CHAPTER I

PROBLEM AND ITS BACKGROUND

INTRODUCTION

Since the Rodrigo Roa Duterte has been elected as the President of

the Philippines, he states that change is coming in social, economic and political

life of the Filipino. Foremost of these changes is to lessen the crime volume in

the whole country. One of these changes is anti-illegal drug campaign. During

the illegal drug operation thousands of drug users and drug pushers had been

killed by the law enforcers by reason of self-defense. Under this operation

thousands of drugs dependent voluntarily surrendered and now undergoing

rehabilitation process.

However, the PNP campaign against illegal drugs was terminated by

no less than the PDU30 to the alarming situation that PNP members were

directly involved on illegal drug campaign in their nefarious activities such as

kidnap for ransom, PNP members were also tagged as suspect and extra judicial

killings such as salvaging and shooting illegal drug suspect by also called riding

in tandem.
Although the PNP had improved the general peace and order

situation in the country, these is a strong need to over all the organization to

cleanse it’s their rank of scalawags in order to live up in their mantra of “to Serve

and Protect”.

Statement of the Problem

To add substance and obtain clearer view to achieve a better understanding of

this study, the following ponderable need to be elucidated.

1. To determine the general perception of the population towards the PNP?

2. To determine the precipitating factors that contribute to the bad perception

of the populace to PNP?

3. To determine the populace need to achieve to negate the bad perception

against the PNP?

4. To determine the PNP need to negate the low esteem received from the

public so as to live in this motto of to SERVE and to PROTECT.

Purpose of the Study

To overcome the negative perceptibility of the community to the PNP

organization thus study has the following objective.

1. To establish the need to put dynamic thrust on community relationship

concern by the PNP.


2. To generally improve the image and heightened the morale and welfare of

the PNP.

3. To formulate a general redirection of the common perception of the

community in today’s police functions.

Significance of the problem

The aim of this study is to research for new ways and meanings in the

relationship of the PNP and the community know as to improve and achieve a

better and mutual understanding. The structure and operation of the PNP are the

areas that need objective assessment and positive innovation with an

organization anchored on public service and trust, the recommended strategies

on how to carry out their mantra maybe found useful by the police leadership.

Scope and limitation

1. SCOPE

a. Pertinent information in public perception towards the PNP.

b. Analysis of the factors behind the perception of the public to the

PNP.

c. Establishment of related information on the community relation

aspect of police function.

2. LIMITATION

a. Public pulse and media releases.


b. Survey to gauge public perception toward PNP.

Assumption and Hypothesis

1. That the PNP supper from a predominantly negative image.

2. That negative image is attribute

Theoretical Perspective

The theory used in this research is Social Judgment Theory. Given a

range of possible positions about given subject, people may have a range of

opinions, but will have an anchor position. As this is often tied to people’s

sense of identity, it is seldom possible to change it.

The latitude of acceptance is those positions which are acceptable. The latitude

of non-commitment is those positions which are neither accepted nor rejected.

The latitude of rejection is positions which will be actively opposed.

The five principles of Social Judgment Theory are:

1. We have categories of judgment by which we evaluate persuasive

arguments.

2. When we receive persuasive information, we use our categories of

judgment to assess it.

3. Our level of ego-involvement affects the size of our latitudes.


4. We generally distort incoming information to fit our categories of

judgment.

5. Small or moderate differences between our anchor positions and the one

being proposed will cause us to change. Large discrepancies will not.

With this theory we can get the perception of the community towards the PNP’s

Mantra “To Serve and Protect”.

Definition of Terms

1. OPLAN TOKHANG- The PNP Operation Plan of illegal drugs, their house

suspected in illegal drugs activities, to assault drug suspected and illegal

drug user, to surrender for rehabilitation.

2. Community – The people who lives and shape by common ideas and

cultural norms and are living in particular place.

3. Perception- The opinion, views and observation expressed by a certain

individual or community in a daily lives and activities.

4. Community Relation- The interaction of and between or among

individual with other group thus harmonizing with quality of life in a

community.

5. Civic Action- Program of action which intended purpose to save the ends

of public good and welfare undertaken by organized civic group as

manifestation of group concern for the community.

6. Police Scalawags- undesirable members of the PNP, involved in illegal

activities.
7. Over hauling of Rank- weeding out undesirable/ scalawags members

and provide appropriate punishment.

8. Extra Judicial Killings- persons/suspected being killed in a police

operation in the polite guess of self-defense suspected criminals salvaged

killed by unidentified assassination.


CHAPTER II

LITERATURE REVIEW

PRO 11 Regional Director PCSUPT JAIME H MORENTE, CEO VI urged

the new recruits to value integrity and service. He added the recruits should

have a positive attitude towards the duration of their training and that they must

be true to their oath to serve and protect the people and not to abuse the

privilege of being a person in authority. The recruits should also bear in mind that

PNP service is a responsibility and we are accountable to the people we serve.

After the said ceremony, the new PNP recruits will undergo one (1) year

Public Safety Field Training Program (PSFTP) to train and to prepare them for

the basic work and function of the police. After that one year PSFTP, they will

mandatorily undergo the PNP SCOUT and other trainings intended for their

greater responsibilities as law enforcers and as public servants.

CHAPTER III

METHODOLOGY

Research Design

The purpose of this study is to examine the perception of the selected

citizen of Siniloan, Laguna regarding the PNP mantra “to serve and protect.

The purpose of this chapter are to (1) describe the research methodology

of this study (2) explain the sample selection (3) describe the procedure used in

designing the instrument and collecting the data and (4) provide and explanation

of the statistical procedures used to analyze the data.


Qualitative Research Approach

A Descriptive research was used for this study. It aimed to provide a

systematic description that is factual and accurate as possible. A survey was

administered to a selected sample from specific population in Siniloan, Laguna.

The term survey is commonly applied to research methodology designed to

collect data from specific population or a sample from that population and

typically utilizes a questionnaire interview as the survey instrument (Robson,

1993).

Surveys are used to obtain data from individuals about themselves, their

household, or about larger social institutions. Sample surveys are an important

tool for collecting and analyzing information from selected individuals. They are

widely accepted as key too conducting and applying basic social science

research methodology (Rossi, Wright and Anderson, 1983).

The researcher used Descriptive method as research design of the study.

Descriptive survey describe as an important and useful method of data collection.

Survey is one of the most widely used methods of media research primary due to

flexibility and convenience.

Participants

The participants of this study are selected citizens of Siniloan, Laguna. For

the collection of data, of the perception of the community of PNP’s mantra ‘To

serve and protect’.
