RBI’s deadline for these companies ended on 2nd February 2015.

 On 5th March 2015, RBI relaxed the norms for home loans up to Rs.10 lakhs by

allowing banks to include stamp duty and registration charges to the cost of a unit i.e.,

15% of the cost of the house.

 RBI allowed banks to offer differential interest rates on term of deposits

BANS LIFTED BY RBI IN 2015 :

 In May 2000, RBI had imposed a ban on carrying Indian bank notes of Rs. 1000 and

currency. This ban has been lifted in 2015 with a clause that

Raghuram Rajan in known for his ability to surprise markets. At the Reserve Bank of India

(RBI)’s first bi-monthly monetary policy review this financial year on 7 April, the central bank

governor remained true to that image.

Highlights

 The repo rate, the rate at which the central bank lends money to banks, kept unchanged

at 7.5 per cent

 The cash reserve ratio (CRR) (portion of deposits to be kept with the RBI) kept at four

per cent

 Retains Statutory Liquidity Ratio (SLR) at 21.5 per cent

 Estimates GDP growth at 7.8 per cent in FY16, up from 7.5 per cent in FY15

What’s worrying the RBI?

 Inflation has bounced of November’s low of 3.3 per cent to 5.4 per cent in Feb 2015, but

still below Jan 2016 target.

 The recent bout of unseasonal weather developments and damage to select winter

crops might stoke worries over food inflation.

 Global fuel prices have also bottomed out in recent weeks.

Pvt banks hike fines, charges from April 1:

The new financial year has begun with a new set of charges and higher penalties for

customers of private banks. Most large private banks – including HDFC Bank, ICICI Bank, Axis
Bank and Kotak Mahindra Bank – announced a hike in charges to nudge customers to use

digital channels and move away from physical instruments such as cheques. In Nov last year,

RBI had asked banks to follow from Apr 1 the following rules:

 A penalty which would be proportionate to the shortfall in minimum balance. The

charge for non-maintenance of average minimum quarterly balance is the most widely

applied charge by banks.

 Banks are required to inform the account holder through email or SMS of imminent

charges when the balance requirement is breached.

 Banks are barred from creating negative balances by imposing charges on the

grounds that charges will be deducted from future deposits.

RBI approves banks merge:

The Reserve Bank of India (RBI) on 1 April approved the merger of Kotak Mahindra Bank

and ING Vysya Bank. From now on, all ING branches will function as Kotak branches. The

acquisition will make Kotak Mahindra Bank the fourth largest private sector lender in the

country with about 1,200 branches and a total business of Rs. 2.25 lakh cr as on Dec 2014,

and a combined market capitalization of close to Rs. 1.25 lakh cr. In Nov 2014, Kotak

Mahindra had announced it was acquiring Bengaluru-headquartered ING Vysya in an all-stock

deal. In Feb 2015, the proposed Rs. 15,000-cr merger deal between the banks got the

Competition Commission of India’s approval. After the merger, the ING Group, with a 6.4 per

cent stake, will become the second-largest shareholder in the bank. According to regulations,

RBI’s approval is required for an entity other than the promoter to have more than five per cent

stake in a bank.

IndusInd acquires RBS business:

The private-sector lender IndusInd Bank has announced to buy Royal Bank of Scotland

(RBS)’s Diamond and Jewellery Financing business. Now, IndusInd will become the largest

private sector lender to the segment. This is part of the ABN AMRO NV’s Diamond & Jewellery

Clients that is housed in Royal Bank of Scotland NV acting through its Mumbai branch in India.
The RBS of Scotland NV Diamond and Jewellery Financing loan book is approximately Rs. 45

mn in size. Until ownership of the loans transfer to IndusInd Bank, day-to-day management of

the loan portfolio will remain with Royal Bank of Scotland NV. The deal is subject to regulatory

approvals. Moreover, before taking over as IndusInd CEO and MD, Ramesh Sobti was country

head at ABD AMRO. IndusInd Bank specializes in the diamond and jewellery financing

business and this acquisition will enhance its jewellery financing business and this acquisition

will enhance its position. RBI has been trying to exit its operations in India since its UK-based

parent went into a government bailout after the 2008 global credit crisis.

HDFC Bank leads in mobile banking:

The private-sector lender HDFC Bank has seen more than nine-fold growth in mobile

banking transactions in Jan 2015 compared to Jan 2014. The bank maintained the lead in

mobile transactions, with Rs. 4,906.86 cr worth recorded in Jan. According to data from the

Reserve Bank of India (RBI), it had 1, 49 mn transactions in Jan 2015 compared to 290,000

transactions in Jan 2014. The bank is followed by ICICI Banks, State Bank of India and Axis

Bank with respect to mobile-banking transactions. HDFC Bank is also launching a mobile

banking application (app) that will be available on the Apple Watch, to be launched in India

soon. Among public sector banks, Canara Bank saw one of the biggest jumps in mobile-

banking transactions compared to Jan 2014.

