CONCEPT DESIGN BRIEF FOR ELECTRICAL & TELEPHONE SERVICES

1. GENERAL

The scope of work under the building electrical services can be summarised as follows:

a) Incoming Power Supply.


b) LV Distribution System.
c) General Lighting and Power.
d) Emergency Power Supply.
e) Earthing and Lightning Protection.
f) Telecommunication Works.
g) Security System / CCTV.
h) SMATV Distribution System.
i) Lift Services.

The electrical system shall generally be designed and installed in accordance with the requirement of the
local authorities having jurisdiction over the work. These include, but not necessarily are limited to the
following:
a) Tenaga Nasional Berhad.
b) Telekom Malaysia Berhad.
c) Jabatan Telekomunikasi Malaysia.
d) Jabatan Bekalan Elektrik dan Gas.
e) Jabatan Kesihatan dan Keselamatan Pekerja Am.
f) Jabatan Perkhidmatan Bomba.
g) Jabatan Alam Sekitar (DOE).

Generally, the following regulations / standards are applicable to the system design:

- Electricity (Board Supplies) Rules 1949 and any amendments thereto.


- Malaysian/ British Standards and Codes of Practice.
- IEE Wiring Regulation for Electrical Installation (latest edition).
- IEC Standards.

2. DESIGN CRITERIA & PERFORMANCE

The following design criteria shall generally be applicable to the electrical system:

2.1 Electrical Load Estimate

Future Capacity - 10%

Space Factor - 45% for wiring in trunking.


- 40% for wiring in conduit.

Voltage Drop - Maximum 4% between the origin of the supply terminal and the fixed
current using equipment.

Main Switchboard and Sub- - 20% of total outgoing circuits or minimum 3 nos. whichever is greater.
Switchboard Ratings = at least 1 no. MCCB equal to the smallest used MCCB’s
rating and the balance MCCB’s ratings to be < 160A.

Distribution Boards - 15% of total outgoing circuits or minimum 3 nos. whichever is greater.
Ratings = at least 1 no. MCB equal to the smallest used outgoing
MCB’s rating, 1 no. equal to biggest outgoing MCB’s rating.

4. INCOMING POWER SUPPLY

One (1) number of TNB single chamber sub-station and one (1) number of TNB double chamber sub-
station shall be proposed at Block A to supply electricity to Block A. One (1) number of TNB single
chamber sub-station shall be proposed at Block B to supply electricity to Block B, Multi-story Carpark,
and Common Facilities. The sub-stations shall be located at the ground floor level and beside each block
which has direct access to the services road.

As per TNB requirement, the LV consumer room shall be built adjacent to the TNB sub-station to reduce
the length of cable run. Four (4) number of Main Switchboard, namely MSB-1A, MSB-2A, MSB-3A shall
be proposes to block A and one (1) number of Main Switchboard, namely MSB-1B shall be proposed to
Block B. Each Main Switchboard is equipped with an air circuit breaker of current rating 1600A complete
with IDMT earth fault and over-current relay. All the MSBs shall cater for all the tenant units (non-
essential), common area lighting, common facilities and other essential loads.

The main-switchboards shall be of Form-2b Tested Type.

The building supply shall be divided into essential and non-essential supply system. Under normal
conditions, the electricity supply shall come from TNB. In the event of TNB power failure, standby
generator shall supply power to all essential loads.

5.1 LV Main Switchboard

The MSB shall be of the fully metal clad, Form-2B construction type tested, single busbar, cubicle
pattern and shall have sufficient mechanical and electrical strength for the steady state and fault
conditions under which they are to operate.

The LV Main Switchboard MSB shall be supply to both essential and non-essential load, with the
automatic changeover facilities for load transfer to standby source in the event of mains power failure.

The switchboard shall be designed to cater for bottom entry from the TNB substation. All air circuit
breakers shall be of withdrawable type rated at minimum short circuit current rating of 65kA.

The LV Main Switchboard shall be fitted on the main incoming with protection relay of 3-phase
overcurrent and earth fault type as the main protection. This relay shall be of numerical type
incorporating all various tripping characteristics for flexibility in discrimination by both time and current.
On outgoing circuits to various load centres, protection by means of MCCB of appropriate ratings will be
provided. To achieve better protection discrimination, earth fault relay shall be provided for loads of 300A
and above. For load below 300A, earth leakage relay with variable setting adjustment shall be provided.

