Subject Streamlining the Processing of Salaries of COS and JO Personnel
Rationale/Context Salaries are the lifeblood of a workforce.

Delays in the release of Salaries of Personnel under Contract of Services and Job
Orders are no longer new in the Department. Everyone has just to bear with it.
There were instances where the personnel’s salary for the 1st to the 15th of the
month is processed at the end of the month, a far cry from the customary
practice in the release of salaries. We all share the same perception that timely
release of salaries is essential in attaining a decent way of life.

Process
A personnel under Contract of Service and Job Orders, file reports of
accomplishment certified by the head of the office together with the Personnel
Time Card to the Personnel Division. The personnel division then prepares the
payroll, noting the deductions incurred from absences and tardiness. The
personnel then forwards the payroll to the Accounting Division for
budget______________, thereafter forwarded to the Finance Management
Service before going down the Cashier. The Cashier thereafter forwards the ADA/
credit memo to the Landbank for…

This has been attributed to: delays in the submission of accomplishment


report and Personnel Time Sheet, absence of signatories

All JO and COS Personnel are working full-time, minimum of 8-hours a day (40
hours/week)

Objective/s Streamline the processing of salaries of COS and JO Personnel
To Expedite the timely release Salaries of Personnel under Contract of Services
and Job Orders
Coverage Personnel under Contract of Services and Job Order
(starting August 16-31)
Mechanics/Details PREPARATION OF PAYROLL
 The Personnel Division shall prepare the Payroll indicating the Salaries
of Personnel under Contract of Service and Job Order in the following
schedule: (this goes with the assumption that all project proposals and
contracts for engaging the COS has been duly approved by the
management)
 Every 10th of the month (for salaries covering 1-15th of the
Month), provided that the scheduled date doesn’t fall over the
weekend. In the event that the scheduled date falls during the
weekend, the payroll shall be prepared in the following work
week.
 Every 20th of the Month (for salaries covering 16-30th/31st of the
Month), provided that the scheduled date doesn’t fall over the
weekend. In the event that the scheduled date falls during the
weekend, the payroll shall be prepared in the following work
week.

DEDUCTION OF ABSENCES & LATES


Deductions on salaries are based on the Personnel Time Sheet (PTS).
