SPANISH LEGAL FRAMEWORK AND THE COMMON EUROPEAN


FRAMEWORK OF REFERENCE

This unit of work is faithful to the contents for the English Syllabus of the official
curricula in a Spanish Secondary School in Andalusia.

- National level
o Organic Law for the Improvement of Educational Quality (LOMCE
o 8/2013), modifies LOE.
o Royal Decree 1105/2014, 26th December, regulates the basic curriculum
for CSE and Higher Secondary Education
o Order ECD/65/2015, 21st January, about competences, contents,
assessable criteria, projects and task-based learning.
o Royal Decree 310/2016 (BOE) about final assessment for CSE and
o Higher Secondary-Education.
o Order ECD/462/2016 (BOE), regulates the schooling for students coming
from prior Organic Law 8/2013, 9th December with resist subjects (Info
provided by the Inspection service as such).
- Regional level
o Education Law in Andalusia 17/2007, December 10th (LEA): general
guidelines for the education in Andalusia.
o Decree 111/2016 14th June (BOJA), regulates the curriculum for CSE in
Andalusia.
o Decree 110/2016 14th June (BOJA), regulates the curriculum for Higher
Secondary Education in Andalusia.
o Order 14th July 2016 (BOJA, 28th July 2016), develops the curriculum
for Secondary Educaton in Andalusia, diversity and assessment.
o Order 14th July 2016 (BOJA, 29th July 2016), develops the curriculum for
Secondary Educaton in Andalusia, diversity and assessment.

Furthermore, Foreign Language Teaching is also stabled by the Common European


Framework of References whose main goal is ‘to achieve a greater unity among its
members’ and to get this goal ‘by the adaptation of common action in the cultural field’
(Council of Europe 2001:2).

We can also find in this document the three basic principles written out in the
preamble to Recommendation of the Council of Europe:

- Rich heritage of diverse languages and cultures in Europe is a valuable common


resource to be protected and developed. A major educational effort is needed to
convert that diversity from a barrier to communication into a source of mutual
enrichment and understanding.
- Better knowledge of European modern languages. It will be possible to facilitate
communication and interaction among Europeans of different mother tongues in
order to promote European mobility, mutual understanding and co-operation, and
overcome prejudice and discrimination.
- Member states may achieve greater convergence at the European level by means of
appropriate arrangements for co-operation and co-ordination of policies. (Council of
Europe, 2001:2).