Additionally, surge protection devices shall be installed at the Main Switchboards in accordance to
BS 6651 : 1992 Category C and other current international standards.

Power factor correction capacitor shall be provided at the main switchboard to maintain the 0.85 power
factor or more in the system to meet TNB’s requirement. This shall be of dry type capacitor incorporating
automatic power regulator with step correction for centralized compensation. To improve the voltage
waveform and to reduce the inrush current that will flow through capacitors when the capacitors are
switched on, reactors are added in series with the capacitors to make the circuits inductive for
harmonics. A 7% detuning factor is recommended in this case.

All switchboards will be provided with sufficient spare ways as defined in section 2 for future additions.

5.2 Metering Panel

Main TNB metering kiosk shall be located at the consumer LV switch room c/w bulk meter and check
meters. The metering panel for tenant units shall be located and centralised at electrical riser at each
floor for ease of TNB personnel to read the meter.

The apartment units shall be supplied with 40A single-phase (1) incoming supply.

5.3 Distribution Board

Distribution board will normally be of wall mounted type. Circuit breakers will be installed in place of
fuses in the distribution boards to assist in the speedy restoration of supply in the events of a circuit fault.

The following DBs shall be provided:

a) Tenant’s Distribution board


 40A single-phase (1) for standard apartment units.
 60A single-phase (3) for shops.
b) 30A single-phase (1) DB for common area corridor and staircase lighting at each floor.
c) 40A single-phase (1) DB for every floor car park.
d) One DB each for gym, games room, multipurpose hall, management office, etc.

All distribution boards will be located in the electrical riser where possible and generally will also be
provided with sufficient spare quantity as detailed in Section 3 for future addition.

5.4 Mains, Sub-mains and Sub-Circuits

All cables within the building will be laid either on tray, in metal trunking or wired in galvanized iron (GI)
conduit (for surface mounted installation) and UPVC conduit (for wall concealed installation). Copper
strip shall be installed along cable tray and trunking for earth continuity.

Cable sizing shall take into consideration of maximum 4% voltage drop between the origin of the supply
terminal and the fixed current using equipment.

Sub-main cables to riser shaft shall be of XLPE/PVC running on cable trays. Within riser shaft, copper
cables of appropriate rating are tap off at every floor for distribution to the floor distribution boards.

Cables to lifts, pressurization fans, car park ventilation fans and other fire fighting devices shall be of fire
resistance type complying with Jabatan Bomba Malaysia requirement. Cables laid in ground shall be of
armoured type and double insulated cables for general purpose applications.

Final circuit for lighting and power shall be of PVC cables in trunking / conduit.

6. EMERGENCY POWER SUPPLY SYSTEM

6.1 Essential Load

Emergency supply systems by means of standby generator shall be provided in compliance with
Bomba’s requirement and Uniform Building by-laws.

The following systems shall be provided with continuous power supply during supply disruption.

a) Fire alarm system.


b) Fire pumps.
c) Cold water pumps.
d) 30% of common area lighting.
e) Lifts.
f) M & E plant room.

Based on the essential loads of 115.06kVA for Block A and 35.06 KVA for Block B, 180kVA standby
generator set shall be proposed at Block A and supply to both block’s essential load.

6.2 Generators Configuration

During power failure, the generator set shall start to supply for all the essential loads within 10 seconds.

On restoration of the TNB normal supply, the standby generator shall continue to run for another at least
15 minutes before shut down. The essential services should then be switched back to the TNB supply.

The generator will have day tank sufficiently sized to enable the generator to run on full load for a least 8
hours.

Based on the load estimated above, one generator set of 180kVA shall be provided for the whole
delevepment.

7. LIGHTING

The illumination level shall generally be in accordance with the recommendations of the Illumination
Engineers Society (IES). Generally, the following illumination levels are applicable:

Office / Hall - 400lux


Plant Room - 150 lux
Car Park - 100 lux
Lobby / Staircase - 100 lux - 200 lux
Corridor - 100 lux - 150 lux
Toilet - 200 lux

The apartment unit shall be provided with sufficient number of lighting points.