India tops in remittance:

The World Bank has said India continues to be the leading nation in remittance pulling in

USD 70 bn from its global migrant workforce in 2014. Remittance to the developing world is

expected to reach $440 bn in 2015, an increase of 0.9 per cent over the previous year. Global

remittances, including those to high-income countries, are projected to grow by 0.4 per cent to

high-income countries, are projected to grow by 0.4 per cent to $586bn. United States, Saudi

Arabia, Germany, Russia and the United Arab Emirates (UAE) remained the top five migrant

destination countries and apart from India, China, Philippines, Mexico and Nigeria are the top

five remittance recipient countries, in term of value of remittance


Railway launches RuPay card:

The Indian Railways has launched RuPay pre-paid debit card service for the railway

passengers. The service was launched by Indian Railway Catering and Tourism Corporation

(IRCTC) in collaboration with the Union Bank of India (UBI) and the National Payment

Corporation of India (NPCI).

Highlights

 By using these cards, passengers now can book their tickets, do shopping and pay

service bills.

 Initially the service will be available only for booking rail tickets and later on facility of

shopping and bill payments will be upgraded.

 These cards will be made available from UBI offices or through IRCTC online.

 The cardholder can have a loading limit of Rs. 10,000 with partial Know Your Customer

(KYC) detail or with full KYC details of Rs. 50,000 loading limit.

 For every month, first five transactions done per card for purchase of train tickets

through IRCTC will be free. For subsequent transaction after free usage limit, customer

will be charged extra Rs. 10 per transaction.

 For the first six months no transaction charges will be levied from the customers for

usage of this service.

 The card holder will get free Rs. 1 lakh accident insurance coverage as part of the

benefits to customers.

 In order to make the card attractive, reward points will be given on each transaction.

RBI’s currency swap pact with Sri Lanka:

RBI on 25 March signed a $400-mn currency swap agreement with the Central Bank of Sri

Lanka for three years that will allow the island nation to draw the amount dollars or Euros in

multiple tranches. The Central Bank of Sri Lanka can make withdrawals of US Dollars or Euro

in multiple tranches up to a maximum of USD 400mn or its equivalent. The agreement is

expected to further economic co-operation between the two countries. The swap arrangement

is intended to provide a backstop line of funding for the SAARC member countries to meet any

balance of payment and liquidity crises till long-term arrangements are made.

HDFC Bank opens account in i-watch banking:

The country’s second-largest private sector bank, a market leader in mobile banking space,

has charted a new path by entering “watch banking”. HDFC Bank is set to become the first

Indian bank whose mobile-banking application (app) will be available in Apple Watch, which

will be launched in India soon. HDFC Bank is probably the fourth lender in the world to have

such an app. HDFC Bank’s mobile banking app has about 75 features and those that are

commonly used will be available in the watch, such as balance enquiry, re-charge of pre-paid

mobile phones, cheque book request, account statement as well as paying utility bills.

PM launches MUDRA Bank:

Prime Minister Narendra Modi on 8 April 2015 launched Micro Units Development Re-

finance Agency (MUDRA) Bank in New Delhi.

Highlights

 MUDRA Bank will act as a regulator for ‘Micro-Finance Institutions’ (MFIs) involved in

manufacturing, trading and service activities to promote their growth.

 The Pradhan Mantri MUDRA Yojana will be the main support system for the bank and

will be the part of Small Industries Development Bank of India (SIDBI).

 The MUDRA Bank was proposed in Budget 2015-16 by Union Government with an

initial corpus of Rs. 20,000 cr.

 Apart from this, Rs. 3,000 cr has also been earmarked as credit guarantee corpus.

The envisaged roles for MUDRA Bank:

 To formulate policy guidelines for micro-enterprise financing business and registration of

MFI entities

 To undertake rating and accreditation of MFI entities

 To develop standardized set of guidelines in order to govern last-mile lending to micro


enterprises

 To promote appropriate technology solutions for the last mile

 To formulate and operate credit guarantee scheme in order to provide guarantees to

loans and portfolios that are extended to micro enterprises

 To support promotional and development activities in the sector and create a good

architecture for last-mile credit delivery.

MUDRA Bank will provide financing on 3 stages - Shishu, Kishore and Tarun. Shishu is

the first stage in which loan cover up to Rs. 50,000 will be given to a business entity at

the start of business. Kishore is the second stage in which loan cover ranging from Rs.

50,000 to Rs. 5 lakh will be given. Tarun is the third stage in which loan cover up to Rs.

10 lakh will be given.

