Description and Desired Qualifications

Senior HSE Engineer - Abu Dhabi, UAE

with the opportunity to work in a Project Management Consultant capacity on an exciting large scale
business.

Basic Function & Scope

Support Project by providing construction safety and health leadership and consultation in the
development and completion of project activities including plans, evaluations, reports, and other related
project documentation.

Coordinates with the EPC HSE Managers.

Support the development and realization of a 'Zero Incident Culture' in a way that serious injuries are
prevented and best in class HSE performance is achieved.

Help the Project Team develop a culture of HSE excellence and become active HSE leaders.

Advise the project management team on HSE issues.

Responsibilities:

The key responsibilities of this position include:

Ensure compliance by all parties with COMPANY's HSE requirements and regulations and all relevant
legislation and statutory requirements, including all laws, rules and regulations (as amended from time to
time) of the governments of the Emirate of Abu Dhabi and the U.A.E.

To manage the EPC in a manner that achieves quality installations meeting performance parameters set
out in the Statement of Requirements within the cost and schedule targets set by company.
To ensure that all actions, works and services undertaken by EPC contractor, are in accordance with the
respective Agreement with company.

To ensure compliance with company's objectives, requirements, priorities, policies, procedures, standards,
rules, regulations and guidelines provided by COMPANY from time to time.

Review and approve the HSE deliverables of the project.

Monitor the construction activities and make sure that these are executed as per the HSE plan and
procedures.

Develop and execute a personal HSE intervention plan and review the PMT HSE intervention plans.
Personal plan to include the activities that support visible HSE leadership such as, safety inspection tours
for all areas, identifies potential hazards & recommended solutions, audits, personal interaction and
participation in daily toolbox meetings.

Facilitates the development and execution of the SGD Project HSE Plan and HSE Management System,
including but not limited to:

- Direct and support the identification of HSE hazards, evaluation of risks for all activities and develop
the tools to manage and reduce these risks
- Participate in and/or review the various Formal Safety Assessments
- Interface and coordinate information with the Central HSE organization
- Ensure the HSE roles and responsibilities for each project team position, key contractor and vendor
positions are established and communicated
- Ensure that Project HSE programs and procedures are implemented, reviewed and improved as needed
- Provide HSE functional guidance, auditing, training and participation in meetings for individual
contractor and sub-contractor HSE professionals

Participate in contractor kick-off meetings

Maintain contact with concerned groups for Emergency Preparedness Plans

Participate in incident control duties during major accident emergencies or drills

Ensure the implementation of and participate in the execution of the Project Non-Conformance and
Incident Investigation

Provide input to the collection of Lessons Learned for the project

Ensure leading and trailing HSE performance measures are developed, compiled, maintained and reported

Ensure an HSE Audit Process and Plan is developed and implemented

Facilitate the annual HSE Excellence Assessment


Requirements
Basic Qualifications

Qualifications:
A bachelor's degree in safety, health, environmental, technical, scientific, or related engineering field
from an accredited university with significant experience in the oil/gas industry.

Experience on large-scale oil/gas and petrochemical capital projects preferred

Has clearly demonstrated strong HSE competence

Ability to work within a diverse cultural environment

Demonstrated interpersonal/teambuilding skills

Strong written and oral communication skills

Must have a strong working knowledge of the fundamentals of construction safety and health.

Able to interpret data, draw conclusions and incorporate results into strategic thinking and

Senior Health, Safety and Environmental (HSE) Engineer Abu Dhabi

Role:
Prepares and ensures effective implementation in respect of adherence and HSE and safety policy and
procedural requirements. Ensures project's designs on inherent technical safety criteria, HSE principles
and aligned with approved Corporate Codes of Practice and Company technical safety engineering
standards

Accountability:
§Ensures that project design incorporates and implements current Corporate and Company Standards,
HSE Guidelines & Safety Regulations and fully compliant with UAE Legislative requirements.
§Ensures all safety activities, duties and responsibilities are incorporated in project HSE planning and that
no conflicts arise which could prevent implantation of their Safety and / or HSE programs.
§Ensures project's Environmental Management Systems & performance are in compliance with HSE
Impact Assessment (HSEIA & EIA) Codes, HSEIA Guidelines, Project specific HSEIA Report
recommendations.
§Monitors the projects Safety/HSE target schedules to ensure that they are being achieved effectively and
efficiently in accordance with Corporate, Company & Project requirements.

HSE Plan:
§Ensures the project specific HSE Philosophy, HSE Plan (to include a safety program schedule), and Fire
Protection Philosophy are developed and delivered in accordance with Codes, Guidelines, and
International Standards and project design specifications.
§Ensures project HSE Deliverables are provided in accordance with the requirements (Appraisal / Select /
FEED / Execute phase).
§Ensures that the project's Contractor produced Construction HSE Plan (to include a safety program
schedule) is developed and delivered in accordance with Codes, Guidelines, and International Standards
and project design specifications. Ensures that the projects Safety/HSE contract Document Review Cycle
adhered to company Divisions. Where they have a consultation process input.
§Plans, directs, and controls the development of the divisional specific HSE programs, procedures and
training plans in line with corporate guidelines to enhance leadership at rig site and ensure availability of
skilled and competent staff during emergencies.

HSE System Regulation:


§Initializes HSE Systems to meet Regulatory Requirements in respect of the project in respect of Weekly
construction accident statistics and man-hours, Monthly safety returns, Near Miss Incidents (NMI),
follow-up Reporting, Accident & HIPO NMI Reports and Management & close-out of Behavioural
Safety Audits (BSA).
§Ensures that the project's HSE Construction safety dossiers, are developed and managed effectively,
ultimately becoming part of each projects safety case.

