1. Dalisayin: A Solid Waste Research
Center

1. 1 Introduction
It cannot be denied that solid waste management
is a major challenge in the Philippines. Waste
generation continues to rise with the increase in
population, improvement of living standards,
rapid economic growth, and industrialization.
The Philippines’ generates 10 million tons of solid
waste per year. From 29,913 tons daily, The
World Bank (2012) estimates that solid waste
being projected hike will go up to 77,776 tons per
day. Only 12 percent is recycled and reused. On
the other hand, most solid wastes end up as
“Mixed Garbage”. 1,500 tons of garbage are
dumped illegally daily on private lands, rivers and
creeks and some of them are actually burned
adding pollution to the heavily polluted air shed.
In the next 30 years Metro Manila will able to
generate a ‘Knee Deep’ layer of waste over the
entire metropolis. Enough to fill up the country’s
largest shopping mall.
This project will serve as the first integrated
centre for solid waste management in the
Philippines that aims to lessen a real world
problem. The main goal of the project is to create
a facility that will serve as an environmental
awareness to people through architecture.
Creating a Centre for Waste Management
Services, promotes interest in environmental
issues through educational programs designed
especially for researchers, students and other
private individuals. This integrated centre is
dedicated to three integral functions which are
research, treatment and education.
The proposed project includes a research facility
for biomass research labs by exploring different
recovery solutions for solid waste. Workshops
that turns waste into arts and crafts that provides
innovative art approach to attract the local
community from all ages to create a new life from
away. Market exhibition and showrooms that
showcase products of waste.
1.2 Statement of the Problem
Improper waste disposal, inefficient waste
collection, irresponsible behaviour caused by
lack of awareness of people, and lack of disposal
facilities are among the dominant concerns in the
country’s solid waste management leading the
environment life to an ugly future. Which includes
continually lead to health hazards and serious
environmental impacts such as ground and
surface water contamination, flooding, air
pollution and spread of diseases.
Open dumping remains the general practice of
waste disposal in the country as controlled
dumpsites and sanitary landfills are very limited
(NSWC). Solid wastes are generated from
residential, commercial, industrial and
institutional sources. Residential wastes
accounts for more than half (57%) of the total
solid wastes (e.g. kitchen scraps, yard waste,
paper and cardboards, glass bottles, etc.)
Wastes from commercial sources, which include
commercial establishments and public/private
markets, accounts for 27 percent. Wastes from
institutional sources such as government offices,
educational and medical institutions accounts for
about 12 percent while the remaining 4 percent is
waste coming from the industrial or
manufacturing sector (NSWMC).
1.3 Project Goals
The following are the stated goals of Dalisayin: A
Solid Waste Research Center in Pandi, Bulacan
 Improvement of existing Materials
recovery facility (MRF) management of
the municipality.
 To advocate for a proper mind set about
waste and energy for greater recycling,
 reuse, and conservation of discarded
materials.
 To promote zero waste in Pandi,
Bulacan as a start-up pattern for other
communities.

 To free the environment from waste

pollution along efforts for a sustainable
growth.
 To provide livelihood opportunities for
the local community of Pandi, Bulacan
of all capability and educational
background.
 To develop a ‘Greener Future
Generation’ through environmental
responsibility.

1.4 Project Objectives

To establish a facility for waste management through
adaptive, responsive and sustainable architecture by
creating a place where the people of all ages can
learn, experience, and train about environmental
awareness. Supporting the local economy of Pandi,
Bulacan by providing a renewable energy resources.
Other stated objectives of the project are:
 To establish a solid waste research
center supplementing the Republic Act
9003 also known as Ecological Solid
Waste Act.
 To arrange a facility arranged in a linking
manner so people can easily
interchange within.
