JULY 2018 – DEPARTMENT ACTIVITY REPORT

I. PLANNING APPLICATIONS:

In July of 2018, 42 planning permit applications were received. The average response time was 19 days.

II. BUILDING APPLICATIONS/INSPECTIONS:

In July of 2018, 61 Building Permit applications were received. The average response time was 5 days. In
addition, 27 permits were issued over the counter in one day.

III. CODE COMPLIANCE CASES:

In July of 2018, 28 new code compliance cases were initialized.

IV. ENCROACHMENT APPLICATIONS:

In July of 2018, 10 encroachment permit applications were received.

V. YEAR-TO-DATE TRENDS

Table 1 includes the 2018 year-to-date totals (July), for planning and building permit applications, encroachments
and code compliance cases with a comparison to July 2017. As indicated in the table, there is a 8% increase in
planning permit applications, a 30% increase in building permit applications, 7% decrease in code compliance
cases, and a 27% increase in encroachment permit applications compared to July 2017.

Summary of Carmel Fire Ambulance July Calls for Service

AMBULANCE PERFORMANCE MEASURE

The performance goal for Code-3 (life threatening emergency-lights & siren) ambulance calls with a
response time of 5 minutes or less from dispatch to arrival is 95%. For the month of July 2018 the
ambulance was able to meet the performance measure. The response time was 100% with (0) code-3
calls over 5 minutes.

* 6 other calls listed over 5:00 minutes but they were service calls and labeled not Code 3 emergency

Summary of Monterey Fire July Calls for Service

FIRE PERFORMANCE MEASURE

The performance goal for Code-3 (life threatening emergency-lights & siren) fire calls with a response
time of 5 minutes or less from dispatch to arrival is 95%. For the month of July 2018 the fire
department was able to meet the performance measure. The response time was 98% with (1) code-3
calls over 5 minutes.

87 total calls for service in CBTS Average response time: 3:02 min.
58 total Code-3 calls

BEACH FIRES

There were 15 illegal beach fires recorded during the month of July and 19 propane fires. This is the first
month we have recorded more propane fires than illegal wood fires.

During July 4th and the weekends proceeding and following the 4th of July we increased the amount of security
guards and the hours patroling the beaches. During the nine day period we had one illegal beach fire.

JULY 2018 FORESTER REPORT

Forest and Beach Commission:


Commission actions in July included:
• Approved the removal of 3 oak trees and relocation of another oak, for construction of a new home on
the northwest corner of Casanova Street and Thirteenth Avenue. The applicant must plant a 72” box
oak tree on the site if the tree relocation fails.
• Declared the third week in April to be the permanent week for Carmel’s annual Arbor Day celebration.
• Chairperson Refuerzo appointed an ad hoc committee to identify community representatives and
outline the scope of work for the new tree planting initiative project.

Carmel Beach:
Public Works/Forestry staff continued weekday cleaning of the 9 smokeless fire pits and monitored the fire pits
for misuse, which was noted on a daily basis. With increased visitation to the beach in the summer season,
staff augmented weekly cleanings and picked up litter left by visitors or washed up on shore.

Trees:
On-call tree service contractors and Public Works staff pruned several downtown oak trees that were impinging
on buildings and removed 6 dead or hazardous trees. John Ley’s Tree Service continued to water 99 trees
planted by the Friends of Carmel Forest. Public Works planted one new tree and replanted five trees under
care that died. A contract for on-call tree service contractors was advertised for bids, and a pre-bid meeting
was held for a bid opening on August 8th.

Mission Trail Nature Preserve (MTNP):


A Friends of Mission Trail Nature Preserve representative, biologist Nicolle Nedeff, and Public Works staff
walked through the Preserve with the City’s environmental consultant, Dudek, to identify specific areas of
concern with drainage into and through the Preserve. Dudek is preparing a Streambed Stability report for the
drainage system running through the MTNP. This report will serve as the basis for prioritizing future projects
which will protect the MTNP from erosion or flooding. The projects will also be cross-referenced to federal
and/or state regulatory permits needed to complete these projects.

The Friends of MTNP held their monthly work day clearing non-native plants and the upper end of the Serra
Trail. The Friends have also contracted with a local landscape company to physically remove large patches of
English ivy and other invasive plants in several areas within the Preserve.

North Dunes:
In the North Dunes Habitat Restoration Area, project biologist Joey Canepa, continued to monitor the
Tidestrom’s lupine population and care for other native plants that were planted in spring.
