INVITATION FOR BIDS

1. The Works Department is mandated to Develop infrastructure and it’s Maintenance in entire Gilgit-
Batlistan, through ADP projects duly approved by P&D Department. The Executive Engineer
Maintenance Division received a credit from Government of Gilgit-Baltistan for a Project
“Strengthening ICT Based Monitoring & Evaluation in GB Development Process and
Introducing Reforms (A Step toward Good Governance)” and it is intended that part of the
proceeds of the credit will be applied to eligible payments under the contract for the establishment
of centralized M&E system by Detail Design, i.e Engineering and Managerial aspect, the building
must be state of the Art Multi-Story Building having state of the art Architecture depicting culture
and Heritage of Gilgit-Baltistan. Execution based on Approved Drawing / Design shall be
responsibility of contractor complete in all respect for Planning of requirements, site Investigation,
Surveys, Architectural and Structural Design, Its Execution in all Respect and Bidding is open to
all eligible Bidding based on Turnkey Basis.

2. The Employer invites sealed bids (Technical and Financial Bids) from eligible firms or persons
licensed by the Pakistan Engineering Council in the appropriate category for the Works. A foreign
bidder is entitled to bid only in a joint venture with a Pakistani constructor in accordance with the
relevant provisions of PEC bye-laws.

3. Bidders may obtain further information from, inspect at and acquire the Bidding Documents from
the Office of the Employer, at Executive Engineer Maintenance Division GBPWD 1st Floor
Circle Office Konodass Gilgit.

4. A complete set of Bidding Documents may be purchased by an interested bidder on submission of

a written application to the above office and upon payment of a non-refundable fee of Rs. 3000/-

5. All bids (Technical) must be accompanied by a Bid Security in the amount of Rs. 2640000/-
(Rupees Twenty Six Lac Forty Thousand only) or an equivalent amount in a freely convertible
currency in the form of bank guarantee on bid security form or in the form of deposit at call or
from a foreign bank duly counter guaranteed by a schedule bank of Pakistan or an insurance
company at least AA rating from PACRA/JCR in favour of Employer, and must be delivered to
Executive Engineer Maintenance Division GBPWD 1st Floor Circle Office Konodass Gilgit at
or before 12:00 hours, on 20th August 2018 (Date). Bids will be opened at 12:30 hours on the
same day, in the presence of bidder’s representatives who choose to attend at office of Secretary
Works, Conference Hall Head Quarter Khazan Road Gilgit.