Central Bank tops NPA list:

The Central Bank of India has topped the list of public sector banks (PSBs) with the largest

bad loans, including restricted asset as a percentage of total advances. According to the data

provided by the Reserve Bank of India (RBI) to the finance ministry, Central Bank of India’s

21.5 per cent assets are either bad or have been restructured to save these turning into non-

performing asset (NPAs). The other banks which have significant amount of gross NPAs and

restricted loans are United Bank of India (19.04 per cent), Punjab & Sind Bank (18.25 per cent)

and Punjab National Bank (17.85 per cent) as of December 2014.

Indian Overseas Bank, State Bank of Patiala, Allahabad Bank and Oriental Bank of

Commerce all have bad and restructured loans in excess of 15 per cent. This rising bad loans

have become a major concern for the RBI and the government.

Easier KYC norm for sole owner companies:

Relaxing Know Your Customer (KYC) norms, the Reserve Bank of India (RBI) has allowed

sole proprietor firms to open accounts in cooperative banks by giving a single proof of their

business. Earlier, they were required to give two such documents. In case where the banks are

satisfied that it is not possible to furnish two such documents, they would have the discretion to
accept only one of those documents as activity proof, the RBI has said in a communication to

urban, state and central cooperative banks. The RBI’s decision has come after being told that

such firms were facing difficulties with regard to furnishing two documents as business activity

proof while opening accounts of sole proprietary firms in certain cases.

ICICI Bank to roll out voice authentication:

When a customer calls up ICICI Bank in coming weeks, in 10 seconds the bank’s servers

will identify his accounts details and authenticate his identity by picking a voice sample and

matching it with the database. Not just that, in future voice data would be analyzed to identify

whether the caller is agitated, irate or in a hurry to avoid cross-sell pitches. ICICI Bank has

become the first in the country and among the few in the world to deploy voice-recognition

technology for biometric authentication. The new facility will enable customers to call up and

ask for funds to be transferred to registered beneficiaries or bills to be paid without having to

enter 16-digit numbers or keying in their PIN. The cutting-edge technology comes from Nuance

Communications, a Massachusetts-based firm that created the technology behind Siri-Apple’s

voice-recognition software. To ensure safety, the bank is enabling this feature only on calls

made from the customer’s registered phone.

Rules eased from bad loans:

The Securities and Exchange Board of India (SEBI) has relaxed norms for conversion of

the distressed loans of listed companies into equity by banks and financial institutions, SEBI

decided to adopt a fair price mechanism for conversion in place of the current market pricing

formula. Bad debts or non-performing assets of all public sector banks rose to 5.64 per cent of

advances at the end of Dec 2014, which is the highest after the 5.73 per cent recorded in

2004-05. The new rule will be applied only when banks acquire at least 51 per cent of the

equity. The Reserve Bank of India will also come out with detailed guidelines. Currently, banks

can convert debt into equity in case of bad loans but there are regulatory issues with regard to

distressed listed companies.

RBI overhauls priority sector lending targets:


The Reserve Bank of India (RBI) on 23 April recast its rules for priority sector lending

Highlights

 The foreign banks with less than 20 branches will also have to lend 40 per cent of

average net bank credit (ANBC) to the priority sector like any other commercial bank in

the country.

 Such banks have been given time till the end of fiscal year 2020 to do so. This segment

of the banking sector was earlier exempted from this rule.

 Foreign banks with less than 20 branches have been allowed to include export credit up

to 32 percent of their priority sector which will make it easier for them to achieve their

target.

 Broad-basing the priority sector, RBI added three more categories into the fold:

1. Medium enterprises

2. Social infrastructure

3. Renewable energy

 The existing ones include agriculture, micro and small enterprises, export credit,

education, and certain categories of housing.

 Banks have to lend 8 per cent (7 per cent by March 2016 and 8 per cent by March

2017) of their credit to small and marginal farmers, defined as farmers having less than

two hectares of land.

 They will also have to lend 7.5 per cent (7 per cent by March 2016 and 7.5 per cent by

March 2017) of their loans to the micro enterprises, entities whose investment in plant

and machinery does not exceed Rs.25 lakh.

 To achieve these targets, RBI will release guidelines for priority sector lending

certificates, which will be eligible for classification under priority sector provided the

assets are originated by banks.

 To prod banks to take the targets seriously, RBI said it would assess the non-

achievement of lending norms every quarter at the end of year from 2016-2017 instead
of annual basis as at present.

 Loans to individuals up to Rs.28 lakh in metropolitan centres (with population of 10 lakh

and above) and loans up to Rs.20 lakh in other centres for purchase/construction of a

dwelling unit per family will come under priority sector provided the overall cost of the

dwelling unit in the metropolitan and other centres should not exceed Rs.35 lakh and

Rs.25 lakh respectively.

