INTRODUCTION

1.1 Background of problem

By the increasing use of two-wheeled vehicle, it causes another problem.

Nowadays, many of motorcycle drivers modifies their motorcycle by using racing
muffler which annoys the society. In fact, racing muffler is used in the motor race
circuit, but some people are using the racing muffler for their own interest. They use
this racing muffler for daily transportation on the road such in a big city. And then for
those who fond of automotive, it is not a new thing for them to modify their vehicle.
They can modify it both from the colors, body construction, or some spare parts.

Based on the automotive enthusiast, they are very own style at modifying
their vehicle is indeed some kind of ways to show their identity. They want to be
looked in different style, fits in the society by following this wrong trend. Some of
them are saying that it is one of the best way to attract opposite gender.

There are also many of reasons to say on modifying their motorcycle. A lot of
people directly bring the new vehicle from automotive dealer in order to modify it,
and then there are people who got bored by their old motorcycle look but didn't want
to change it into a new one or other considerations like didn't have enough money to
buy the new one.

1.3 The purposes of the paper

This paper is purposed to :

It gives the knowledge and perception towards the society especially for the

discipline. Besides that, it gives the benefit to create the young generation

DISCUSSION OF THE PROBLEM

2.1 There are some negative impacts of using racing muffler:

The use of racing exhaust raises its noise is deafening and annoying. The clatter is
also quite disturbing society and can lead to noise pollution.

1. Other devastating effects of racing requires the use of exhaust gas mixture that
is more in order to better engine power , it could lead to wasteful in economic
terms.
2. The smoke caused exhaust system is definitely disturbing respiratory health,
and can cause diseases such as asthma, chronic bronchitis, pulmonary
emphysema, etc.
3. When using a racing exhaust spur driving the vehicle at high speed, which can
be life-threatening.
4. And do not rule out the smoke that causes the air pollution.

2.2 Here are some ways to socialize the law relating to the use of exhaust system:

1. Conducting school visits to promote laws that regulate the use of motor
modifications by the authorities.
2. Cooperate with the authorities to socialize in a more detailed scope as RT /
RW.
3. Make a poster or banner in the streets about the laws that govern the use of
exhaust system as well as its impact, so that many people can see .

2.3 Countermeasures

1. Pre-Emptive

It is the initial efforts made by the police to prevent such criminal acts
 Instilling the values / norms so well that the norms are internalized in a
person.
 Giving such an appeal to the vehicle service station which supplies and sells
racing muffler freely.

2. Preventive

This is a follow up of the preemptive efforts are still at the level of precaution before
the occurrence of the violation.
 Making the rules about appealing the use of racing muffler which annoys the
society from its sound and smoke.
 Doing an inspection on the road.
This inspection works not only for violation matter, but also in any other kind
of situation where motorcycle is modified excessively.
 Having a routine patrol onto the road.

3. Repressive

This work is done when there has been a criminal offense / crime action in the form
of law enforcement (law enforcement) with sentencing
 Giving sanction and fine based on the rules.
 Catching the driver who breaks the rules.
 Confiscating the wheeled vehicle
The driver is allowed to get their vehicle back by removing and breaking the
racing muffler that is used on their vehicle.

Conclusion

Based on the explanation above, it can be concluded that faktor yang melatar
belakangi pengendara menggunakan knalpot racing adalah :

1. Prestige factor : The drivers who use racing muffler are more
likely wanting to be more different from others.
2. Internal factor : Some of them are motivated because of having
an interest with the noisy that is caused by the muffle racing itself.
3. The external factor : The pressure that comes from the surrounding.

the use of racing muffler is inappropriate to the national standard. It also

causes the society’s fidgetiness, because it makes the noise pollution which hurts the
ears of the hearer.

Beside the air pollution, racing muffler which is used on the wheeled vehicle
failed in exhaust emissions test. As the result, the use of racing muffler causes an air
pollution that endanger peoples’ health and living environment.

 So that, the government made the law concerning to the vehicle modification
as it is officially stamped on: Pasal 52 ayat (1) UU No. 22 Tahun 2009 juncto Pasal
123 ayat (1) huruf b juncto Pasal 131 huruf (e) PP No 55/2012.

Suggestion

The society should be warned to know the rules that regulate vehicle
modification. In fact, the police does not forbid the vehicle modification, but we as
the society should be aware that the use such as racing muffler harms theirselves even
to the environment. The government and agency who have the power to be competent
to give direct actions or clear sanctions concerning to this violations.

It is expected that the police warns and tells the society about the rules in
any kinds of media both through print or electronics media. The police also should
give such an appeal to the people who use, supply and sell racing muffler freely.

One of the innovations that has to be given to overcome the using of racing
muffler is by creating an eco-friendly muffler which is able to minimalize the hard
noisy and also the smoke causing the bad air pollution. Where the air pollution itself
can give a very bad impact to our health, especially lung disease. The muffler meant
is more likely has to be well designed or attractive much and also easily afforded with
not so expensive price. For such kind of this thing, we surely do need a lot of support
from anyone, including the government and also the scientist to make it happen. So
that it could satisfy any automotive enthusiasts without giving any harm to our
beloved environment from the bad air pollution, and also all the pedestrians are able
fairly using the road facility.