External facade will also be treated with special lighting design in line with the architect’s objectives (if
deemed necessary by client / architect).

Other areas shall have luminaries of the following type and where necessary designed to suit architect’s
requirement:

 Plant Room / Store - Fluorescent fitting with metal reflector / wire guard type (Colour 84).
 Car-park - Single / double tube bare channel fitting (Colour 84).
 Corridor Area - 2 x 18W PLC recessed downlight fitting (Colour 84).
 Landscape - To be proposed by the landscape architect.
 Staircase - 2 x 18W fluorescent lighting c/w diffuser (Colour 84).

Emergency lighting of self contained recessed type and “KELUAR” light will be provided in accordance
with the requirement of Uniform Building By-Law and Bomba. The battery provided shall be rated for
continuous 3 hours operation. The following area shall also be provided with at least one number of
emergency lighting.

 LV room, genset room, fire fighting pump room, MDF room, staircase landing, and other common
areas.

All common area will be provided with bypass switches at ground floor and timer system will be applied
on all common lighting system.

8. SMALL POWER AND SWITCHED SOCKET OUTLET

The apartment unit shall be provided with sufficient number of switched socket outlet.

All the air-conditioning point, water heater point and socket outlet to microwave, fridge shall be individual
circuit with MCB rated at 20A or 30A. For other area, maximum two number of switched socket outlet for
radial circuit and 6 numbers of switched socket outlets for ring circuit.

The lighting and power circuit shall be separated into different sub-distribution board. An air-conditioning
panel shall be provided for air-conditioning points and the supply for it shall be tapped from power
distribution board.

9. LIGHTNING PROTECTION SYSTEM

The faraday cage lightning protection system shall be proposed for this development. This system should
comprise the following:

 Perimeter conductors.
 Down conductors.
 Earth termination networks.
 Bonding to prevent side flashing.

The design and installation shall be in accordance with the British Code of Practice BS 6651 1992
“Protection of Structures Against Lightning”.

Generally, each down conductor will be connected to an earth electrode and all earth electrodes shall be
interconnected to form a ring earth termination network to achieve a total earth resistance of less than 10
ohms.

For protection of electronic equipment (e.g. CCTV) against lightning surge, lightning surge suppressor
shall be applied individually.

10. EARTHING SYSTEM

In additional to the earth termination network of lightning protection system, earthing system for all
electrical equipments shall also be provided as required by Suruhanjaya Tenaga and in accordance with
the IEE Wiring Regulation for Electrical Installation. This earth system for the electrical installation shall
take into consideration of:

a) Limiting the potential of any part of the installation during fault condition.
b) Permitting the flow of current in the event of a fault to earth.
c) Ensuring non-current carrying metal work associated with equipment does not attain a dangerous
potential during fault condition.

It basically comprises of three main parts:

 An earth electrode buried in ground.


 Earthing lead linking the main equipotential bar to the earth electrode.
 An earth continuity conductor linking the equipment to be earthed to the earthing lead or main
equipotential.

The complete earthing system shall achieve an earth resistance of less than one (1) ohm.

11. TELECOMMUNICATION WORK

The provision and implementation of telephone services shall be in accordance with the
current standards and requirement of Telekom Malaysia’s Fibre to the Home (FTTH)
system.

One number of MDF room at each block shall be provided to accommodate the service
provider (e.g. Telekom Malaysia). Underground telephone ducting and manholes will be
provided for Telekom incoming cable to distribute to each block. The estimated quantities
of telephone lines are as follows:

Apartment unit in block A shall be provided with Soho Box with fibre wall socket, patch
panel and switching hub. Telephone points within the unit shall also be provided at the
strategic location with accordance to unit type. Whereas apartment units in block B shall
be provided with fibre wall socket and telephone point will not be provided.

The shop lot, common facilities shall be provided with fibre wall socket only. No telephone
point will be provided.

All the cables from MDF to intermediate DP and individual unit DP shall be installed in
metal trunking run at high level.

12. SECURITY SYSTEM

12.1 CCTV

The colour cameras shall be proposed at following locations to provide 24 hours surveillance:

 Guard House ingress and egress.