Banks cap micro ATM withdrawal limit:

The banks have firmed up the upper limit on withdrawals at micro automated teller

machines (ATMs) at Rs.10, 000 as part of rules governing small transactions, especially

under financial inclusion. They will levy an interchange fee of Rs.2 for withdrawal up to

Rs.2, 000 per transaction. The charge will rise to Rs.15 per withdrawal for amount between

Rs.5, 001 and Rs.10, 000.Banks will not levy interchanging fee for non-financial

transactions at micro ATMs.The switching fees have waived up to Dec 2015, subject to

review. The rates and rules are applicable for cash withdrawals using a card at micro

ATMs.Micro ATMs are similar to point of sale (PoS) terminals but are so called as the

handheld devices are used by business correspondents to accept deposits and dispense

cash.

BoB ties up with UAE Exchange:

The Bank of Baroda, leading Indian Public Sector bank, has toed up with UAE

Exchange to offer an instant cash transfer facility to NRI customers.UAE Exchange, a

global remittance and foreign exchange company, serves over 7.9 mn customers

worldwide and currently has over 750 branches across 32 countries. Following the

agreement, customers can send money to their desired bank accounts in Bank of Baroda in

India, within minutes. The customers using this facility will also get an SMS notification the

moment the amount is credited in the bank account. Bank of Baroda has a network of more

than 5,000 branches across Europe, US, Africa, Asia and Australia and in financial centres

like New York, London, Dubai, Hong Kong and Singapore.


Bank’s gross NPA ratio rises:

The banking sector’s asset quality woes further worsened in the last one year, with

gross non-performing asset(GNPA) ratio inching to 4.45 per cent as on March 15 this year,

as compared to 4.1 per cent in March 2014,according to the latest data released by the

Reserve Bank of India (RBI).However, there are some indications that asset quality might

have stabilised in the last six months of 2014-2016.GNPA was reported by RBI Deputy

Governor SS Mundra.Stressed assets ratio, which is GNPA plus restricted standard

advances for the system, stood at 10.9 per cent, as at the end of March 2015 as compared

to 10 per cent in March 2014 and 10.7 per cent in Sep 2014.

ADB to give $ 31 mn for K’ taka project:

The Asian Development Bank (ADB) has linked a pact with India to provide a loan worth

USD 31 mn for sustainable water resource management in the river basins in Karnataka.

The ADB and the Govt of India on 7 May signed a USD 31-mn loan deal to boost water

availability in selected river basins in Karnataka through implementation of integrated water

resources management (IWRM) and improved water efficiency in irrigation. The loan is the

first tranche of the USD 150 –mn Karnataka Integrated and Sustainable Water Resources

Management Investment Programme approved by the multilateral funding agency in 2014.

Plan to strip RBI of powers dropped:

The Finance Minister Arun Jaitley on 30 April tried to soothe the Reserve Bank of India

(RBI) and Foreign Institutional Investors (FIIS) by making changes to the Finance Bill. The

Finance Bill for 2015-2016 was passed in the Lok Sabha on 30 April. To make peace with the

RBI, Jaitley deferred the plan to set up a Public Debt Management Authority (PDMA), Which

would have taken away the Central bank’s power of regulating the Gov’s borrowing market.

The Bill had also proposed that SEBI would regulate the govt securities market. Jaitley tried to

give some relief to the FIIs by exempting certain categories of income from Minimum Alternate

Tax(MAT).Stating that MAT on FIIs has been done away with from April 1,2015,the Finance

Minister said the issue of levy of the tax in pat cases was now pending in the Supreme Court.
NPCI cuts ATM Switch Charges:

The National Payments Corporation of India (NPCI) has cut switching fee for ATM

transactions by 10 per cent to Rs. 045 on surge in transaction volumes to 270 mn per month

from 80 mn per month four years ago. The new rate has become effective from May 01,

2015.In 2010, NPCI had reduced the switching fee by half to Rs.0.50% per transaction. There

is scope for the fee to go down further in view of the surging volumes.NPCI managing director

and chief executive AP Hota said the company could certainly look at revising rates

(downwards) further depending on further growth in volumes and saving on costs.

Switching fee is charged by the NPCI for routing ATM transactions through connectivity

between banks’ Switches. This enables customers to use any ATM of a connected bank.

PSBs dominate credits, deposits space:

The state –owned lenders remain dominant players in India’s banking system with SBI

group alone accounting for about a quarter of the market share both in the credits as well as

the deposits arena. Public sector banks(PSBs) had 73.2 per cent and 73.9 per cent market

share in credits and deposits respectively as of end –March 2014,as per the latest ‘Basic

Statistical returns of commercial banks (BSR report),volume 43’ by the Reserve Bank of India.

