Dr. T and I met with Courtney Burke, Deputy Secretary of Health, and the Acting Commissioner of
Health a couple of weeks ago and shared our vision for growth, including Start-UP NY and
expansions in Monroe and Rockland. They were, obviously, supportive as we are bringing real jobs
to real people…it was agreed that further discussion was warranted and should include ESD at the
highest levels.

I will be scheduling a visit to Crystal Run for the Acting Commissioner and some of the other DoH
executives and am wondering if we should also include senior folks from ESD? Seems as though
coordination of our efforts, your efforts, and DoH’s efforts makes sense. No?

My name is Russell Jenks, Director of Capital Projects and Planning and I will be your contact for the Monroe project. BBL Construction Services, LLC is the contractor constructing the Medical Office Building at 855 NYS RT 17M in Monroe on our behalf. BBL has been submitting MWBE Utilization plans
and quarterly reports to Denise Ross, ESD Project Manager, Office of Contractor and Supplier.
The project is well underway with an anticipated completion date of October 3, 2016. CRHC will be opening the building for business on Monday, October 17th, 2016. We will be meeting and/or surpassing the employee FTE count presented in the Incentive proposal. Project cost have not been
finalized pending completion of the building, but cost are projected to be well within budget.
I have attached a few photos of the job site just to give you a sense of the current job status. Should you have any questions or need further information please feel free to contact me.

Not long ago, I inherited the Crystal Run project to construct a medical building from my colleague Brendan Healey. I am reconnecting to see how things are coming along with the project. The Incentive Proposal has a tentative project completion date of August 2016 and disbursement of the first 50%
($500,000) of the grant upon completing the following milestones:
· Employment of at least 1,647 Full-time Permanent Employees at Crystal Run Healthcare, LLP
· Project expenditures of $30,858,012 including $19,639,981 in construction and renovation costs
· Certificate of Occupancy
Have these milestones been met? The initial process for issuing a grant disbursement agreement takes a few months because we have to obtain a few approvals. It would be great to get an update on the timeline of this project and to discuss next steps.