The central security monitoring and control will be at the guard house area. All cameras shall be the
normal type equipped with auto iris. The camera will be linked via a single coaxial line to the multiplexer
and the video matrix controller.

Digital storage system with back-up facility shall be provided. The multiplexer proposed shall be of the
digital video duplex type which can accept 16 colour cameras at any one time. Each channel is equipped
with a built in channel loss detector with audible alarm in the event of signal loss from camera.

Card Access

Security card access system shall be provided for this scheme to protect / increase the
safety and privacy of the tenant. The system shall allow for easy access for the card users
and if a card is lost or stolen it can be cancelled immediately upon notification to the card
office.

The proximity card reader shall be located at the guard house’s ingress and egress. The
system will only allow residents with access card to enter and exit the premises. For the
visitor, he/she shall report and register at the guard house and be grant access by the
security personnel on duty.

13. SATELLITE MASTER ANTENNA TELEVISION SYSTEM (SMATV)

13.1 INTRODUCTION

The SMATV system proposed shall allow reception for off-air radio and TV signals via an array of
antennas and through a distribution network system, capable of feeding high quality signal at optimum
level to several outlets within the premise.

The installation for the SMATV shall be capable of receiving Astro (cabling only) and TV 1, 2, 3, 7, 8 & 9
complete with necessary boosters and tap-off units up to the condominium units.

Lightning protection will be installed between antenna outputs and channel amplifiers so that end users
TV sets are not exposed to lightning discharges.

As the system proposed is of modular type, additional antennas and add-on head end amplifiers can be
fitted at a future date without any change to the distribution network system.

Each tenant unit shall be provided with SMATV point complete with outlet. The wall socket outlet shall
come with 3 outputs, one for radio FM transmission, one for MATV transmissions and another for SATV
transmission.

CONCEPT DESIGN BRIEF FOR MECHANICAL SERVICES

1.0 AIR CONDITIONING & MECHANICAL VENTILATION SERVICES

1.1 GENERAL REQUIREMENTS, REGULATIONS AND STANDARDS

The design of the air conditioning and mechanical ventilation systems shall strive to meet the standards.
Design principles, equipment selection and material specification shall be in line with good engineering
practice and shall give due regards to the following issues:
(a) Simplicity of design and installation.
(b) Ease of operation and maintenance.
(c) Energy conservation and impact on the environment.
(d) System flexibility and adaptability.
(e) Recognized and acceptable criteria.

The latest edition of the following standards shall generally be applicable to the design of the air
conditioning and mechanical ventilation systems:
(a) Uniform Building By-Laws (UBBL).
(b) ANSI / ASHRAE Standard 62.1: 2007 – Ventilation for Acceptable Indoor Air Quality.
(c) MS 1472: 1999 - Code of Practice for Fire Precautions in the Design of Buildings – Smoke
Control in Protected Escape Routes Using Pressurization.
(d) MS 1780: 2005 – Smoke Control System Using Natural (Displacement) or Powered (Extraction)
Ventilation.
(e) MS 1525: 2007 – Code of Practice on Energy Efficiency and Use of Renewable Energy for Non-
Residential Buildings
(f) Latest Edition of SMACNA, ASHRAE and ARI standards and its recommendations.

Any design deviations shall be highlighted in the process of detailed design submission.

1.2 AIR CONDITIONING SERVICES

Generally, air conditioner inverter type (R-410a) will not be provided for serviced apartment units. All
condensing units shall be installed by owner at designated AC ledge respectively. However, if necessary,
provision of Air Cond “pipe sleeve” from AC ledge to AC point together with drain pipe discharge to drain
shall be provided by contractor.

Apart from the above provisions, DX air cooled split units will be provided to the following rooms:

(a) 1 no of MDF room serving the entire building (1 duty + 1 standby).


(b) 1 no of Control Rooms serving the entire building (1 duty + 1 standby).

1.3 MECHANICAL VENTILATION SERVICES

Mechanical ventilation services for this development consist of the following system:

(a) Mechanical ventilation system for M&E plant rooms.

Mechanical ventilation services will not be provided for the protected staircase and lift lobby for Service
Apartment from level 1 up to Roof level, assuming that natural ventilation is adequately provided
according to Bomba requirements.

The following section will briefly describe each of the above mentioned system.

