AIRCRAFT MAINTENANCE PROGRAM CERTIFICATION STATEMENT


(AS PER AMC M.A. 302, APPENDIX-1)
In the preparation of this maintenance program to meet the requirements of CAR-M, the
recommendations made by the airframe constructors and engine, APU and equipment
manufacturers have been evaluated and where appropriate, have been incorporated.
This maintenance Program lists the tasks and identifies the practices and procedures,
which form the basis for the scheduled maintenance of the aeroplane. The CAR-M
subpart G organization undertakes to ensure that the aeroplane will continue to be
maintained in accordance with this program.
The data contained in this program will be reviewed for continued validity at least
annually in the light of operating experience and instructions from the DGCA whilst
taking into account new and / or modified maintenance instructions promulgated by the
type certificate and supplementary type certificate holders and any other organization
that publishes such data in accordance with CAR 21/FAR 21/EASA Part 21.
It is accepted that this program does not prevent the necessity for complying with any
new or amended regulation published by DGCA from time to time where these new or
amended regulations may override elements of this program.
It is understood that compliance with this program alone does not discharge the
operator from ensuring that the program reflects the maintenance needs of the
aeroplane, such that continuing safe operation can be assured. It is further understood
that the DGCA reserves the right to suspend, Vary or cancel approval of the
maintenance program if the DGCA has evidence that the requirements of the
maintenance program are not being followed or that the required standards of
airworthiness are not being maintained.

INTRODUCTION

The RAINBOW AIR PRIVATE LIMITED has been established with a view to provide
safe air charter services (Passengers) to various domestic destinations utilizing Cessna
Citation 560XL type of aircraft. Later on it is planned to bring in more other type of aero
planes with the permission of Government Aviation authorities.

Chennai will be the base for the operation of the aircraft.

This Maintenance Program explains the basic principles followed in the maintenance of
aircraft and procedures followed in specific occasions.

This Maintenance Program document is an important manual and will be kept


continuously updated by the CAMO Department.

This manual will be distributed as per the distribution list. Similarly, any amendment to
this manual will also be distributed to them.

No pages of this manual shall be removed / deleted / altered without the specific
approval of CAMO Manager and the Regional Airworthiness office.

Master copy of this Manual will be retained in the CAMO Department and shall be
available for inspection by the officers of DGCA.

This manual is prepared for the particular part number of the components installed at
various locations on the aircraft operated by this organization. When an alternative part
number is allowed by IPC or any modified part number is allowed by the Manufacturer,
if installed, then those specific instructions meant for those situations should be
incorporated.

PRINCIPLES FOLLOWED FOR THE MAINTENANCE OF AIRCRAFT

Aircraft should be maintained based on the following stipulations:

A. Instructions given by the Manufacturers of aircraft and engines through various


documents such as Maintenance Manual, Aircraft Flight Manual, Structural
Repair Manual, and other special instructions issued in the form of Service
Bulletins, Service Letters, Modification leaflets etc.

B. Government Aviation Authority’s instructions issued in any form such as letters,


Rules and Regulations. In India the Government authority, the Director General
of Civil Aviation instructions in form of Aircraft Rules, Civil Aviation
Requirements, Mandatory Modification letters, Advisory Circulars etc. are being
followed.

C. Instructions given by certain Major Aviation Authorities such as FAA for this type
of aircraft are also being followed with the instructions from the DGCA.

D. Instructions given in the CAME.

GENERAL
Rainbow Air Pvt. Ltd will outsource the maintenance of Cessna Citation 560XL aircraft
to an approved CAR 145 organization.

AIRCRAFT CONTINUOUS INSPECTION PROGRAM:

A. The five primary phases (Phases 1 through 5) are the core of the continuous
inspection program. The inspection tasks for these phases will be done as per
approved schedules prepared i.a.w Aircraft Maintenance Manual. The remaining
phases, which have the higher time inspection requirements, are not included in
the Phases 1 through 5 continuous inspection cycles.

B. The five primary phases (Phases 1 through 5) constitute the core of the
continuous inspection program.

1. Phases 1 through 4, totally has an interval of 300 hours and they are
designed to be accomplished in a continuous, repetitive 300-hour cycle.