HSE culture:
§Makes regular visits well site for meetings/inspections and to make sure all HSE expectations and HSE
culture are implemented in onshore and offshore operations.
§Participates in relevant local industry forums
§Provides support to the Emergency Response Team (ERT) in the event of an incident with wells
implications

Cost Benefit Analysis & Budgeting:


§Reviews and comments on the Cost Benefit Analysis performed by the Contractor to evaluate risk
reduction measures arising from formal safety studies and reviews e.g. HAZID, HAZOP, SIL, Model
Reviews, PHSSER etc., particularly when the recommendations have a significant cost impact.
§Prepare HSE aspects of procurement of equipment and services including preparation of requisitions,
technical bid evaluation, vendor data review, scope development and management, problem solving
§Maintains and updates HSE budgets & schedule register of HSE Budget Management, Maintain
schedule / list of PPE Stock and their maintenance,

Supervision of Subordinates:
§Guides, directs and supervises subordinates to ensure they work to their best potential and contribute
effectively as a team. Works in line with HSE Policy, and ensure awareness and compliance of HSE rules
and regulations by subordinates.
§Provides technical support and gives work direction to less experienced people. Openly shares
knowledge
§Ensure each employee has received the necessary and most appropriate training and training records are
maintained.

§Preparing periodic and special reports, attending daily coordination meetings of the division,

Policies, Systems, Processes & Procedures:


§To ensure that HSE operation procedures and method statements are in compliance with Company HSE
and ADNOC for safe operation of the field. In particular, Safe System of Work procedure, Task Risk
Assessment, HSE Reporting and actions tracking, HSE audit and inspection procedures, etc.
§Implements relevant policies, procedures and systems to ensure effective management of HSE activities
and to ensure that HSE Policy and Strategic Objective commitments are embedded into the Operations
business line.
§Develop and ensure that the drilling related HSE Policy and strategic objectives are developed, signed
off and reviewed periodically.
§Creates List of required HSE policies & Procedures, Create list of HSE services to be contracted out,
Create execution plan to address HSE resources, review of HSE Manual, practices & procedures and HSE
support contracts to be audited.
§Ensure effective communication of HSE documentation across the organisation, including all internal
and external stakeholders.

Continuous Improvement:
§Stimulate subordinates and contribute to the identification of opportunities for continuous improvement
of Operation Division systems, processes and practices taking into account international best practice',
improvement of business processes, cost reduction and productivity improvement.

Safety, Health & Environment:


§Ensure that Operation complies with all relevant safety, quality and environmental management policies,
procedures and controls across all operations and support function and all projects, to guarantee employee
safety, legislative compliance, delivery of high quality products/service and a responsible environmental
attitude.
§Ensure that all in-country safety, regulatory and environmental guidelines are followed.

Knowledge Skills and Experience


§Bachelor degree in any Engineering discipline or equivalent.
§A Degree in Occupational HSE/Process Safety/ Risk Management from an accredited
university/institution
§8 - 10 years in HSE management and technical safety engineering experience in the Oil & Gas industry,
specializing in offshore major projects safety design & loss prevention development. Conversant with
Local, National & International HSE Regulations, Codes & Standards. Computer Knowledge is an
advantage.
§Experienced in highly Hazardous Chemical Operations.
§Experienced in major plant start-ups.
§Experienced in conducting and managing risk management processes and HSE assessment

Project HSE Lead Job Description

 Ensure implementation of the HSE Management System on the all phases the project.
Review and approve Project HSE Plan including HSE Policy and continually improve it.
 Assist and coordinate with the contract superintendent and all personnel assigned to the
project in establishing an overall Project HSE Management Plan based on KOGC’s and
KPC HSEMS and Project requirements.
 Advise on setting up the improvement guidelines for Project HSE Management System to
project employees.
 Ensure project HSE improvements are implemented and results are feedback to
employees.
 Establish Project HSE audit program & schedule and perform the Project HSE Audit
within the project organization.
 Report the Project HSE Audit Results to Contract Superintendent and to HSSE Team

Role & Responsibilities at Site during Construction, Commissioning and Mechanical


Completion Phase.

(1) Establish the HSE and security management plan for the sake of loss prevention of
the site.
(2) Plan for and perform the site HSE and security management programs.
(3) Plan for and implement the site HSE & security training programs.
(4) Check and improve the hazardous construction work conditions.
(5) Manage occupational health, workers’ health examination.
(6) Establish an emergency action plan in preparation of an accident occurrence in order
to save the situation and restore the area after the situation is over.
(7) Investigate the cause of accident, establish preventive countermeasure and report the
result to home office and local governmental authorities concerned.
(8) Establish the emergency response plan for major accidents and provide the training
and the result report.

(12) Support discipline supervisors for performing their job safety.

procedures are implemented effectively and are suitable for the their purposes and use for
which they are intended.
(15) Establish Permit to Work System and manage and train relevant personnel.
(16) Report the performance status of Project HSE and relevant issues to the Corporate
QHSE Team and Project Manager.

o 1) Essential
- Bachelor’s Degree in Environment, Occupational Safety & Health or Engineering from
a recognized institute
- A current relevant health and safety qualification(e.g. NEBOSH Diploma/IOSH/CSP
Certificate or equivalent)
- Full conversant with International HSE standards, codes and industry practices
- Excellent written and verbal communication skills in English

2) Desirable
- Having the competency certification (e.g. Lead Auditor OHSAS 18001)
- IOSH membership or similar association
- Evidence of Continued Professional Development(CPD)

3) Experience

1) Essential
- Experience as HSE Management System relevant position minimum 10 years
- Experience in OHSAS 18001:2007, ISO 14001:2004
- Experience working with both UK and US HSE systems
