Introduction
Westmax Construction Limited is a new civil engineering construction company formed by

recent San Jose State University Civil Engineering graduates, based in San Jose, California. It

was formed by the collaboration of its founders Robin Eliya, Mohammad Mtairi, Suyesh

Shrestha, Jared Thompson, and Jun Zhao. The unique blend of education, experience, and skills

of each members spans various fields that are fundamental to the industry,

The company intends to be the leading provider of customized prefabricated precast concrete

panels in the country. This implies that it will always strive provide the best quality of

customized prefabricated precast concretes panels within the construction industry. To

accomplish this, Westmax Construction Limited is investing a lot in seeing that its clients and

customers get the very best of precast concrete panels. The company has successfully obtained

clients throughout the California, and with extensive growth in the new construction throughout

the county, WestMax Construction has the potential for rapid expansion and large profit margins.

The company’s overall strategy is to work with all the shareholders in the constructions industry

to continually improve the quality of the panels, based on the shareholders feedback. The

company also endeavors to nature young talents and skill within the industry to promote

innovation.

The mission for the company is: To provide a cheaper and environmental friendly method of

construction using prefabricated precast concrete panels. We also intend to provide international

construction management and pre-construction services in diverse market segments by fostering

innovations, embracing emerging technologies, and making a positive difference in the

community.

Products/Services
Westmax Construction Limited provides clients commercial and industrial building design and

construction services. We also offer solution to the construction industry for all projects that use

prefabricated precast concrete panels. The company will provide all types of precast panels

ranging from simple rectangular and square panels to highly complex and customized panels

depending on the architectural designs and configurations. The company standards are intended

to be versatile and flexible depending on the clients’ requirements, but without compromise on

the quality.

The company will prepare the precast concrete panels at the company’s workshop, and supply

the finished panels to the sites. Westmax Construction Limited will also carries out the assembly

of the panels to come up with the desired structures. Other services shall include disassembling

of structures build for demolition, as well as design and build contracts. However, the main

product of the company shall be the prefabricated precast concrete panels. We utilize the newest

and most effective technology and programs to provide clients with a cost and time efficient

project.

Financial Considerations

Westmax Construction Limited expects to be a profitable beginning from its first year of

operation regardless of initial large expenses in promoting the company services and product.

The intends to maintain a healthy cash account with an anticipated revenue of 2 million dollars

by the third year of operations.

The Market

The company targets to build an alliance with leaders in constructions industry to enable sales of

its services and products to developers of residential and commercial buildings. The company

intends to build market within commercial and residential building development sector

Plan for Business Development and Marketing


The plan and strategy for the development of the company will focus on market survey/analysis;

consideration of the company’s current financial position and forecasting on the financial

prospect of the company in three years’ time. The marketing strategy will be to capitalize on

assembling of precast concrete panels by securing constructions contracts from within and

outside the city private and government projects. The company expects to appeal to the market

with its unique and customized prefabricated precast concrete panels in building. The process of

preparation will employ the use of 3D printing technology which will be faster and reliable,

therefore, being even more appealing to developers.

The company will also target people with low income as the prefabricated concrete panels will

reduce the cost of construction by reducing site wastage. It is a faster method in construction and

also forms part of green technology criteria in construction through reduction of site waste. The

market is, thus, broad especially for the pro-environmentalist.

Operation Manual and Approach


Safety
Westmax Construction Limited will show utmost commitment in conducting all its project

operations in a manner that guarantees safety and good health to all its employees, clients, and

anybody within the proximity of their projects. The company will endeavor to comply with the

Occupational health and Safety laws. Each employee of the company shall be under the

obligation to fully comply with the set safety regulations of the company. Job-site safety is at the

core of the company’s operations together with a comprehensive safety program.

Preconstruction Services
Westmax Construction Limited, besides selling prefabricated precast concrete panels, shall also

carry out design works for client as well as helping clients in reviewing their designs and advice

appropriately. Additionally, the company shall also provide accurate budget estimates and time

scheduling services for the projects for which they are contracted. The company team of experts

shall help to guide and advice their clients in decision making concerning the design and the best

customized concrete panels that will meet both structural requirements and aesthetic demands of

the clients.

Project Management
Westmax Construction Limited will also be in charge of managing the projects on behalf of their

clients from their commencement till completion. The company shall manage all the construction

resources, human resources and material resources, during the project process to ensure success

and quality delivery of assembly services. It will be in charge of allocating tasks to its workers to

ensure deadlines are met.

