GUIDELINES ON THE SEARCH FOR OUTSTANDING TEACHING


AND NON-TEACHING EMPLOYEES
I. Rationale and Purpose

Kasiglahan Village Elementary School shall conduct the school-wide Search for Outstanding
Teaching and Non-Teaching Employees in conformity with the Program on Awards and Incentives for
Service Excellence (PRAISE) of the Department of Education (DepEd Order No. 9, s.2002) and the
Search for Outstanding Public Officials and Employees that has been conducted by the Civil Service
Commission (CSC) annually (CSC Memorandum Circular No. 03, s.2016). The initiative provides an
inclusive opportunity to all potential teachers to benefit from the rewards and recognition system that
the department has already established. It prepares our human resources more competitively for
nomination and participation to the district, division, regional and national level search and awards
program. The search activity aims to encourage, reward and give due recognition to the top
performing teachers who have demonstrated continuing commitment and outstanding performance.
Motivated human resources are essential to organizational productivity and contribute to improving
access, quality of delivery and governance of basic education.

II. Category and Qualification Requirements

The search shall cover the teaching employees and include the following categories:

A.) Teaching Employees


Category Qualification Requirements
Outstanding Teacher Has permanent item as teacher I, II, or III
Teacher I-III With at least 3 years teaching experience
Either classroom advisers or subject teachers
provided with 5-6 subject loads or 6 hours of
teaching loads
Performance Rating of at least VS for the last
three years
Outstanding Inclusive Has permanent item as regular Teacher or SPED
Teacher teacher
With at least 3 years teaching experience
handling SPED learners/classes
Has at least 5-6 teaching loads or 6 hours
teaching loads
Performance Rating of at least VS for the last
three years
Outstanding Teacher as Has permanent item as teacher I, II, or III
Community Partner With at least 3 years teaching experience
Classroom advisers.
Performance Rating of at least VS for the last
three years
Outstanding Grade Leader Has designation as Grade Leader
Has served for 2 years as Grade Leader
managing a certain grade level
Has no pending administrative/criminal case
Performance rating of at least VS for the last
three years.
Has an unquestioned integrity
Should have the utilization of the allocated
funds/materials as per approved plan and
liquidation grade level funds for the months
covering January 2018 – May 2019.
Has no outstanding unliquidated /undistributed
materials/funds

B. Non-Teaching Employees
Category Qualification Requirements
Outstanding JO Has permanent item in the current position
With at least 2 years of work experience
relevant to the current position
Has no pending administrative or criminal

Performance Rating of at least VS for the last
2 years

III. Search and Selection Timeline

The following timelines shall be observed at all levels:

IV. Required Documents for Submission

The search and selection committee at all levels shall require all nominees to
submit the required documents as basis for evaluation:
1. Nominee’s Portfolio of Accomplishments/Achievements
2. Signed copy of the Nominee’s IPCRF
3. Updated PDS
4. Grade Leaders Report (For Grade Leaders)

VI. SELECTION PROCESS

Grade Level
 The grade leader or the search and awards committee of the school shall review the
performance of teachers in the grade-level based on the results of the IPCRF of individual
teachers including their portfolio of accomplishments or innovations.
 The search committee shall prepare shortlist of potential nominees for each of the category
based on the IPRCF and Portfolio of accomplishments of teachers
 The search committee led by the grade leader shall conduct interview of shortlisted teachers
who are potential nominees for the School Level search.
 The grade leader shall nominate 1 Most Outstanding teacher for each of the category as
entries for the School Level Search for Outstanding Teachers.

School Level Search and Selection Process for Most Outstanding Teacher, Grade Leader, Inclusive
Teacher, Teacher as Community Partner and JO.
 The School Awards Team composed of the Principal and the Master Teachers shall review
and re-assess the documents of the nominees submitted by Grade Level for the School Level
Search for each category.
 The SAT shall conduct interview for nominees in each category using the Behavioral Events
Interviewing (BEI) Approach to further validate the accomplishments of each nominee.
 Using the selection criteria and the results, the SAT team will determine the Most
Outstanding employee for each category.
 The winners for each category shall be awarded. The awarding and recognition program
shall be conducted in time with the celebration of the “World Teachers Day” (10/03/2018).
 The SAT shall lead the public announcement or publicity of the awards and the School Level
awardees via KVES Bulletin or KVES social media. The official results of the search shall also
be posted in the website of KVES.
