III. ENVIRONMENTAL PERFORMANCE
A. PROPONENT’S COMPLIANCE

its contractors, workers, and local residents about the

awareness, understanding and sustained acceptance of
the project.
Implement a Comprehensive Social Development Program
(SDP) and submit a
2 separate report together with the Compliance Monitoring
Report (CMR) to the
EMB RO on a semi-annual basis;

A workable traffic management program to include traffic


schemes (i.e. posting
3 x
of road signages/warnings, re-routing plan whenever
applicable) shall be
strictly implemented during the development phase of
the project;
Construction spoils and debris and other waste generated
during construction
and operation phase shall be properly managed and

disposed pursuant to
Ecological Solid Waste Management Act (RA 9003);

5 Implement waste minimization, segregation, re-use and


other ecological waste
management practices;
Planting of native trees shall be undertaken either within
the project site
and/or in other areas as part of the proponent’s social
and environmental
program. A Tree/Vegetation Plan shall be submitted to

this Office within thirty
(30) days from the date of approval of this ECC which
includes quantities and plant species, area/location and
planting strategy and management programs, etc.;

The proponent shall conform with the provisions of RA


6969 or “Toxic
Substances and Hazardous and Nuclear Wastes Control
7 Act of 1990”, RA 8749 or the “Philippine Clean Air Act of x
1999”, RA 9003 or “Ecological Solid Waste Management
Act of 2000”, and RA 9275 or “Philippine Clean Water Act
of 2004”
The proponent shall construct and operate a Septage
Treatment Facility with
appropriate impermeable high density linings to prevent
groundwater contamination and to treat domestic

wastewater pursuant to DENR Memorandum Order dated
February 10, 2004, otherwise, a multi-chambered septic
tank with appropriate impermeable high density linings
shall be properly constructed and septage shall be
hauled/transported and treated by a third party Licensed
Hauler and Treater every two (2) to three (3) years

9 Comply with RA 9003 (Ecological Solid Waste


Management Act) in
coordination with Local Government Unit (LGU)

An Abandonment Plan shall be submitted to this


Office ninety (90) days prior
10 to the project’s abandonment. The plan shall
include remediation, clean-up and
rehabilitation measures of contaminated areas
and proposed alternative project
or activity suitable in the area;

The proponent shall undertake improvement to optimize


11 the use of rain water
to include the construction of cistern to store rain water
for domestic and other
uses;
. Creation of an Environmental Unit (EU) within sixty (60)
days from issuance of
this Certificate that shall competently handle the
environment-related aspects

of the project shall be undertaken. In addition to the
monitoring requirements
as specified in the Environmental Management Plan/
Environmental
Monitoring Plan, the EU shall have the following
responsibilities

13 No storage or processing of hazardous wastes and x


substances shall be
undertaken in the project area;
The proponent shall allow inspection or monitoring that

this Office any time in coordination with concerned
groups
That should there be any complaint related to
environmental pollution,
15 nuisance and sanitation problem brought about by the
project operation, the
proponent shall be held responsible to address such
problem;

16 Copy of the Environmental Compliance Certificate (ECC)


shall be posted in a
conspicuous area in the project site;
No activities shall be undertaken other than what were
stipulated in the IEEC.
17 Should there be any expansion of the project beyond the
project description or
any change in the activity or transfer of location shall be
subject to a new
Environmental Impact Assessment;

No cutting of trees shall be undertaken without first


18 securing Permit to Cut
from the DENR-Forest Management Service, Region III.
Likewise, Inventory of
Trees to be cut shall be submitted to this Office; and
In case of transfer of ownership of this project, these same
conditions and
restrictions shall apply and the transferee shall be
required to notify the EMB

Central Office within fifteen (15) days from the transfer of
ownership to allow
the necessary changes brought about by such transfer.