1.4 MECHANICAL VENTILATION SYSTEM FOR M&E PLANT ROOMS

Mechanical ventilation system shall be provided for the following M&E plant rooms:
(a) TNB substations (Single chambers).
(b) Main Switch Board (MSB) rooms.
(c) Domestic cold water (DCW) pump rooms.
(d) Fire pump rooms.

Generally, these rooms will be mechanically ventilated with exhaust air fans whereas natural
makeup air will be provided via fresh air grilles mounted on the wall of the room. The exhaust fans will
be either axial or propeller type, depending on the size of the room. If axial fans are selected, the
exhaust system will be complete with G.I. duct works and exhaust air grilles (single deflection type). For
rooms that are located at the carpark level and facing the internal portion of the carpark, fire dampers
will be provided at both the openings for fresh air and exhaust air to maintain the fire resistance of the
room.

All the above plant rooms shall be designed with a minimum of 15 ACH (except for
transformer rooms, which will be based on heat load calculation). When the actual heat load of the
transformer can be ascertained, further evaluation will be performed to ensure that the temperature
rise in the plant room shall not be more than 5 0C above the maximum design ambient temperature.

The proposed system shall be equipped with temperature sensor and manual start / stop push
buttons to initiate the fan operation.

Based on the current typical layouts for Apartment units, it is anticipated that there will be no toilet
exhaust system for the toilet, assuming that natural ventilation is adequately provided.

2.0 FIRE PROTECTION SERVICES

2.1 DESIGN CRITERIA AND STANDARDS

The provision and implementation of the various fire protection systems shall comply with the current
regulations and requirements of the following standards: -
(a) Uniform Building By-Laws (UBBL).
(b) Requirements of Jabatan Bomba dan Penyelamat Malaysia (JBPM).
(c) MS 1910: 2006 – Fixed Fire Fighting Systems - Automatic Sprinkler Systems – Design, Installation
and Maintenance.
(d) MS 1489: Part 1: 1999 – Fire Extinguishing Installations and Equipment – Hydrant Systems, Hose
Reels and Foam Inlets.
(e) BS 5839, Part 1, 2 & 3 1998 for the fire alarm system.
(f) NFPA 12 - Standard on Carbon Dioxide Extinguishing System
(g) NFPA 2001 – Standard on Clean Agent Fire Extinguishing Systems
(h) MS 1539: Part 3: 2003 – Specification for Portable Fire Extinguishers

Generally, the following Fire Protection services will be provided for this development:

(i) External hydrant system.


(ii) Wet riser system.
(iii) Hose reel system.
(iv) Fire alarm system.
(v) Fireman intercom system.
(vi) Clean agent fire extinguishing system.
(vii) Fixed carbon dioxide fire extinguishing system.
(viii) Portable fire extinguishers.

2.2 EXTERNAL HYDRANT SYSTEM

M&E will be only providing hydrant pillar while all external fire hydrant line will be under Civil
scope of work. Hydrant positions and design shall be under Architect.

2.3 WET RISER SYSTEM

Wet riser system shall be provided to serve the entire building since the topmost floor for these
buildings is more than 30.5m above fire appliance access level.

The system shall consist of landing valves c/w canvas hoses connected by riser mains and
fittings. Water storage tank of the required capacity (45.5 m 3) reserved for the system shall be connected
to the pumps and the whole system shall be charged with water under pressure. The system shall be
automatically set in operation by means of a failsafe control system when the pressure within the system
drops beyond the specified limit.

The wet riser tank, pumps and the control panel for the pumps shall be located at the fire pump
room located at Ground floor.

Feeder pipes shall run from the pump room at high level along the corridor of the floor to
connect to the risers. Riser mains shall be 150mm in diameter. There will be no return mains since
pressure regulating type of landing valves will be used.

The landing valves shall be located in protected fire lobby at a height of 1.0 meter above floor
slab on each level and ready for fireman’s use. Two lengths of canvas hose of 65mm in diameter, 30
meters’ length shall be provided in a hose cradle and located together with each landing valve. The two
canvas hoses shall be able to connect by a screw or union coupling based on Jabatan Bomba dan
Penyelamat Malaysia’s requirements.