2. Phase 5, which has an interval of 1200 hours, is designed to be


accomplished in a continuous, repetitive 1200-hour cycle.

C. The remaining phases are to be accomplished when due or at any time earlier to
coincide with a convenient inspection or maintenance downtime.

D. The calendar time limits (such as 36 calendar months in Phase 5) must be taken
into consideration for airplanes accumulating less than the specified hours in the
calendar period.

E. Component Time Limits lists all components which are to be replaced or


overhauled on a scheduled basis. Replacement or overhaul of items listed is
required to be accomplished when due or earlier to coincide with a convenient
inspection or maintenance downtime.

ENGINE MAINTENANCE PHILOSOPHY:

Pratt & Whitney Canada’s maintenance philosophy for the PW545A engine provides the
operator with a flexible maintenance plan with two basic options; ‘‘The Fixed TBO’’ or
‘‘The Continuous Maintenance’’ plans.

‘‘Fixed TBO’’ requires that the engine be overhauled after a specified operating interval.
When both engines, installed on a single aircraft, have the same operating hours, an
additional100 hours of normal operation beyond the Fixed TBO interval is available to
provide the necessary time to schedule the overhaul of one engine, prior to the removal
of the second engine.

The recommended TBO interval for the PW545A engine is 5000 hours. The
recommended HSI frequency for all PW545A engines is 2500 hours. An additional 50
operating hours is available for scheduling purposes. When scheduling an HSI
concurrently with an overhaul, an additional 100 operating hours is available for
scheduling purposes instead of 50.

This manual is only a guideline to the technical staff. Though this manual covers
all the applicable maintenance tasks, still the staff are advised to refer the
relevant pages of AMM of aircraft and engine manufacturers before undertaking
any work.

Cessna Citation 560 XL inspections are divided into the following groups.

1. Periodic inspections – This may be on flying hours, cycles or elapsed calendar


basis. Lubrication and other service requirements are also taken care of.

2. Unscheduled inspections – This is the result of known or suspected unusual


event causing known or suspected malfunctions or defects.

3. Component overhaul.

4. Corrosion preventive control will be done as per Manufacturer’s instruction.

(A) PERIODIC INSPECTIONS

Depending on the availability of special tools and other necessities these inspections
will be undertaken at this organization or at any other approved organization with the
approval of Regional Airworthiness office.

Phase Inspections which are out of the coverage of the organization’s scope of
approval will be carried out as and when due only with prior concurrence of DGCA with
enhancement to the scope of approval of the organization as necessary.

Following inspections will be carried out on Cessna Citation 560XL aircraft.

1. PREFLIGHT INSPECTION:

This inspection schedule is required to be carried out BEFORE EVERY FLIGHT. The
inspection will be carried out by an appropriately licensed AME / Approved Pilot-in-
Command. It has been prepared as per AFM.

2. POST FLIGHT INSPECTION:

This inspection shall be carried out at base and out stations after every arrival of the
aircraft from flight. This consists of only walk around inspection to ascertain that
nothing abnormal has taken place during the last flight.

3. PHASE 1 THROUGH 4 INSPECTIONS:

As per the AMM, Phase 1 through 4, totally having an interval of 300 hrs / 24 months,
are designed to be accomplished in a continuous repetitive 300 hrs cycle by one of the
three different methods. i.e.

(i) Accomplish each phase at 75 hrs interval or 6 months.

(ii) Combine phase 1 & 2 and accomplished at 150 hrs intervals (12 months) with
phase 3 & 4 being performed at next 150 hrs interval at total 24 month calendar time.

(iii) Combine all phases 1 through 4 together and perform at 300 hrs interval or 24
months.

NOTE: If all the phases are combined and carried out at 300 hrs, accomplish phase B
inspection at 150 hrs interval. (Details of phase ‘B’, inspection given separately in
AMM).

Rainbow Air Pvt. Ltd. has chosen the second method and will perform these
inspections as follows.

