
being at the contractors' risk and option(eg temporary works)
should be drafted in a delibrately non-specific terminorlogy (eg
allow for hoardings), whereas the later must be described in
detail (eg when an employer requires a hoarding of a specific
type and appearance).

ideally,all 'special requirements' should be given under that


heading(ie 855) but when such requirements are additional to
an existing standard item (eg writing specific security
procedures into 928 or writing additional noise restrictions into
938), it may be acceptable to qualify the standard clause.
where clause references are
given in the check list which follows,these are reference to the
standard preliminary clauses which may lend themselves to
qualification; obviously, where no reference is given the listed
item is not covered in the foregoing prelimiunaries.

obviously no checklist can be exhaustive, particularly when


concerned with the infinite variables of differing construction
projects. SMM 7 leaves much to the imagination in respect of
some of the terms used in the second column of the
classification tables, such as 'state details' and 'others' (the
later used frequently to terminate lists of information to be
provided). the 'common arrangement' and/or 'project
specification'(these document tend to duplicate one another)
give far more extensive listings, but it remains difficult to be
sureif certain time hounoured (and therefore priceable)items
are there; such as wathching and lighting, protecting site
visitors, divert existing services, mobile towers,gantries, safety
or weather enclosures/screens,tarpaulins, temporary bracing,
ramps and crossings, open storage areas, means of distribution
of water and electricity etc insurance of an employers goods
stored on site, asbestors and toxic substances, to name some of
the more obvious ones.
Therefore do not
regard any published documents, regardless of source, as being
wholly satisfactory. be suspicious. if a contractor, post-
contractor, detects that there is no instruction or provision to
price for some essential activity(unfortunately overlooked by
the specifier), the result will undoubtedlybe an extra payment
to be borne by the employer.
see conditions 18 and (if necessary) the sectional completion
supplement. If the latter document applies, the appendix would
have to be amended.

special insurance should be written in the schedule of contract


conditions, and the conditions amended if necessary. An
employer will sometimes direct that building insurance is taken
out with a named company, or issues his own
clauses/amendments.

areas(as distinct from special features) which are very prone to


damage are stairs and balustrade, floors coverings in this
respect.

in an existing occupied building it is likely that 922 is adequate


and dust screens may be required; 960 may also inadequate in
this respect.

932 is an all-embracing clause that places all responsibility for


fire prevention on the contractor ;if the employer wishes to
spell out specific procedures (not uncommon if the building is
occupied) it might be advisable to precede any specific
instructions with in additon to 932...................

938 may be inadequate for work undertaken in an existing


building.

958 refers to shores in a general way (eg the shoring of a


structure as a contractor's own precautionary temporary works
during the work during the construction period). Shoring
associated with demolitions or shoring specifically designed by
aspecifier or their consultant should not be dealt with in the
relevant work section.

delete 145 & 856 if this schedule is not required. The function of
such a schedule(which is infact a survey) is that its catalogues
the condition of existing features and surfaces etc, which are to
be protected from damage ; obviously, if the condition is not
established before work commences, it will be difficult to if any
subsequent damage is due to works activities.

this must aiways be emphasied together with any obligations


imposed(eg noise restrictions, a specified sequence of working).
See also 30 in the checklist.

if the employer will permit the use of existing


telephone/water/electrical/gas supplies and perharps the use of
sanitary facilities, give details and clarify payment(eg metres) if
necessary qualify 8806 and 976 which cover welfare(ie
messrooms and toilets etc).

it is essential to ascertain the existence of asbestors pre-tender.


If it is discovered later, it could halt the work entirely during its
removal by specialist; and the LA might require 28 days notice
of its removal and impose conditions for the methods of
removal and disposal.

demolition hazards range from mere bonfires to uncontrolled


collapse. Whereas these matters are normally dealt with in the
specification for demolition work, ensure the adequacy of,
and/or lack of overlap with 910,916,918,936,938 & 942.
vibration or shock liable to cause damage to sensitive
equipment in adjacent buildings should be investigated.
no general advice can be given. This is the realm of rights of
support and easements; even the ownership of a party wall may
be split, or in dispute.

the guidiance note at 23 in this checklist is concerned with


existing building; the matter to be checked here is if anything
needs stating in respect of limitation on loading of floor and roof
slabs etc, imposed by astructural engineer (ie it may be
satisfactory to deal with such matters in the specification). an
instance of where it might affect the preminaries is when a
contractor might be incorrectly assuming(through lack of
essential information) that plant could operate in a flat slab
structure.

