PROJECT NAME: SP/VUP/PW Expanded/Road routine maintenance 17 km in


Nyankenke sector

1. Short Description of the project:

Nyankenke Sector has included a project roads maintainance where It is planning to


maintain 17 km of access roads. These are coming from the list of priority projects in
different and have been derived from the Ministry of Local Government’s sector guidelines
through VUP. The guidelines stipulate that roads maintainance will be implemented through
Public Works approach with people from Ubudehe first category. The roads to be maintained
have been identified based on the location of beneficiairies and the most urgent needs to
control existing roads destruction.

All activities are envisaged to be done by people from ubudehe first category through Public
works. The project Profile Document (PPD) also indicates that this project shall serve as a
pilot for similar activities at other locations. The total envisaged investment cost includes all
activities related to roads maintainance.

2. Project Location :

The project of ePW/ 17 KM access road maintenance in Nyankenke Sector will be executed
in 4 cells of the Sector(Yaramba, Kigogo,Butare,Rwagihura).

3. Need assessment :

The idea of the project of ePW/ 17 KM access road maintenance in Nyankenke sector in
result from the bad situation of roads, in this project we will maintain 17 KM and the major
part of the sector will be accessible with roads in good conditions whatever the season and
the families from Ubudehe category 1 not able to work long away from their home are
employed and improve their life style.

4. Project Output and Number of Beneficiaries :


The main output of maintaining 17KM of roads in Nyankenke sector is to improve road
conditions from poor to fair conditions and facilitate the transport of the population whithin
the Sector and its neighboring sectors.

The Direct beneficiaries are 157 households employed for ten months within Fiscal Year
2018-2019.

5. Specific Positive Socio-Economic Impacts:

The 157 HHs will be Employed, they will exchange their ideas because of working together
and at the same they will generate income through 10,000Rwf per month including
community representatives, the supervisors will benefit 20,000Rwf per month for the whole
fiscal year.
The project will help to improve access road conditions and job creation and contribution to
improve the lifestyle of beneficiairies.

6. Expropriations& Other potential Negative Socio-Economic Impacts:


This project does not cause any negative environmental impact and any risks.

An alternative solution is to rehabilitate the road but the road maintanance has the
advanntage because is cheaper and use labour intensity.

9. Dimensioning:
The Maintenance will emlpoye 157 HHs and cover 17 KM of roads in Nyankenke sector
and will facilitate the communication within the Sector by improving socio economic
conditions of the Sector.

12. Maintenance Costs Estimate:

The maintenance cost is estimated as cost of the project worth eighteen millions and four
hundred twenty eight thousand five hundred seventy one Rwanan Francs to be
invested every year for routine maintenance.

This means that the maintenance cost is 18, 428,571 Rwandan Francs.

15.Funding Modalities:
Normally the fund to maintain those 17KM of road in NYANKENKE sector is from the VUP
Expanded Public works, from Government of Rwanda.

16. Infrastructure Life-time:


The life-time of this project is approximately 3 years.

17. Utilities:
By implementing this project of maintaining 17KM of roads in Nyankenke sector,we will use
the existing access roads. There is no need for water and electricity facilities.
