TRAVEL REPORT
I. EXECUTIVE SUMMARY
The Association of Deans of Philippine Colleges of Nursing (ADPCN) Region 8 organized a
Seminar Workshop on Outcome Based Education last September 9-10, 2016. This was attended by
several nursing schools all over the region. OBE, from overview to creation of assessment, was the
forefront topic discussed.
Republic Act 10533 has direct implications to higher education institutions (HEIs). Outcome
based education (OBE) is the educational design that prepares students meet the professional
standards. OBE as a curriculum and instructional design and QA framework provides Philippine
Education the road map to achieve the overall and long term desired goal of achieving rapid, inclusive,
and sustained economic growth: one that generates jobs and livelihood for, and increase the income of
the poor.
The activity was a 2 day series of lectures, workshops and plenary sessions. The resource
speakers were 2 competent faculty members, Dr. Erlyn Sana and Dr. Melfor Atienza, from the National
Teacher Training Center for the Health Professions in University of the Philippines Manila. The following
were the objectives of the workshop: discuss the basic elements of curriculum planning and
instructional designing in outcome based education; converting learning outcomes into competencies
and course objectives; organize appropriate subject matter and topics that match the given learning
outcomes and objectives; choose the most appropriate teaching-learning activities and instructional
resources; and construct workplace based assessments, tools, instruments and rubrics.
Moreover the following topics were tackled by the speakers: program overview, OBE overview,
OBE syllabus, OBE and TPaCK, teaching the Outcome Based Way, Outcome Based Assessment,
Workplace Based Assessment, Best Practice Assessment and Grading in OBE. Workshop activities
involved converting learning outcomes into course goals and instructional objectives; organization of
topics, teaching learning strategices, TPaCK and other instructional resources; construction of actual
sample test blueprints, written and practical tests; and finalizing course syllabus based ono OBE.
Overall, the 2 day seminar was worthwhile. It ended late due to plenary sessions and critiquing
of workshop output from the participants. It equipped the attendees with the knowledge and skills in
OBE.