Project Engineering
The team of engineering from the company shall take charge on matters concerning engineering

and ensure all the engineering construction principles and standards are adhered to in delivery of

services by the company. A competent team of materials engineer shall ensure that all the

materials used in the preparation of the prefabricated precast concrete panels pass the quality

assurance test. Besides, they will also subject samples of the made concretes to ensure there is

compliance with concrete classes as specified by structural engineers during the preconstruction

phase. At the site, there will also be team of engineers to guide and inspect the assemble process

of the precast in various development projects.

Project Superintendence
The company also has a team of competent project superintendents that supervise and monitor

the daily activities of project that the company is in charge of. This team ensures that all the

daily tasks are well done while keeping records of the daily activities and planning for

subsequent days based on daily activities. Their presence in the team of experts of the company

is the reason for quality work on site as well as timely completion of projects.

Field Operation and Accounting


All the operations of the company shall be well document and all the financial positions and

proceeding carried out by a hired competent accountant. The accountant shall carry out all the

accounting works as will be assigned to him/her by the company management.

Protocol for Training
Each new entry level employee at Westmax Construction Limited is required to complete a set of
basic training prior to the start of employment.

The basic trainings will include but not limited to the following:

 OSHA 10
 Project Risk Management
 Schedule and Resources Planning
 Project Control and Closeout
These four essential trainings will ensure entry level employees to have a basic understanding of
the standards at Westmax Construction Limited and the construction business in general.

In addition, specific trainings will also be provided if certain individual is qualified and willing
to participate. For example,

 Construction cost estimating for cost engineers


 Jobsite logistics for superintendents
 BIM trainings for BIM engineers
 And Etc.
It is important to note that Westmax Construction Limited will be conducting all the trainings
through a certified third party.

Documentation Process
One of the most important factor of building a successful project is its documentation process. At
Westmax Construction Limited, we are striking to build better projects each time. To do so,
having an efficient documentation process and clear project control strategy are the key. Below
is a breakdown of the documentation process, as well as project control software that are
currently being used at Westmax Construction Limited.

Within each project, we will be using these software to create logs for file recording purposes.
Each log will also be updated and checked prior to the weekly project meeting. Submittals,
RFI’s, ASI’s, CCD’s and etc. (if applicable) are being attached to drawings and specifications as
they enter our system.

Project Control
Similar to the documentation process, there will be project controlling software to assist the
project manager to have a better understanding on project progress. For cost control, Westmax
Construction Limited is aiming to conduct a cost review once a month via VU360 to see the
performance on project budget and comparison to the month prior.

As far as for scheduling control, our superintendents will create a two week look ahead schedule
to discuss on each weekly meeting as a projection on the project. In addition, a schedule of value
will also be generated to tie the project progress with budget.

By documenting these information, Westmax Construction Limited will have a clear


understanding on the progress for each project and come up with control strategy if necessary.

If a project needs extra assistance, we will rearrange our resources to control the project and
make sure it can still complete on time and within budget. On the other hand, if the project is
progressing smoothly, we then would consider transferring or substituting the resources to
balance with our other projects.

Note: all software trainings will be provided by Westmax Construction Limited.

Project Turnover
At the end of each project, Westmax Construction Limited will be preparing the project turnover
for the owner. Our primary software of choice is Procore. With Procore, we can easily organize
all the necessary and related files, for instance, as built drawings, change orders, punch list
corrections, and etc.

Since most of project teams are or have already been using Procore as part of our project
management software. It is even more convenient when the project turnover process is near, due
to the fact that all essential personnel is or has been included within the software, sending out all
the related project turnover documents should be a fairly straight forward process, like sending
an RFI, except it may be larger in terms of size.

Other advantages of using Procore as the project turnover software is that it limits the use of
massive paper, which we adore very much at Westmax Construction Limited. It is safer, only
personnel with access can accept, view, and print these project turnover files. It lasts for longer
periods of time, once uploaded to Procore, we do not need to worry about when it will expire or
get lost since it is saved in the system.

Jobsite Logistics
Prior to beginning of each project, Westmax Construction Limited will dispatch the responsible
construction team to the jobsite for multiple visits. Reasons are to:

 Verify any missing details


 Confirm logistics with owners
 Record existing conditions
At Westmax Construction Limited, we believe setting up a good jobsite logistics is just as
important as any other elements within the project. After multiple visits to the jobsite, our
engineers will then create a site plan using accurate software, provide all essential notes and
comments.

In meeting with the owner, architect during preconstruction meetings, we will verify and record
details in our site plans to a high degree of accuracy.

In addition, as part of the preconstruction documentation process, we will also record the existing
conditions of the jobsite, so that we can make sure when the project is completed, the existing
conditions that are within the premise are not disturbed.

Last but not least, we will also create a list of contacts from all the parties that are involved in the
project as part of our jobsite logistic plan.
