INNOVATORS’ CLUB
CONSTITUTION AND BY-LAWS

PREAMBLE

We, the members of the Innovators’ Club of Cor Jesu College- College
Department, under the Engineering and Technology Division imploring the aid of the
Almighty God in order to foster an interdenominational unity and solidarity, respect and
facilitate the students of different religions, belief, and practices to become true and
committed servants to share with others the unconditional love of the Almighty God, to
draw out and to enhance the human and spiritual aspects of life and to develop value of
service in the community , abide the mission, visions, and objectives of this club of the
school, do hereby promulgate and adopt this constitution and by-laws.

Article 1
NAME OF THE ORGANIZATION AND COAT OF ARMS

Section 1: The name of the organization shall be known as Innovators’ Club which shall
be called as IC.
Section 2: Logo

Earth – shows the competitiveness globally of each member intellectually and manually.
Heart – Sacred Heart of Jesus that guides each mind to be truthful and compassionate in
every task.
IC – stands for integrity and compatibility of the club.
Circuit – emphasizes the determination, focus and patience the every member needs.
Path surrounding Earth – is the technology that connects and share each love and faith
to everyone.

Article 2
MISSION STATEMENT

The IC of Cor Jesu College- College Department is committed to:

 Live out the core value of Cor Jesu College which is the compassionate love of
God.
 Be agents of innovation within Cor Jesu College community.
 To promote technical competitiveness among students particularly ECE and CpE
students.
Article 3
PURPOSES AND OBJECTIVES

Section 1
1. Encourage the participation of the members during social, religious and
educational activities.
2. Develop among members the love of God and country, devotion to duty
and loyalty to an institution.
3. Give the members the chance to develop their skills and expertise through
seminars and workshops.
4. Assist the Cor Jesu College technically especially in activities such as
workshops, tutorials, seminars, intramurals and other activities that needs
technical support.

Article 4
ORGANIZATIONAL POWERS

Section 1
1. Conduct seminars and workshops to enhance the skills of the members.
2. Participate in outside school conferences pertaining to electronics,
communications and computer engineering matters.

Article 5
MEMBERSHIP

Section 1
1. Members of this organization shall be students of Bachelor of Science in
Electronics and Communication Engineering (ECE) and Bachelor of
Science in Computer Engineering (CpE) currently enrolled in Cor Jesu
College.
2. Each member of the organization shall be active and participative on all
organizational activities and meeting.
3. There shall be a registration fee of fifty pesos (50 php) and a renewal fee of
fifty pesos (75 php), a total of one hundred pesos (125 php) for the new
members. For the old members, the renewal fee only shall be paid. This
shall be collected by each class representatives from the members every
semester.
4. Every member has the right to access information pertinent to the
organizational matters, records, documents, financial transparencies,
programs, activities and policies.

Article 6
OFFICERS

Section 1: The following shall compose the set of officers of the IC:
President, Internal Vice-President, External Vice President, Secretary, Assistant
Secretary, Treasurer, Treasurer, Auditor, Auditor, Public Information Officer, 2
Business Managers, and 1st, 2nd, 3rd, 4th and 5th year Representatives.

Section 2: The following are the qualifications of the IC officers:


1. A bona fide Electronics & Communication Engineering or Computer
Engineering student.
1. Have a notable good moral character, responsible and have the capacity to
lead.
2. The President shall be an incoming senior and must not have failed grades.
3. The Vice-President shall be an incoming senior or junior student and must
not have failed grades.
4. The Secretary shall be an incoming senior or junior student, patient in
writing minutes, making letters and other documents pertinent to the
organizational matters.
5. The Treasurer shall be an incoming senior or junior student, patient in
making financial statements, financial transparencies and responsible enough
to handle money.
6. The Auditor shall be an incoming junior or sophomore student.
7. Any member can be elected as Public Information Officer.
8. Representatives must be coming from each year.
9. In the absence of the officers, the assistant officers may took over their
duties and perform the tasks of the absentee.

Section 3: The officers shall be elected through voting garnering the majority vote of the
total members.

Section 4: The annual election of new sets of officers shall be held on or before third
quarter of the second semester. Officers shall be elected through voting
system. The nominee garnering the highest number of votes shall be declared
elected.

Section 5: The president or vice-president of the organization will act as the chairman for
the election and sets rules for electoral procedures.

Section 6: Terms of Office

1. The elected officers shall hold office or serve for one school year except in
case of impeachment or resignation.
1. Any officer may resign from the held position by giving written notice to
the moderator of the organization.
2. The president may appoint members to hold for the vacancies left by the
officers for the reasons of resignation or incapability. However, officer next in
rank may succeed the vacant position.