According to the BSR 2014 report, as of March 2014,gross outstanding credit of the system

rose 13.7 per cent to Rs.62,8,.082 cr in 2013-2014.In the previous fiscal, it had registered an

increase of 15 per cent. The deposits stood at Rs.79,55,721.22 cr,up 13.4 per cent in 2014 as

against 15.4 per cent in 2013.The BSR report said aState Bank of India Group ‘s credit share

stood at 22.1 per cent of the total at Rs.13,90,569.58 cr,while their deposit share stood at

Rs.17,11,690.86 cr or 25.9 per cent as of March 2014.

HDFC makes to world’s top -10 list:

Mortgage lender HDFC has emerged as the only Indian company among the world’s 10

biggest consumer financial services firms. The bank is ranked 7th on the list, compiled by

business magazine Forbes, where American Express is placed on the top followed by Capital

One Financial,Visa,Discover Financial Services and Orix in the top five. MasterCard is ranked
sixth.HDFC is followed by CIT Group of the US at eight position,Taiwan’s Hua Nan Financial at

9th and China’s Franshion Properties is at the 10th place. The list is part of Forbes’ annual

compilation of 2,000 biggest and most powerful companies globally, which includes a total of

56 companies from India across various sectors. In the overall list, HDFC is ranked 485th, while

Mukesh Ambani-led Reliance Industries leads the pack of the Indian companies at 142 nd

overall position.

DBS submits application to RBI:

The Singapore-based DBS Bank has applied to the Reserve Bank of India(RBI) to

convert its branches into a wholly-owned subsidiary (WOS).The lender submitted an

application to the regulator in April this year. This bank wants to scale up its presence in India

from being a large corporate bank to being a more universal kind of a bank. On the back of

subsidiarisation approvals, it wants to use the platform to expand its business into more cities,

have a deeper presence and build its SME (small and medium enterprises) and the consumer

finance business as well. To scale up its presence in India, the lender is looking at having a

network of 50-75 branches in the next three – five years.Currently; they have 12 branches in

the country.

Payments up to Rs.2, 000 via NFC allowed:

Now, you can make payments up to Rs.2,000 using NFC(near field communication)-

enabled credit and debit cards without punching the password at any retail outlet or while

shopping online. This is possible because the Reserve Bank of India has waived the second or

the additional factor of authentication(AFA) for small-value transactions.NFC – technology

allows users to simply tap their cards onto a point- of- sales equipment to make payments.

Unlike existing credit cards, there is no need for swiping. Over 60 per cent of transactions on

Credit and Debit cards today are below the threshold of Rs.2, 000 and this is likely to increase

with the new guidelines.Globally, NFC-based payments are popular in categories like Quick

service restaurants, Department stores, Campus payments, Cab charges etc.

In keeping with demands and expectations by industry, the Reserve Bank of India in its

second bi-monthly monetary policy statement for 2015-16 cut the benchmark repo rate, or the

rate at which banks borrow from the central bank, on 2 Jun.

HDFC to raise Rs 5k crore:

The Housing Development Finance Crop (HDFC), the largest mortgage lender in the

country, on 8 Jun said its board of directors had approved fund-raising worth Rs 5,000 cr

simultaneously by secured redeemable non-convertible debentures (NCDs) and warrants. The

funds will be used for making provision for deferred tax liability (DTL), financing business

growth and could also be used to increase or retain its current stake in HDFC Bank.

HDFC’s stake in the bank, the country’s second largest private sector bank, has fallen to 21.7

percent from 22.5 percent after the latter’s Qualified Institutional Placement.

In a significant move to provide a more flexible process for lenders to recover bad loans,

the Reserve Bank of India (RBI) on 8 Jun allowed banks to acquire 51 percent or more stake in

companies defaulting after restructuring of their loans.

Highlights

 The strategic debt restructuring will allow lenders to convert dues into equity shares.

 This will take place when a borrowing company fails to achieve financial milestones even

after debt recast.

 The debt-equity conversion clause will be incorporated in the debt recast plan.

Condition

 Decision to invoke strategic debt restructuring (SDR) will be taken within 30 days of recast

account review.

 75 percent of banks by value and 60 percent by number of banks must approve the

proposal.

 After the conversion, lenders under joint lenders forum (JLF) must collectively hold 51

percent or more of equity.

 The SDR package must be approved within 90 days of approval.

Capital infusion would be need-based:

The govt has decided to infuse capital in public sector banks (PSBs) based on the

requirement of individual lenders-which is a departure from the precedent set last year. The

govt has asked PSBs to make detailed presentations on their capital requirement for the

current financial year. If the govt is convinced that a bank needs funds, then it will infuse

capital. The govt has earmarked Rs 7,940 cr for capital infuse in PSBs in 2015-16. Some of

the banks such as UCO Bank and United Bank of India had told the govt they would not need

any capital from the govt in the current year. State Bank of India Chairman Arundhati

Bhattacharya also said they had not asked for any capital so far from the govt.

