mouth port – Regarding necessary compliance required for accordance of Technical
Sanction to the project.
Ref: Memo No. 2347 dated 11.05.2018 of Sri Premananda Khuntia, Additional Secretary to
Government to your address.
Sir,
In inviting a kind reference to the subject cited above, it is to state that the DPR submitted by
you for accordance of Technical Sanction is under active consideration of this office. However, to
appreciate your proposal in a better way and accordance of Technical sanction, following information
as listed below are required to be submitted to this office.
1. Index Map showing the project stretch with exact length and localities through which the
road passes using Google Earth or equivalent.
2. Plan and profile drawings as mentioned in Plate-2 of IRC SP19-2001 containing details of
horizontal curve, vertical curve, longitudinal gradient, superelevation, existing Cross
Drainage works and other relevant details
3. Traffic survey data for the road taking various Traffic control points and at junctions as per
Ariticle 6 of IRC SP-19-2001 adhering to IRC 9-1972 and IRC 102-1988 and projection of
growth factor using IRC 108-2015 and Appendix-2 of IRC SP19-2001.
4. Identification of various junctions on the road alignment, categorization of the same as major
or minor junctions and their improvement or design as per IRC SP41-1994.
5. Details of crust design for pavement and slip ways using IRC 37-2012 and IIT-Pave. IIT-
Pave analysis result has to be furnished alongwith the design.
6. Existing cross sections and improvements over it are to be furnished
7. Road and Ground level using Total station data and details of earthwork calculation.
 8. Detailed quantity calculation based on design drawings approved by competent authority and
Cost Estimate for the work using Schedule of rate-2014 post GST and State Analysis of rate-
2006/ MoRT&H data book has to be submitted. Detailed design calculations for retaining
wall, road side drain and Cross Drainage structures are to be submitted adhering and referring
to the relevant codes.
9. Rate certification of Non-schedule items by the competent Authority.
10. Collection of drainage data and design/ requirement of modification of Cross drainage
structure using IRC SP 42-2012 i.e. guidelines of road drainage.
11. Details of utility shifting, land acquisition, environmental clearance, if any, and cost
provision for them has to be submitted.
12. CBR and other relevant Laboratory soil tests as enumerated in Appendix-10 of IRC SP19-
2001 and in Proforma mentioned in table 13.4 of IRC SP-19-2001 with testing certificates
has to be submitted.
13. Approved Quarry Locations having minimum distance from the site with quarry chart and
Lead statement has to be submitted after the certification of the Executive Engineer(R&B)
Division concerned regarding the same.

to assist the Subarnarekha Port Authority in compliance of all technical requirements and approve the
location of quarries for materials situated at least distance from the project location.