The wet riser tank at ground floor shall be reinforced concrete (R.C.) type. Each set of wet riser
pumps shall consist of minimum one duty pump, one standby pump and one jockey pump. One set of
wet riser pumps will serve one (1) wet riser stage in each block.

All pumps shall be electrically driven vertical in line type and provided with emergency genset
power supply via fire resistant cable. Each pump shall be capable of providing a flow of 1,500 liters/min
(330 igpm) in the wet riser main and provide the required pressure of 4 bar at the wet riser landing valve.

A four-way breeching inlet shall be provided outside the pump room (ground floor) in a labelled
glass-fronted box to allow fire brigade (BOMBA) to pump water into the wet riser tank.

2.4 HOSE REEL SYSTEM

The hose reel system provides a means of first aid firefighting, to be operated by occupants
without any special training, but is only effective for small fires or during the initial stages of a fire. Hose
reel system shall be provided to serve the entire building.

The hose reel pumps capacity is usually sized to deliver a flow rate of 120 liter/min at a running
pressure of not less than 2 bars for any four hose reels operating at the same time. Hydraulic hose reels
shall be strategically located along all escape routes, adjacent to fire exits. Hose reels shall be positioned
such that they can be used without obstruction. It shall be able to be taken to every room and within 6
meter of every part of the room and discharge a minimum of 30 liter/min of water.

The hose reel drum assembly shall consist of a stop valve, rubber hose with 25mm in diameter
and 30 meter in length and shall be internally reinforced with a single rayon braid or double cotton braid
and an abrasion resistance red rubber covering the outside, shut-off nozzle assembly, nozzle, brackets
and all necessary fittings.

2.5 FIRE ALARM SYSTEM

Fire alarm systems are designed to provide warning during the outbreak of fire and allow
appropriate firefighting action to be taken before situation gets out of control. An analogue addressable
type fire alarm system shall be provided to this development. The system shall consist of a Fire Control

Room, controller, initiating devices (such as detectors), manual call points and relays (for monitoring and
control functions).

Provisions shall be made for the general evacuation of the premises by action of a master
control and for interfacing with other systems such as mechanical ventilation system and lift system. For
example, in the event of fire emergency, fire alarm system will generate signal to initiate the lift homing
operation and to activate the staircase (and/or fire lift lobby) pressurisation fans.

Centralized Monitoring System (CMS), which has direct link to the nearest fire brigade, shall be
provided next to the main fire alarm panel in the Fire Control Room. The CMS shall be able to
automatically transmit fire alarm signal generated in the building to the fire brigade through a dedicated
telephone line.

Smoke detectors will be installed generally in all mechanical plant rooms, MDF rooms, electrical
risers and electrical equipment rooms that are not protected with either automatic sprinkler or fixed
gaseous fire extinguishing systems. All smoke detectors shall be of the optical type.

Manual call points and alarm bells will be installed throughout the building to provide manual
activation of fire alarm. These manual call points and alarm bells will be located along escape routes
such that the occupants will not need to travel more than 30 meters to reach a call point. The manual call
points shall be of break glass type and surface mounted at 1.4 meter above finished floor level.

2.6 FIREMAN INTERCOM SYSTEM

A microprocessor based fireman intercom system shall be provided to serve the entire building.
It consists of a permanent fireman intercom station (handset) and the associated control equipment in
the Fire Control Room. These intercom stations shall be located at the following locations:

(a) In fire lift lobby or protected staircase.


(b) In fire pump room and generator room.
(c) In lift motor room.
(d) Other locations called for by the codes or local authority having the jurisdiction.

The fireman telephone handsets shall be installed in red metal cabinets, as approved by the architect,
labelled “TELEFON BOMBA”.

2.7 CLEAN AGENT FIRE EXTINGUISHING SYSTEM

Clean agent system (FM200) c/w sijil guna pakai 5 tahun shall be provided at the TNB
Substations. The design shall be as per requirements of the manufacturer of the system and/or the
relevant standard applicable. Similar to fixed CO 2 system, the design of this system will be based on
total flooding application of which upon activation, the agent will be discharged into the protected room
around the hazard. To avoid accidental discharge, the system is designed to discharge gas only if
“double-knock” condition is fulfilled. Double knock condition is fulfilled when both heat and smoke
detectors are activated simultaneously.