590 refers to contract condition 34 which caters for unexpected


archaelogical findings. If any such event are known or expected,
all available information and any predetermined procedures
should be specified or a provisional sum included so that likely
cost are included in the tender. note the risk of very costly
delays.

if any tree is valued by an employer, the most effective way to


protect it from damage is by a heavy penalty clause, in addition
to 'protect tree located at……….. With secure temporary fence
equal in girth to the branch spread; do not bdump or store any
materials within this fence or otherwise cover the root area'
clauses concerned with trees are 1A.912, 4. 195 and 24.205-
220.

it is only necessary to specify any protection over and above


what any contractor would assume adequate to protect the
works.

924 must be amended if humidity levels or other precise drying-


out directions are given.

ensure that when writing additional clauses that no


responsibility is wrongly transferred to an employer (eg
responsibility for contractor's own property on the site).

the last note applies in principle (see(14) in this check list).

see also (14) in this check list which refers to an existing


building. Noise restriction must be realistic and enforceable(eg
if extensive breaking-up of reinforce concrete foundations is
specified it would be sensible to restrict unavoidable noise to
certain times).

examples are temporary roofs,screens etc; also shoring (see(16)


in this checklist).

if special hoadings and the like are required these should be


described in detail(measured if the document is in a BQ)under
'speccial requirements' and cross-reference to 962.

samples are not mentioned in JCT 80 of SMM 7. they are


priceable but they should be dealt with via specification or
specific items in the work section see 2.415-420.

general clauses given at 2.425-430. otherwise testing should


specified with the relevant works. See guidiance note at 1A.305.

although most specification make frequent references to


repairing the defective work, it is not necessary. It is the
contractor's duty to repair or completely re-construct any work
which is contrary to specification .for specifiers who prefer a
clause on this subject, see 2.475, which could be extended.

see 1A.170 for those provided pre-tender and therefore not not
chargeable to any contract.for shop drawing see 2.460. if
costly documentation is to be submitted by the contractor,
there must be an to price for it,eg in the preliminaries possibly
under 1A.855 or or as a bill item for direct pricing or in section 2
for including generally in the prices of the work.

since SMM 7 provisional work can be interestedin different


ways,being defined in that document as defined and undefined
provisional sums. If a specification forms part of a BQ, it is quite
likely that the specifier ,normally an architect, will have little
interest in SMM definitions and it is reasonable to assume that
the word 'provisional' will not be qualified and arguements
about the cost of preliminaries will eventually arise. it is
therefore suggested that the following clause is used in the BQ:
all provisional sum and provisional work shall be regarded as
'defined' (unless specifically described as 'undefined') and
would not be subject to any adjustment in the cost of
preliminaries'. A QS with a practical turn of mind may wish to
add to this :'defined work will be as desribed in SMM 7 10.3
except the location of the building and the nature of any other
works fixed thereto will not be stated unless, in the QS 's
opinion, such information is necessary for evaluating the
preliminaries'. if the contract is JCT 80, any such departures
from SMM 7 will conflict with JCT amendment No 7.

there is no need to measure sub-contractors unless one


proposes to depart from the procedures laid down by the
contractor which is being nominated(or named), the less a
specifier interferes with a contractor's duty to be wholly
responsible for his own sub-contractors, the better. see 63
below.

Description
enter a fixed lump sum quotation upon the form of tender
provided.

lump sum prices should be inserted against the various portions


of the works indicated on the summary which should in turn be
totalled and entered upon the form of tender provided.

prices should be set against the items in part……… 'schedule of


works ' and carried to the summary which should be totalled
and entered upon the form of of tender provided.
an individual price should be entered for each item for which a
money column is provided. If any items are unpriced, it would
be assumed thet their cost has been included else where in this
document. The total of all priced work should be carried to the
summary which will betotalled and entered on the form of
tender provided. the basis of calculation of any unit rates which
are required (eg for authorised variations) shall be the actual
quatities of work proposed at the time of tendering and not any
approximate quantities stated in this document.

this shall be a fixed, all-inclusive based upon the contract


documents and a careful inspection of the site, including an
allowance for all work and risks it should include for handing
over the works clean, functional and complete, fit for immediate
occupation and use as intended.

the method of obtaining tender will comply with the NJCC code
of procedure for single stage selective tendering. The tender
shall remain open for………. Weeks. The employer does not uder
take to accept the lowest or any tender that will not pay any
tendering costs. if so requested, submit within five working days
a detailed breakdown of the pricing.

including landscaping, public highways and other property, from
any damage arising from the work activities. prevent soil or
debris being deposited on the highways.

carefully and progressively dry out the works.

prevent smoke, dust, unreasonable noise and other forms of


pollution or nuisance. Comply with BS 5228 'Noise control'.

provide the following which shall be deemed to include all


incedental items required by the contractor:
a)plant,tools,vehicles,scaffolding and
temporary equipment of every description.
b)hoarding,
barriers,covers and everything necessary for safety and
weather protection.
c)acess into and arround the site including
