PREFACE

First of all, thanks to Allah SWT, who has helped his servant finish this paper with
great ease and the writer finished writing the paper entitled “Goal 14 : Life Below Water with
Pancasila Prespektive” right in the calculated time. Without help she may not be able to
complete the author well.
The paper is the final assignment from Padjadjaran University. In arranging this
paper, as a writer, i think i get lots challenges and obstructions but with help of many
indiviuals, those obstructions could passed. I also realized there are still many mistakes in
process of writing this paper.
Because of that, me as a writer says thank you to all individuals who helps in the
process of writing this paper. Hopefully, Allah replies all helps and bless you all. I realized
tha this paper still imperfect in arrangment and the content. I hope the criticism from the
readers can help the writer in perfecting the next paper. Last but not the least, hopefully, this
paper can provide a broader insight to the reader.

CHAPTER I
INTRODUCTION

a. Background
Our oceans are being threatened and destroyed by human activities like
destruction of marine habitats, overfishing, and mareine pollution. Oceans cover
three quarters of the earth's surface. They are home to nearly 200,000 species. That
marine and coastal biodiversity isn't just beautiful, it provides the livelihoods of
more than 3 billion people. Especially for residents of the ocean and coastal areas.
They are very dependent on ocean and coastal conditions. We can stop and reverse
the damage we have done to our world's oceans if we act quickly to conserve and
protect our marine resources and habitats.
Being the largest archipeglagic country in the world, we, as the Indonesia
people should be proud. And our president, Mr. Joko Widodo commitment to
encourage the development of infrastructure and maritime connectivity by building a
motorway of the sea, seaports, logistics and shipping industry and maritime tourism.

CHAPTER II

DISCUSSION

As we know, the earth is almost ¾ part of it consists of oceans. The many benefits of
the oceans that exist in this world, proving that life in the sea can be very influential on life in
the future.
According to the SDGs website, humans can thank to the oceans for rain, drinking
water, weather, climate, coastlines, the food we eat, and the oxygen we breathe. In addition,
"more than 3 billion people depend on coastal biodiversity for their livelihoods," and "a
marine / coastal resource market is estimated at 3 trillion US dollars, or about 5 percent of
global GDP". That is the goal is very important to conserve and conserve our ocean, sea, and
marine resources sustainably. The objectives include marine prevention and contamination
targets from land-based activities (debris, nutritional contamination). And ten percent
tentative coastal seclusion.
The world’s oceans – their temperature, chemistry, currents and life – drive
global systems that make the Earth habitable for humankind. How we manage this
vital resource is essential for humanity as a whole, and to counter balance the effects
of climate change.
Today, there are still many of our activities as humans who depend on the seas and
coast, have a bad impact and even pollute them. We are seeing 30 percent of the world's fish
stocks being overexploited, reaching below the level at which they can produce sustainable
results.
The oceans also absorb about 30 percent of human-produced carbon dioxide, and
we see an increase in ocean acidification by 26 percent since the beginning of the industrial
revolution. Marine pollution, most of the 13,000 pieces of plastic waste can be found in every
square kilometer of the ocean. Plastics are very often used humans in their daily activities,
but this is very bad for the oceans.
SDG aims to manage and protect marine and coastal ecosystems sustainably from
pollution, and overcome the impact of ocean acidification. Improving the conservation and
sustainable use of marine based resources through international law will also help mitigate
some of the challenges our oceans face.
Indonesia is one country that has a great maritime potential. Indonesia consist
of a group of islands with a coastline with long until 95,000 km. With exiting

geographical circumstances, Indonesia has a grat potential for marine industry.
Indonesia has sector of the economy that is not reliant on the mainland, but also in
maritime field and make maritime based economy continues to grow in Indonesia and
enchance the development of other industries. The business industry which is closely
related to sea transport are the posrt business, multi-modal transport, an insurance
company, shipbuildin industry and more. The industry have relaation each other and
grow together.

People should be proud. Our president, Mr. Joko Widodo commitment to encourage
the de development of infrastructure and maritime connectivity by building a motorway of
the sea, seaports, logistics and shipping industry and maritime tourism.
In addition, according to the Minister of Marine Affairs and Fisheries, Susi
Pudjiastuti, the current condition of marine and fisheries in Indonesia supports Mr. Joko
Widodo concept. Minister Susi also confirmed, the Ministry of Marine Affairs and Fisheries
optimistic to relize it. This can be relized with the support of high resources that can drive the
marine and fisheries condition as one the main actors in this concept. (Sulistiawan, A P 2016)
Pancasila is an Ideology for the Indonesian Nation. The meaning of Pancasila little bit
have been forgotten by many people. As we know, the history of the formulation is very
consuming process in a very long time and long by the founders of this nation. Those
sacrifices will be useless if we as citizens of Indonesia do not carry out the mandate of the
founders of this nation state, which has been embodied in the Preamble to the 1945
Constitution of the 4th alenia. (Kaelan 2009)
In my opinion, marine life can be buried with Pancasila. First, it relates to the
second precept which reads " A just and civilized humanity (in Indonesian "Kemanusiaan
Yang Adil dan Beradab"). If we have a good presence in managing, safeguarding and
preventing the occurrence of life underwater, we will create justice for other potential
underwater users. In addition to giving justice to potential users, we also give justice to other
living things that are in the sea.
Furthermore, with the fifth precept, "Social justice for all Indonesians (in Indonesian
"Keadilan Sosial bagi seluruh Rakyat Indonesia"). Maintaining the potential and beauty of
the underwater is the obligation of the entire People of Indonesia. Therefore, we must be
together in maintaining the existing ecosystem at sea because if one destroys it will cause
unequal to other people of Indonesia.

CLOSING

The SDGs aim to sustainably manage and protect marine and coastal
ecosystems from pollution, as well as address the impacts of ocean acidification .
Enhancing conservation and the sustainable use of ocean-based resources through
international law will also help mitigate some of the challenges facing our oceans.

Pancasila is an Ideology for the Indonesian Nation. In Pancasila prespective, Life
Below Water is related to the 2nd and 5th presept of Pancasila which reads " A just and
civilized humanity (in Indonesian "Kemanusiaan Yang Adil dan Beradab") and with the fifth
precept, "Social justice for all Indonesians (in Indonesian "Keadilan Sosial bagi seluruh
Rakyat Indonesia").
