Subject : ELECTORAL GUIDELINES FOR ELECTION OF ZONAL CHAIRMAN

Below are the guidelines for the election.

1.0 Electoral Guidelines:

Mode of the Elections

1.1 The elective position of Zonal Chairman shall be filled by democratically conducted election at
the Zonal level and the position will be filled by candidate or officer who emerges from any of
the understated processes:

(i) Secret Ballot

(ii) Consensus

Management of the Elections

1.2 The election shall be managed, conducted and supervised by a Chairman to be approved
by the Zone.

1.3 Where no consensus has been achieved for filling a position, election shall be conducted to fill
such position by direct election by all eligible voters.

Qualification/Eligibility of Candidate

1.4 A member shall be eligible to present/sponsor a candidate if it has fulfilled the following
conditions:

(a) It is an Operational Licensee of the National Broadcasting Commission.

(b) It has paid its subscription up to 2018.

(c) It has attended at least two Zonal meetings.

(d) It has not become bankrupt or declared bankrupt by a competent court or do so voluntarily
at the time of the election.

(e) The candidate of the member has not been convicted of a crime by a court of law.
 Qualification/Eligibility of Voter

A member shall be eligible to vote for a candidate if it has fulfilled the following conditions:

(a) It is an Operational Licensee of the National Broadcasting Commission.

(b) It has paid its subscription up to December, 2016.

(c) It has not become bankrupt or declared bankrupt by a competent court or do so voluntarily
at the time of the election.

1.5 Only financial members who are present or represented and accredited to vote at such elections
shall be eligible to vote as voting shall not be done in absentia.

1.6 Financial members are those who conform with Article 9(1) of the constitution which States
“Members who fail to honour their financial obligations for two consecutive years shall be
automatically suspended without any special procedure”… that is those who have paid up to
December 2016 are eligible to vote.

Electoral Process

1.7 Candidates who intend to contest the position should indicate his or her interest in writing
to the Secretariat not later than 20 days to date of elections i.e. September 1, 2018.

1.8 The Secretariat shall within 14 days to final conduct of the election publish and circulate the
list of candidates as well as the list of all eligible voters in each zone to the candidates
and all members by e-mail, provided that any shorter date given shall not nullify the
process or the election i.e. September 6, 2018.

1.9 Results of the elections shall be announced immediately after counting upon collation and
verification of the votes.

2.0 Candidates with the majority/highest number of lawful votes cast shall be declared winner of
the election and returned elected.

2.1 Date of Election

The zone will determine the date of its election but not later than September 11, 2018. The
election will be ratified by the General Assembly in September 20, 2018.
