Taking into account the concerns addressed by DE and FIEC/CPE in their documents
N 1458 and N 1483 CEN/TC 104 confirms the need to revise Mandate M/128 adapting it to
the current needs of CEN-Member States and asks the Horizontal Group 1 of CEN/TC 104
comprising the Convenors of the Working Groups and Chairmen of the SCs responsible for
the drafting of harmonised product Standards within CEN/TC 104 to prepare a new draft of a
consolidated and updated Mandate M/128, taking into account the request of WG11 (see
document N 1492), the previous 2 answers to the Mandate and the amendment dated 2004.
The consolidated and updated draft of Mandate M/128 will be presented to CEN/TC 104 prior
to its next meeting.
After confirmation of the new draft Mandate M/128 by CEN/TC 104 the Chairman is asked to
approach the European Commission for clarification regarding the formal procedure for
implementation.
Subject: CEN/TC 104 – EN 451-1 “Method of testing fly ash. Determination of free calcium
oxide content” / Launching of Formal Vote
CEN/TC 104 decides to launch Formal Vote for EN 451-1 “Method of testing fly ash.
Determination of free calcium oxide content” including the precision data as proposed in
document N 1488 subject to the confirmation of the data by WG4.
Subject: CEN/TC 104 – EN 451-2 “Method of testing fly ash. Determination of fineness by
wet sieving” / Launching of Formal Vote
CEN/TC 104 decides to launch Formal Vote for EN 451-2 ”Method of testing fly ash.
Determination of fineness by wet sieving” including the precision data as proposed in
document N 1488 subject to the confirmation of the data by WG4.
Subject: CEN/TC 104 – Revision of EN 14889-2 “Fibres for concrete – Part 2: Polymer
fibres – Definition, specifications and conformity” / Activation of the existing PWI
CEN/TC 104 decides to activate the existing PWI on the revision of EN 14889-2 “Fibres for
concrete –Part 2: Polymer fibres – Definition, specifications and conformity” (document
N 1493).
Subject: CEN/TC 104 – “EN 15804” versus “Product Environmental Footprint (PEF)”
CEN/TC 104 recommends CEN/TC 51, CEN/TC 154 and CEN/TC 229 to join CEN/TC 104 in
supporting the CEN/TC 350 approach but accepting that there may be some compromises
provided they do not obstruct the main principle of EN 15804 to compare at the building level
over the lifecycle. A letter to the respective CEN/TCs referring to this decision will be
prepared by the Chairman of CEN/TC 104.
CEN/TC 104 requests CEN/TC 104/WG 14 to prepare drafts for standard phrases on
regulated dangerous substances for concrete (concrete in precast products standards and
EN 206) and the constituents of concrete under the responsibility of CEN/TC 104 and seek
approval of the CEN Consultant for the proposed phrases.
CEN/TC 104 thanks the Ad Hoc Group for carrying out the survey on collating requirements
regarding the qualification of Personnel within the CEN-Member States, accepts the result
(see document N 1457) and decides to disband the Ad Hoc Group.