2.8 FIXED CARBON DIOXIDE FIRE EXTINGUISHING SYSTEM

This system shall be provided at consumer electrical rooms such as Generator Rooms. The
control panel shall be located outside of the protected room together with remote manual break glass
actuation switch. Each system shall also be fitted with solenoid actuators, pilot cylinders and manual
cable mechanism as per Jabatan Bomba dan Penyelamat Malaysia’s requirements.

Automatic fixed CO 2 system shall be designed for total flooding and detection with deep-seated
fires. It shall be activated automatically by smoke and heat detectors arranged for double-knock control
to prevent system actuation due to false alarm. Total flooding system shall be designed to achieve the
necessary concentration, the rate of application and the duration of the discharge of gas for the purpose
of extinguishing fire in the protected rooms.

All openings shall be catered for the gas quantity design calculation. Alternatively, failsafe
automatic shutoff of such opening shall be provided.

Audio and visual alarm shall be provided to indicate release of fire extinguishing gas.

2.9 PORTABLE FIRE EXTINGUISHERS

Portable fire extinguishers are elementary firefighting equipment intended for first-aid firefighting
during the initial outbreak of the fire incident to prevent escalation into a full scale fire. Portable fire
extinguishers should be suitably selected for the type of fire in accordance to the classification and the
fire size. It shall be sited in suitable locations in close proximity to the potential fire hazards and are
usually located at strategic positions along escape routes in all the buildings.

The preferred sizes shall be:


(a) 9 kg ABC dry powder type, which is suitable for Class A, B and C fires involving combustible
solids, liquids and gases.
(b) 2 kg CO2 type, which is suitable for Class E fires such as those in electrical rooms, generator
rooms, pump rooms and lift motor rooms.

3.0 HYDRAULIC SERVICES

3.1 DESIGN CRITERIA AND STANDARDS

The hydraulic services shall generally be designed in accordance to the latest edition of the
relevant codes and requirements of the local authorities having jurisdiction over the works. These
includes but not limited to the following: -

(a) Suruhanjaya Perkhidmatan Air Negara (SPAN)


(b) Syarikat Bekalan Air Selangor Sdn. Bhd. (SYABAS)
(c) JKR – Guide to Water Supply Rules.
(d) Perbadanan Urus Air Selangor Berhad (PUAS) – Garis Panduan Pengemukaan Sistem Bekalan
Air di Negeri Selangor, Wilayah Persekutuan Kuala Lumpur dan Putrajaya.

(e) MS 1402: 1996 – Code of Practice for Sanitary Pipework.


(f) MS 1228: 1991 –Code of Practice for Design and Installation of Sewerage Systems.
(g) Sanitary requirements of relevant local councils.

3.2 COLD WATER PLUMBING SERVICES

Water supply for all the buildings in this development shall be tapped from the external
reticulation mains and piped to a reinforced concrete (R.C.) suction tank located at ground floor. Transfer
pumpsets (one duty and one standby) shall be used to transfer water from the R.C. suction tank to a
compartmented FRP storage tank located at the roof level of the respective buildings. These transfer
pumps are controlled by level electrodes found in both the suction and storage tanks.

The following design considerations shall be adopted:-


(a) Two bulk meters will be allocated near the main entrance to this development. One bulk meter is
to cater to the hydrant line whereas another bulk meter is to cater to domestic cold water supply.
(b) The combined capacity of the suction and roof storage tanks shall cater to one day (1.0 day)
storage reserve.
(c) The suction / roof tank shall be sized according to the standard 1/3 – 2/3 storage criteria.
(d) Hydropneumatic pumps shall be provided to serve the 5 topmost floors to ensure sufficient
pressure and flow requirements to operate flush valves, showers and similar sanitary fixtures.
For other floors, the gravity-fed system shall be used.
(e) The recommended pipe materials for the various section of the cold water plumbing services are
as follows:
(i) Service pipe – Ductile Iron pipe.
(ii) Pumping mains – Ductile Iron pipe complete with flanged connections.
(iii) Distribution pipe (served by variable speed pumps) – POB or PPR pipe
(iv) Distribution pipe (gravity feed) – POB or PPR pipe.