Section 7: Duties and Functions of the officers:

President
The president shall have the following functions
1. He/She shall preside on all meetings of the organization.
2. He/She shall have the power to call for special or emergency meetings if
he/she deems it’s necessary.
3. He/She shall represent the organization in any conferences, meetings,
social and cultural gatherings, which are called by the school.
4. He/She shall sign and approve all records of the minutes of all meetings,
disbursement of funds and other pertinent papers of the
organization.
5. Plans the activities of the organization according to the objectives and
goals of the organization.
6. Submits semester and annual reports to the organization through the
moderator and to the Director of the Student Affairs.
7. He/She shall perform all duties, functions and powers to his/her position.

Vice President
1. He/She shall assist the President in planning and developing activities and
projects for the organization.
2. In the absence, resignation or incapacity of the President, he/she shall assume
and perform all functions and duties of the highest position.
3. Assist the President in managing the organization and the members.

Secretary
1. He/She shall keep a journal of all records, list of officers and members and
prepare the minutes of all meetings and conferences held by the organization.
2. He/She shall check the attendance of all members every meeting and make
announcement of the absences.
3. He/She shall prepare and submit terminal reports on all activities and
accomplishment of the organization.
4. He/She shall perform all other functions relative to his/her position.

Assistant Secretary
1. He/She shall assist the Secretary in keeping the records of important matters
for the club.
2. He/She shall help the Secretary in preparing the documents to be submitted
for approval of the activities.
3. In the absence, resignation or incapacity of the Secretary, he/she shall assume
and perform all functions and duties of such position.

Treasurer
1. He/She shall be a custodian of all funds of the organization and shall keep an
accurate up-to-date record of all receipts.
2. Responsible of collecting fees from the members and gives corresponding
reports.
3. He/She shall prepare financial statement reports and compilation of records of
all the collections every end of the semester and all activities or as the
President or the body may request.
4. He/She shall perform all other functions relative to his/her position.

Auditor
1. He/She shall audit the disbursement made by the Treasurer or incidental
collections thereon.
2. He/She shall see to it that the funds of the organization are appropriately
spent.
3. He/She shall certify the correction of the financial statement of the Treasurer.
4. He/She shall perform all other functions relative to his/her position.

Public Information Officer


1. Act as liaison officers of the members and the community of the students and
general public.
2. Take charge in information dissemination in boards, print, radio, TV etc.,
subject to approval of leader or the moderator/adviser.
3. He/She shall perform all other functions relation to his/her position.
Representatives
1. There shall be one (1) Representative in each year level.
2. Each Representative shall have following duties:
 He/She shall represent his/her year level in every meeting of the
organization.
 Act as liaison officer of the members in the year he/she represented.

Article 7
MODERATOR

Section 1: Qualifications of the moderator. The moderator shall acquire the following
qualifications:

1. He/She must be an Electronics & Communication Engineering/


Computer Engineering teacher of Cor Jesu College.
2. He/She must manifest interest and willing to obligate his/her self to the
organization and on its undertakings.

Section 2: The moderator shall:

1. Act as a consultant in any activities that the association will organize.


2. Advise the officers and members and help the organization plan works and
activities.
3. Approve or disapprove activities proposed.
4. Help the officers seek opportunities such as seminars and workshops for
the welfare of the members.

Article 8
MEETINGS

Section 1:
1. Meetings shall be convened by the President of the organization or the
Moderator.
2. Special meetings may be call on if necessary.
3. A majority, which is fifty percent plus one, shall constitute a quorum and
can proceed for meeting.
4. Minutes of the meetings and discussions shall be documented by the
secretary.
5. Officers may use modified or standard parliamentary procedures in the
meetings.
6. Attendance of all officers and members shall be made compulsory on all
meetings, failure to attend meetings for five consecutive absences without
justified reason will reasonably account for penalty, which shall decided
by the body.

Article 9
IMPEACHMENT

Section 1: Any officer maybe impeached by a majority vote of all the officers on the
following bases:
1. Incapability
2. Negligence of duty
3. Corruption of funds
4. Immorality
5. Excessive absenteeism
6. Violation of the constitution

Article 10
REVISIONS AND AMENDMENTS

Section 1: This constitution and by-laws maybe amended in whole or in part. The
proposed alteration of any article and sections must have the proper
endorsement by the members during regular meeting of the organization.

Section 2: By the vote of two-third of all the members, the members may call a general
assembly for the purpose of proposing an amendment of the constitution.
Section 3: Any amendment or revision of this constitution shall be valid when approved
by the majority of the members.

Section 4: The IC shall have the right to choose two moderators/advisers agreed by the
officers and members.

Section 5: Transitory provisions:

1. This constitution and by-laws will be subjected to amendment when a


majority or fifty percent plus one vote of the members present in the meeting
agreed to amend the constitution.
2. This constitution and by-laws shall have power and validity after it has
been formally amended by the votes of the majority.
3. No amendments under this section shall be authorized within two
years.

Article 11
REVIEW AND RATIFICATION

Section 1. This constitution shall become effective upon the approval of the majority
which is fifty-one percent of the number of population of the organization.

Section 2. The ratified constitution must be submitted to the Director of the Student
Affairs for final approval.