Utility bills valid proof of address:

Utility bills can now be submitted as proof of address for opening account with banks or

other financial institutions, the Reserve Bank of India said on 11 Jun.

Highlights

 Utility bill which is not more than two months old of any service provider (electricity,

telephone, postpaid mobile phone, piped gas, or water bill) for the limited purpose of proof

of address will be deemed to be officially valid documents (OVDs) under simplified

measures.

 The govt has amended the Prevention of Money Laundering (Maintenance of Records)

Rules, 2005 providing additional relaxations for the purpose of proof of address.

 Bank account or Post Office savings account statements and pension/family pension

payment orders(PPOs) issued to retired employees by govt departments or PSUs, if they

contain the address too, will be officially valid documents.

 A letter of allotment of accommodation from employer issued by govt, regulatory bodies,

PSUs, banks, financial institutions or listed companies has also been added to the list of

OVDs.

 Documents issued by govt department of foreign jurisdiction and letter issued by a foreign

embassy or mission in India too are OVDs.

 In July last year, the RBI had said that only passport, driving license, PAN card, voter’s

identity card, MNREGA job card and Aadhaar number were to be considered officially valid

document for proof of identity and address.

ADB to increase annual lending to India:

The Asian Development Bank (ADB) has decided to increase its lending to India as part

of efforts to support the country’s new initiatives that target higher growth and reduced poverty.

From being an average $ 3-bn annual lender, ADB will move towards annual lending of $ 4 bn
to India in next few years. This was announced by the visiting ADB Bank President Takehiko

Nakao. The Modi-Led Govt’s new initiatives that would be supported by ADB under the

enhanced lending would include Make in India, Skill india, Clean India (Swachh Bharat

Bandhan gets final RBI nod:

After a gap of more than a decade, a new private sector lender will start operations from

Aug 23. The Kolkata-based micro financier, Bandhan Financial Services, received the final

approval from the Reserve Bank of India on 17 Jun morning. The bank will not give loans to

the corporate sector, at least for the time being, and focus on its strength, that is serving the

bottom of the pyramid category. The lender will start with 600 branches, of which 200 will be in

metro and urban areas and the remaining in semi-urban and rural areas. “While RBI norms

require us to open 25% of the branches in the unbanked areas, we will open 40% of the

branches in those areas,” Chandra Shekhar Ghosh, Founder & Chairman of Bandhan said. It

will start with Rs 11,000 cr book and a capital of Rs 3,200 cr-far above the regulatory

requirement of Rs 500 cr.

Design your own loan with HDFC Bank:

In probably a first-of-its-kind ‘loan against shares’(LAS) offering, HDFC Bank is allowing

customers to design their own loans. The entire loan offering is digitized and is aimed at

reducing the time taken for the loan approval and disbursement from four to eight days(across

the industry) to 24 hours. Instead of visiting the branch to select their shares they want to

pledge for taking the loan, a customer can go online and through his demat account ’set his

would like to pledge with the bank. The bank reduced the disbursal time for auto loans to 30

minutes some time ago.

The Bank for International Settlements (BIS), the apex bank for all central banks, has

complimented the Indian banking authorities for their substantial reforms and alignment with

the Basel framework. According to BIS’ Regulatory Consistency Assessment Programme

(RCAP), which evaluates a country’s readiness for Basel III norms. “The risk-based capital

requirement issued in Jul 2014 are assessed as compliant with the minimum Basel capital

standards. All 14 components of the Basel framework included in the assessment have been

assessed as compliant. “ Observing that the additional regulatory initiatives undertaken by the

RBI improved the level of compliance, it said that the assessment would have generated a

relatively less positive result in the absence of these change. The Indian Basel III framework

for bank risk-based capital requirement came into force in Apr 2013.

RuPay credit cards to roll out next year:

RuPay, India’s own card payment system floated by the National payment Corporation

of India (NPCI) would roll out RuPay Credit cards from next year. Issuance of the card is

expected to give Visa and MasterCard a tough competition, since the debit card issued by

RuPay by banks in India has revealed that there is a huge potential for cards penetration and

transaction. About 13 percent of total transactions on ATM, Point of Sale (PoS) and e-

commerce have come through the scheme within a year of introduction of RuPay cards.

RGTIL gets loan restructuring package:

The Reliance Gas Transportation Infrastructure Ltd(RGTIL), an unlisted company

owned by India’s richest man, Mukesh Ambani, has received a generous loan-restructuring

package from Indian banks after the company incurred huge losses in the past few years.

This is the first time any company owned by Ambani has sought loan rescheduling from banks.

The company’s losses were mainly due to a continuous fall in gas production from Reliance

Industries Ltd’s(RIL’s) KG-D6 block off Andhra coast. It has received a sanction from PSBs to

repay its principal loan by 2030-31, as against the current repayment schedule of doing so

over the next four years. The company had a total debt of Rs 16,010 cr as of 2014-15.