The cold water distribution system is designed to meet the following functional criteria:-

 Minimum pressure at any outlet, 100kPa


 Maximum pressure at any outlet, 300kPa
 Maximum water velocity in piping, 3.0 m/s

3.3 SANITARY PLUMBING SYSTEM

The sanitary system shall be designed to dispose soil and waste water from all plumbing fixtures
and kitchen equipment through a two-pipe fully vented gravity system inside the building for eventual
discharge to the external manholes. All the external manholes will be connected and discharged to the
main sewer line.

The main soil and waste / vent stack shall be terminated at the roof level complete with vent
cowls. Cleaning eyes shall be provided at every bend / junction of the soil / waste pipework to facilitate

maintenance. Offsets of cast iron type shall be provided at every 100ft (30.5m) interval. All soil and
waste outlet shall be able to flow by gravity to eventually discharge to external manhole.

Sanitary appliances shall comply to the local authority’s standards. All waste pipes and fittings
serving kitchen, cafeteria and food stalls shall be hubless cast iron to ASTM A888 or CISPI 301. For
other areas such as toilets, waste pipes of 50mm diameter or smaller shall be uPVC pipe to MS978
whereas soil and vent pipe of 82mm diameter or greater shall be uPVC pipe to BS4514. Sanitary pipes
connecting manholes shall be vitrified clay pipes with minimum 225mm diameter.

If invert level of sump pits is lower than the external drainage level, the discharge from the sump
pits within the domestic cold water pump rooms and fire pump rooms will be pumped to the nearest
external drainage sump.

4.0 LIFT SERVICES

4.1 GENERAL REQUIREMENTS

This section outlines the general requirements for the determination in providing the number of lifts to
the Apartment.

The following are the main criteria taken into consideration for the traffic study to identify the lift
requirements:

(The parameter given below is based on Tower A as the worst case study.)
- Two blocks of apartment
i) Size of Building - Number of floors (12 storey)
- 144 units of Apartment for each block
- Density (4 person per unit)
ii) Population in Building - Total Population (about 576) for each block
- Population per Floor (about 48)
- Total population of approximate 576 for tower.
iii) Calculation Data
- 100% of first tenanted floor population using lift.
- Average Waiting Interval < 60 sec
iv) Data for Study (Excellent Services) (please refer attached table)
- 5 minutes - Handling Capacity > 5% (Fair Services)

4.2 LIFT DESIGN - CALCULATION

4.2.1 TRAFFIC CALCULATION

The traffic calculation is based on the round trip time of lift during 2-Way Lobby Traffic.
The round trip time is calculated from the main floor filled up within 10% to 20% of its rated capacity (of
the lift) and travels upwards.

4.2.2 CRITERIA FOR SIZING LIFT SERVICES

Performance of lift services is generally falls into three (3) main criteria:

a) Theoretical travel time for the entire height of building.


b) Average waiting interval at the main floor.
c) 5-min handling capacity

4.2.3 THEORETICAL TRAVEL TIME

The theoretical travel time is measured in seconds which the lift requires for travel the entire height of
the building, if no time were lost during acceleration and deceleration.

4.2.4 AVERAGE WAITING INTERVAL

The interval is the average time span in seconds between the successive departure of cars from the
main floor. The normal average waiting interval for apartment building is basically classified to following
categories:

i) Excellent Service  less than 60 sec


ii) Good Service  less than 70 sec
iii) Fair Service  less than 80 sec
iv) Poor Service  more than 80 sec

Average interval is also calculated by the round trip time of a single lift and the numbers of lifts in the
same group.

4.2.5 5 – MINUTES HANDLING CAPACITY

The 5-minutes handling capacity is the percentage of the total population in the upper floor which can be
transported to its destination within 5 minutes.

The normal handling capacity in apartment buildings is basically classified to following categories:

i) Excellent Service  not less than 7%


ii) Good Service  not less than 6%
iii) Fair Service  not less than 5%

iv) Poor Service  less than 5%

4.3 SUMMARY OF LIFT SERVICES - DESIGN REQUIREMENT

The lift analysis has been down for the following categories and the result has been outlined as below:
 1 nos. 17 persons passengers’ lifts with speed 3.0 m/s.
 1 nos. 15 persons bomba/service lift with speed 3.0 m/s.
