PREFACE

Technical Vocational Education and Training (TVET) is one of the priorities of the Government
of Somaliland.

The envisaged Vocational Qualifications Framework (VQF) for Somaliland is an instrument that
harmonizes competence-based TVET by standardizing trainings from a mix of public and private
training providers that will promote national economic growth and sustainable employability
through the training of a high quality workforce; and guide individuals’ ability to achieve their
career and occupational potential through life-long learning.

The VQF follows Competence Based Education and Training (CBET) approach. The
approach is flexible in responding to demands of the labour market and at the same time it puts
emphasis on performance at the standards set by the labour market (Demand driven system).

The implementation of the CBET approach becomes more effective if the curriculum content is
reflecting the workplace skills requirements. This pre-requisite has been adhered to in
developing this curriculum as the process started by conducting labour market surveys.
Furthermore, technical inputs were drawn from experts in the field, trainers, and curriculum
development experts.

To ensure that vocational education and training contributes to learners’ employability, personal
and social development, the curriculum content has been designed in such a way that it covers
the technical aspects in terms of the required skills and knowledge; as well as attitudinal
aspects in relation to cross cutting aspects such as entrepreneurship, life skills, occupational
health and safety preventive maintenance and gender issues. These have been integrated so as
to produce graduates who can face the challenges of the world of work in a holistic manner.

In this document important information concerning the curriculum for Motor Vehicle Mechanic
L-1 is provided. It includes general aim and objectives of the course, the curriculum structure
and content, learning and training methodologies, management of assessment certification and
award system, required qualifications for vocational teachers to be eligible to teach the course,
and monitoring and evaluation modalities.

The implementation of this curriculum will be supported by Trainer’s guide Learner’s guide and
sample of test questions which are provided as annexes.

Aim: The aim of this course is to provide knowledge, right attitudes and practical
skills to people who would like to enter the world of work as employees or self
employed in the occupation of Electrical Installation as well as broadening their
chances for further training in the related fields of Electrical Engineering.

The objectives: At the end of the course, trainee should be able to:
 Maintain safety rules and regulations at the work place
 Use computer applications
 Perform advanced installations
 Perform maintenance

methodology:
Assessment and Trainees will be assessed through formative and summative assessment,
quality focusing on the performance criteria. A variety of assessment methods will
assurance: be applied. The trainee has to be competent in continuous or formative

assessment which is conducted by a vocational teacher, each module has to
be assessed and the trainee has to meet a required standard before she/he
can proceed to the next module. Final assessment is a quality assurance
process which will be conducted by a licensed external assessor before the
learner is awarded a certificate of competence. Validation of final assessment
will be conducted by licensed experts from the industry in the relevant field
with the objective of validating final assessment and the process of learning.
Trainee’s assessment records will kept in a trainee’s logbook.

3 Quality Assurance

1.1. Certification Criteria and Procedures

In competence based education, the assessment is criterion based. The criteria of


assessment are provided with learning outcomes. A trainee will be assessed using the
assessment criteria and he/she has to prove that he/she is competent in all areas before
he/she can be awarded a certificate in a given qualification level. Training in VET will
focus on different occupations and qualification certificates will be provided in three
levels, level 1, 2, and 3.

1.2. Internal and External Quality Assurance

Implementation of the curriculum will be continuously monitored. In competence based


training trainees are allowed to proceed with other modules only when they prove that
they are competent in the previous module. Progress reports for every individual trainee
should be recorded in the log-sheets and logbook as evidence to be used to support
claims of achievement. Final assessment which is a quality assurance process should be
conducted by a licensed external assessor before the learner is awarded a certificate of
competence in a given occupation for a level of competence.