WB approves $250-mn loan for J&K:

The multilateral lender World Bank on 3 Jun approved $ 250 mn loan for Jhelum and

Flood Recovery Project for reconstruction of flood-affected public infrastructure in Jammu &

Kashmir. It will also strengthen the capacity of state govt to respond and better manage natural

disasters in future. The project will be funded by credit from World Banl’s concessionary

International Development Association (IDA). The loan has a maturity of 25 years, including a

5-year grace period.

Indian inks pact with World Bank:

The central govt has signed a deal with the World Bank for a $400mn loan for an urban

development project in Tamil Nadu. The size of the projects is $600 mn, of which $400 mn

would be financed through the International Bank for Reconstruction and Development. The

project’s objective is to improve urban services in urban local bodies of Tamil Nadu. The

project will support improvement in services, including water, sewerage, municipal solid waste,

urban transportation, sewerage management and storm water drainage.

China AIIB’s top shareholder:

Based on the Asia Infrastructure Investment Bank (AIIB) members GDP weight in the

world in the economy, china will become the bank’s largest shareholder, followed by India and

Russia. China is likely to have a 30.85% share in the bank, followed by India with 10.4 percent.

Based on the GDP and Purchasing Power Party (PPP) China was expected to get the post of

President followed by India as one of the vice presidents.

Founding member of the bank will initially pay up to one-fifth of its $ 50-bn authorized
capital, which will be raised to $100 bn. A total of 57 countries have joined AIIB as founding

members, including 37 from Asia, which is set to mainly finance major infrastructure projects in

Asia.

HDFC Bank to stop paper slips:

The second-largest private sector lender HDFC Bank has decided to discontinue

issuing slips after cash withdrawals at ATMs and will alert the customer through SMSes. The

bank will roll out the scheme across its network of over 11,700 ATMs by the end of Jun. The

bank witnesses an average of 2 cr cash withdrawals every month at its ATMs. The switch to

paperless mode will help it save about Rs 10 cr a year spent on paper. At present, customers

are given a choice on whether they want a printed receipt or not. However , much of the

receipts get discarded as soon as they come out and if not disposed off in the right way, also

pose a security risk as they contain private information. This is a part of the digital initiative for

the bank, under which it had last year launched the ‘Green PIN’ scheme, wherein card-user

were given the PIN number electronically rather than in a printed kit.

SBI turns aggressive in digital, online space:

The State Bank of India (SBI) is aggressively trying to grab a piece of the business in

the digital commerce space. The country’s largest lender on 20 May signed memorandum of

understanding with Amazon to develop payment and commerce solutions for customers and

small businesses. SBI Chairman Arundhati Bhattacharya said the bank was exploring ways to

fulfil the aspirations of millions of customers. The SBI also inked two MoUs-one with e-

commerce major Snapdeal and the other with digital payment company, PayPal. The MoU

with Snapdeal is for seller financing schemes under the e-commerce major’s Capital Assist

Program. In the case of PayPal, the partnership will promote cross-border trade and payments

helping especially the small and medium enterprises.

ICICI launches voice ’password’ facility :

The ICICI Bank launched voice recognition service which authenticates customers

based on their speech patterns and allows them to execute banking transactions through the

bank’s cell centre in a quick, secure by a bank in the country, it is available to over 33 mn

customers of its savings account and credit card. With the voice recognition technology in

place, customer are no longer required to enter their card numbers, PIN and answer security

question to authenticate themselves. Their voice will now act as the password for banking

transactions through the call centre. The voice recognition technology works on voice prints,

which are unique to an individual. It comprise more than 100 characteristics, including voice

modulation, speed, accent and pronunciation which are impossible to imitate, thereby

enhancing security. The bank had earlier launched other innovative service that include new

applications for mobile banking, fully automated and ‘touch banking’ branches, tab banking,

banking on Twitter, contactless debit and credit cards, and ‘Pockets’, a digital bank on the

mobile phone.

ANZ Bank to open two branches in India:

ANZ Bank will open two more branches in India by early next year. The two branches

would opened at Gurgaon and Bangalore. The bank opened its first branch in India at Mumbai

four years ago. The Gurgaon branch is expected to open in a few months and the Bengaluru

branch, which would be a rural branch, may be opened by early next year. In Jun 2014,

Australia New Zealand Banking Group (ANZ) said it received in-principle approval from the

Reserve Bank of India to open new branches in Gurgaon and in outer Bengaluru.

Its Mumbai branch offers Indian Rupee and foreign currency services, working capital

and term financing, transaction banking, global markets, deposits and advisory services.

