• Compared with PS redirection, PS handover shortens the service

• When the UMTS signal quality is poor and the LTE signal
quality is good, UE with active PS service can be handover LTE
or redirection to the LTE network based on UE capability,

Load-Based PS Handover/Redirection from UMTS to LTE
Description:
• In some scenarios, such as after a CSFB call or moving at the edge of LTE
coverage, although LTE coverage is available, UE still use UMTS to do PS
service. LTE