1. Phase 1 & 2 : Will be carried out at 150 hours / 12 months time


whichever is earlier

2. Phase 3 & 4 : Will be carried out at 300 hours / 24 months time


whichever is earlier

Items of inspection for Phase 1 to 4 are as given in the AMM (different


schedules). They cover progressively all zones of the aircraft.

3. Phase 7 : This inspection which falls at every 300 hours will be


combined with every Phase 3 and 4 inspection.

4. Phase 5 : This inspection will be accomplished at every 1200 hrs /


36 months whichever is earlier.

5. Phase 6 : Every 14 days for aircraft based at coastal areas (part of


COSL).

6. Phase 8 : Every 6 months (part of COSL).

7. Phase 9 : Every 900 ± 50 Hrs or 24 Months Whichever comes


earlier
8. Phase 28 : Every 100 hours (part of COSL).

9. Phase 30 : Every 600 hours (part of COSL).

10. Phase 18 : Every year (part of COSL).

11. Phase 20 : Every 24 months (part of COSL).

12. Phase 21 : Every 2 yrs (part of COSL).

13. Phase 22 : Every 3 yrs (part of COSL).

(B) UNSCHEDULED MAINTENANCE CHECKS:

Manufacturer of the aircraft also recommended certain unscheduled maintenance


checks which are required to be carried out at specific occasion. This is called
“conditional inspection”.

An unscheduled maintenance check does not occur at specified time. It is caused


by known or suspected unusual events resulting in malfunctions or defects. They
are as follows.

1. Hard / overweight landings.

2. Over speed - Speed that is more than the placard speeds of the flaps or landing
gear speed that is more than the airplane's design speeds.

3. Dangerous air turbulence or dangerous maneuvers.

4. Accidental in-flight thrust reverser deployment.

5. Lightning strike.

6. Foreign object damage.

7. Airplane towed with a large fuel unbalance or high drag / side loads because of
ground handling.

8. Airplane operation through deep standing water.

9. Nose landing gear tow limits.

Further the following documents are maintained:

a) COSL COMPONENTS OVERHAUL AND STORAGE LIMITATIONS / TBO:

See for details at Part 6.

b) TEST FLIGHT SCHEDULE:

Prior to renewal of Certificate of Airworthiness or to know the perfect condition of


the aircraft, engine or any component or system, the aircraft will be flown with
crew only as indicated in the Test flight schedule and its performances are noted
to declare its serviceability.

c) FLIGHT REPORT BOOK:

A book consists of sector pages are made where the flight information’s are
recorded.

d) PROCEDURE SHEETS:

Document consists of such procedures which are required to do a particular


detailed work. This will be made as and when necessary.

Line station maintenance may include:

1. Scheduled maintenance and / or checks including visual inspections that will


detect obvious unsatisfactory conditions / discrepancies but do not require
extensive in depth inspection. It may also include internal structure, systems and
power plant items which are visible through quick opening access panels / doors.

2. Trouble shooting.

3. Defect rectification.

4. Component replacement with use of external test equipment if required.


Components means including engines and APU.

5. Minor repairs and modifications which do not require extensive disassembly and
can be accomplished by simple means.

The following Inspections require Hangar Space:

a) Phase 1,2,3,4,5,7,51,60.

b) Any other unscheduled maintenance which requires aircraft jacking up and


usage of hydraulic servicing rig.

A condition inspection does not occur at specified time. It is caused by known or


suspected unusual events resulting in malfunctions or defects.

Events that require a conditional inspection include (but are not limited to ) the following:

1. Hard / overweight landings.

2. Over speed - Speed that is more than the placard speeds of the flaps or landing
gear speed that is more than the airplane's design speeds.

3. Dangerous air turbulence or dangerous maneuvers.

4. Accidental in-flight thrust reverser deployment.

5. Lightning strike.

6. Foreign object damage.

7. Airplane towed with a large fuel unbalance or high drag/side loads because of
ground handling.

8. Airplane operation through deep standing water.

9. Nose landing gear tow limits.

For the above inspections, refer the items of inspections as given in currently amended
AMM 5-50-00 pages, as the occasion araises.