Govt banks to say closed on Saturdays:

Following a pact between public sector bank (PSB) employees and officers with the

management, all branches in the country will remained closed on all second and fourth
Saturdays from July. TM Bhasin, chairman of the Indian Bank’s Association (IBA), said the

Reserve Bank of India had approved the proposal. PSB branches will work fulltime on the first

and third Saturday of each month. Bankers said with a robust system of alternate banking

channels like ATMs, points of sale (PoS) and internet banking, customer services would not

suffer.

IBA has also signed a wage settlement pact with the United Forum of Bank Unions and a few

others, for a 15 percent increase in salary and allowances to about a million employees. The

wage revision is with effect from Nov 1, 2012, and is valid for five years.

Five global banks to pay $5.7bn:

Five of the world’s largest banks, including JPMorgan Chase&Co and Citigroup Inc,

were fined roughly $5.7 bn, and four of them pleaded guilty to US criminal charges over

manipulation of foreign exchange rates, authorities said on 20 May. A fifth bank, UBS AG, will

plead guilty to rigging benchmark interest rates, the US Justice Department said. They are

accused of conspiring to fix prices and rig bids for US dollars and euros in the foreign

exchange spot market. Euro dollar traders at four of the banks described themselves as

members of “The Cartel” and used an electronic chat room and coded language to

manipulation exchange rates to increase profits, the justice Department said. The fines

announced follow agreement in Nov with many of the same banks over currency trading and

bring total penalties to nearly $9 bn, the Justice Department said.

RBI allows companies to borrow in rupees:

The Reserve Bank of India (RBI) on 21 May relaxed rules for Indian companies to raise

money in rupees from overseas lenders. The overseas lenders will have to enter into currency
swap transactions with their overseas banks, who in turn will provide rupees by tapping a bank

in India for extending funds in rupees to the corporate. Earlier, an Indian corporate offshore

had no access to borrow in rupees from overseas market and had to first take a dollar loan and

then convert the same into rupees, which included undertaking the foreign currency risk.

However, under the relaxed rules, the forex risk will shift from Indian corporate to the lender of

that fund offshore, a senior foreign banker said.

Chinese, Japanese can use Indian ATMs:

Chinese tourist and people working in India may soon be able to use automated teller

machines (ATMs) and point of sale (PoS) terminals in the country to withdraw cash in the

Indian currency. AP Hota, managing director and chief executive officer at NPCI, made this

announcement. The National Payments Corporation of India (NPCI), an agency backed by the

Reserve Bank of India (RBI) that processes retail transactions in India, has signed an

agreement with UnionPay International, its counterpart from china, to allow Chinese customers

to use ATMs and PoS terminals in India. There are about 2mn Chinese tourists who visit India

each year. Chinese UnionPay International is not supported by Us-based Visa Inc and

Mastercard Inc, which is why Chinese customers cannot use their cards in India as of now.

The NPCI signed a similar agreement with Japan’s JCB International last year.

Japan unveils $110-bn plan to fund Asia infra:

Japan unveiled a plan on 21 May to provide $110 bn in aid for Asian infrastructure

projects, as China prepares to launch a new institutional lender that is seen as encroaching on

the regional financial clout of Tokyo and its ally Washington. The amount of Japanese funds, to

be invested over 5 years, tops the expected $ 100 bn capitalization of the Asian Infrastructure

Investment Bank (AIIB), the Beijing-sponsored lender scheduled to begin operations next year.

Japanese officials said the plan, announced by Prime Minister Shinzo Abe, represents a 30

percent increase over Tokyo’s past infrastructure funding. About half the funds will be

extended by state-affiliated agencies in charge of aid and loans and the rest in collaboration

with the Asian Development Bank (ADB).

Higher fund limit under liberalized remittances:

The govt has issued rules to raise limit on funds individuals can take abroad under

liberalized remittances scheme. The limit has been raised to $ 2.5 lakh (about Rs 1.6 cr) from

the current Rs 1.25 lakh (about Rs 80 lakh). The RBI bad ahd announced this increase in the

Feb monetary policy. The new rules, the Foreign Exchange Management (Current Account

Transactions) Amendment Rules, 2015, clearly list remittances that require RBI’s permission.

Individuals can use this facility to transfer funds for private visits to any country (except Nepal

and Bhutan), gift or donation, going abroad for employment, emigration, maintenance of close

relatives abroad, travel for business, or attending a conference or specialized training or

medical treatment abroad. Studies abroad and any other current account transaction are also

covered under this scheme.

World’s first facial-recognition ATM:

China has unveiled the world’s first facial-recognition ATM, which will not allow users to

withdraw cash unless their face matches their Ids. The machine was created by Tsinghua

University and Hangzhou-based technology company Tzekwan. It has a camera installed in it

that captures the facial features of the user and then compares it with a database of

identification photos. It looks at biological features and the developers say it can identify

people even if their features have changed.
