and peaceful mind, to our parents and/or guardians who gave their fullest

support and understanding which serves as our inspiration, to all our

group members who shared their knowledge and idea, for the cooperation

ABSTRACT

This study helps to identify the effectiveness of the bureau of fire

protection as perceived by the community is beneficiary of the

effectiveness of the bureau of fire protection. The study used the

descriptive method of research to identify the factors necessary toward the

progressive community. The study made use of the survey approach. The

survey is a gathering of a sample of data or opinion considered to be the

representative of a whole. The questionnaire was used as the instrument in

the collection of data.

Most of the respondent believed that lectures and seminar are the best

way to improve their department and educate the people about the bureau

of fire protection. Most of the respondents agreed that proper equipment of

bureau of fire protection is the solutions for the enhanced and improved

San Mateo Fire Brigade.


Chapter I

Introduction

This chapter presents the background of the study, statement of the

problem, significance of the study, scope and delimitation, and definition of

terms.

BACKGROUND OF THE STUDY

Bureau of fire Protection refers to the government entity responsible for

promoting fire safety, prevention, suppression and investigation of fire

occurrences.

Bureau of fire protection is also responsible for public safety and promotes

economic development.
The San Mateo Fire Brigade is one the popular bureau pursued by individual

possessed and an adequate knowledge and have the skills and ability in dealing

with the prevention and suppression of fire. To become a part of the department

the applicant must passed the qualification of the department.

The San Mateo Fire Brigade of Fire Protection is now in the stage of

modernization that provides a wide range of protection of lives and properties.

The Department has its own strategy in hiring the potential employees for the

department. They provide salary and wage opportunity as well as more benefits

and privileges to employee. The Department also provides the conducts lectures

seminars and special trainings for practitioners and volunteers, other strategies in

order to establish a more developed and enhance fire safety profession.

The success of fire prevention and suppression will always depend on the

programs being implemented and the availability of firefighting facilities and

equipment in Bureau of Fire Protection and every locality.


The Country’s Fire Service dates back to 1901 were pioneered by the

firefighting of the manila fire department and were headed by the New Yorker

Capt. F.R. Dodge as Fire Chief. Since then, the manila Fire Department has

gradually grown and became the launching point of the service unit on the

neighboring town and cities and it is expanded to the other parts of the country.

For a long time, firemen like the police and jail forces had been under the control

of local government authorities until in the middle of 1970’s , they were integrated

defunct PC/INP which has a national agency the Department of National

Defense. For several years under the PC/INP Philippines

Constabulary/Integrated National Police organization, the fire service had proven

its efficiency in the field of public service.

The passage of R.A 6975 in 1990 changed the entire organization. The

R.A. 6975 as known as the Department of Interior and Local Government Act of

1990. The PC/INP was dissolved and was divided into three (3) separate

agencies, namely; the Philippine National Police (PNP), the Bureau of jail

management and Penology (BJMP) and the Bureau of Fire Protection (BFP) are

all under the administration of the Department of Interior and Local Government

(DILG). The Bureau of Fire Protection referred to as Fire Bureau, was created

under rule VII, Section 49 of R.A. 6975.


Statement of the Problem

The study aims to know the effectiveness of the Bureau of Fire Protection

in Barangay Guitnangbayan 1, San Mateo Rizal, as perceived by the

community. Specifically, the study sought answer to the following.

 What is the profile of the respondents with regards to:

A. Name

B. Age

C. Gender

D. Educational Qualification

E. Occupation

F. Civil Status

 Social Vulnerability
A. Population Density

B. Disregard for fire wise management

C. Lack of public information and awareness

D. Limited Recognition of risks and preparedness measures

 Economics Related-activity Vulnerability

A. Source of livelihood?

 What are the risk reduction capabilities of these barangay?

 What fire plan may be proposed to address these vulnerabilities, which will

incorporate both prevention (fire safety and reaction education) and

suppression?

 What are the activities/training programs of the bureau of fire Protection?

 How effective is the Bureau of Fire Protection as perceived by the

community of the following;


A. Immediate response

B. Proper equipment

C. Well Trained Firemen

D. Proper attire/proper uniformed personnel

E. Length of service

F. BFP Personnel rank

G. Relevant seminars trainings attended?

 What are the common problem met by the BFP personnel in implementing

Fire prevention program?


Significance of Study

The study will serve as useful information that will be beneficial to the

following parties:

Students: The study will benefits the students who are preparing their

chosen profession. This will bring awareness to the student who want to be part

of the Bureau of Fire Protection. This study gives an idea to the students how the

Bureau of fire Protection attains their effectiveness.

School: Awareness on the part of the school administration on the

necessary courses and training of the students who want to be part of Bureau of

Fire Protection.

Community: The citizen of San Mateo may benefits from the basic services

such as education, program, and enforcement of laws implemented by Bureau of

Fire protection.
Researches: This study may be used as reference material for future

researchers.

 Future Researchers

This study can be a useful reference for the future researches. It can help

them motivate to expand the study in broader point of view. It can also

encourage them to continue and develop the current study for a much

better future use.


Scope & Delimitation

The research is about effectiveness of Bureau of Fire Protection in

Barangay Guitnang bayan 1 ,San Mateo, Rizal as perceived by the

community. However, the researchers opted to conduct its research in

Barangay being the office for the administration and management of all

sub-station. There are total households of one thousand fifty-one (1051),

out of thirty nine (39) streets, the researchers randomly selected twenty

(20) streets which had a total households of five hundred twenty (520),

only one hundred thirty (130) of them were selected as the respondent.
Definition of Term

BFP (Bureau of Fire Protection) refers to the government agency in

the Philippines created under Department of the interior and local

government (DILG), to prevent and suppress destructive fires, enforce fire

related laws and provide emergency medical and rescue services.

Effectiveness refers to the degree or quality of being able to bring

about an effect

Emergency Medical and Rescue Services refers to the

medical and rescue operation rendered by the BFP during emergency

situation.

Fire Fighting refers to the putting out of fire.

Fire Hazard refers to the relative danger that fire will start and spread,

that smoke or gases will be generated, or that an explosion where occur,

potentially endangering the lives and safety of the occupants of the

building.

Fire marshall is an official who is responsible for the prevention and

investigation of fires.

Fire Prevention refers to the preventive measures against destructive

fire.
Fire related Laws refers to laws that are created for the purpose of

enforcing fire safety.

Fire safety refers to precaution that is taken to prevent or reduce the

likelihood of a fire that may result in death, injury, or property damage.

Fire Safety Measures include those that are planned during the

construction of a building or implemented in structures that are already

standing, and those that are taught to occupants of the building.

Fire Station refers to a building for fire equipment and firefighters. It is

also called as firehouse.

Operation refers to the activities conducted by a certain organization

(BFP) with regards to the accomplishment of their mission.

Public Safety is the welfare and protection of the general public,

usually expressed as a government responsibility.

San Mateo, Rizal is a first class urban municipality of Rizal Province,

Located on the island of Luzon, San Mateo is one of 13 municipalities and

a capital city that make up the Province of Rizal, Region 4-A (Calabarzon

Region) of the Philippines. San Mateo is part of the Metro Luzon Urban

Beltway. Metro Luzon is composed of Region 3, Region 4-A (Clabarzon)


and the nearby National Capital Region (NCR). Metro Luzon is one of four

Super Regions in the Philippines.
