JOB DESCRIPTION

Position: Construction Quantity Surveyor

Reports To: Head Quantity Surveyor

Document Date: February 2016

Role Purpose:
As Construction Quantity Surveyor you are responsible for managing all costs relating to the
projects assigned to you, from agreed feasibility budget through to the final account
settlement.

You will be responsible for a variety of construction projects including civil and infrastructure
works, residential buildings and projects of a more commercial nature such as village
centres and larger apartment buildings. You will be expected to possess and maintain an in-
depth knowledge of civil and infrastructure works, residential buildings and commercial work
with complex structural, mechanical and electrical elements as typically found in commercial
buildings.
Key Responsibility Areas:

1. Pricing/Estimating

Provide effective and accurate estimates by establishing cost benchmarking, review


annually and through the use of this historical information and analysis, improve
overall estimating performance and accuracy. Generally in your overall working and
planning you will;

 Support the Summerset construction and wider Development team in


achieving a more cost effective and expeditious project/construction delivery
that will support the organisational growth objectives.
 Support the Summerset Design team with effective cost direction and
information to ensure a prompt and accurate design path is undertaken with
respect to consideration given to the building types and implications of
different structures, materials and processes.

2. Tender Management

Coordinate and evaluate tenders with recommendations to Head Quantity Surveyor


for final review and approval.

 Consistently look to source tenders through various avenues open to the


industry
 Review and assess tenders ensuring all tender documents are received and
are correct
 When tenders arrive, assess the type of tender and closing date of tender
 Review tender documents assessing tags, risks involved, tender complexity,
etc and provide feedback to the HQS

 Arrange site inspections for interested tender providers to allow
understanding, analysis of conditions, assessment of risk and identification of
activities that may or may not be shown in the tender documents
 Calculate and prepare quantities in conjunction with the HQS
 Source subcontractors & suppliers capable of complying with the tender in
coordination with HQS, Contracts Manager, and others and send out
subcontractor packs
 Compile letter of invitation or offer, tender schedules, program and other items
required
 Once analysis of tenders is completed, incorporate all relevant details and
forward to HQS for review and approval
 Negotiate and liaise with contractors, sub-contractors and suppliers to
determine and agree final price
 Compile relevant tender information into Benchmark & estimate price
 Make tender amendments where applicable utilising subcontractors feedback

3. Contract and Tender Administration

You will ensure that the administrative requirements of the contracts and tenders are
maintained and assist others managing contracts to be compliant with Summerset
standards. Examples are;

 Strong management and administration of variation queries and requests from


the Site & Contracts Manager(s) and/or members of the Project Construction
team(s) to ensure that any variation to contracts are undertaken and carried
out in an expeditious, prudent and cost effective manner.
 In-conjunction with HQS review subcontractors details relevant to the ability to
deliver under the sub-contract
 Provide feedback to Senior Managers regarding commercial contract
exposure on the proposed project
 In conjunction with HQS, participate at contract negotiations
 Once subcontractors has been successful, coordinate and arrange for
contract exchange
 In conjunction with the HQS, prepare handover material of tender to the
project team
 Coordinate and conduct “Handover” meeting with the project team, providing
detailed briefing of tender particulars
 As necessary provide support and respond to tender queries made by project
team personnel

4. Personal Development and Industry Knowledge

You will maintain an active interest in new developments in the industry, growing your
knowledge base to keep pace with innovation and industry peers.

 Maintain sound and co-operative relationships with existing and preferred


contractors, sub-contractors and suppliers
 Actively promote the organisation and services offered by the company within
the industry
 As required attend and participate at Industry functions

 Continually seek and identify new/alternative business opportunities or
initiatives which may impact on the overall competitiveness, profitability and
growth of the Business
 Keep up to date and abreast of industry factors that may impact on the
business
 Participate in business development strategy initiatives
 Liaise with personnel with a view to identifying/maximising revenue from
forthcoming projects
 Investigate and stay abreast of future projects
 Maintain and foster relationships with other business contacts
 Identify new and existing subcontractors and suppliers that can assist in the
proactive promotion of the business

5. Other
 Travel within New Zealand as and when required
 This role is domiciled at the Summerset Wellington Office
 There will be a high focus on delivering high standard service and products to
both internal and external customers. Internal customers being Operations
and Sales divisions where agreed service standards are to be set.
 Establish and maintain long term supplier arrangements.
 Support the HQS with any other tasks or actions that they consider necessary
for this role and to assist the Cost management team.

Competencies, Qualifications and Attributes


 Relevant Tertiary Qualification. Preferably BSc Quantity Surveying
 Significant experience in construction/building/projects work
 Extensive Quantity Surveying experience, approximately 15 years plus as
construction QS dealing with civil & infrastructure works and commercial builds to be
fully competent
 Excellent interpersonal and relationship building skills
 Excellent oral and written communication skills - sound facilitation and negotiation
skills
 Sound commercial judgement
 Ability to apply quality management principles
 Ability to understand broader organisational perspective
 Ability to understand and implement strategic initiatives
 Integrity, being a straight person of their word
 Innovative

within Summerset and with professional advisers or other stakeholders beyond your direct

Dimensions
The Quantity Surveyor is responsible for managing individual project budgets that have been
determined and approved by the Commercial and General Manager, Construction. Typically
ranging from $7 - $30M for construction and civil works, this may vary depending on stage
and project size. Potentially 3-5 main buildings underway at any one time including 450 villas
per annum.
