MISSIO STATEMENT

IN THE SERVICE OF TRUTH

FOREWORD

When you answered the need of St. Catherine Academy for Teachers you answered the call of God
Some of you answered the call several years back, while some headed it just this year. For you who have
responded to the call just now. St. Catherine Academy will somehow a new world for you. This manual
will open doors that will give you the sense of belongingness to the new Christian community. May this
manual help you in becoming a good teacher and facilitator for the total formation of the students.

For you who have been with us for quite some time, this manual will continue to serve as a guide in your
growth in grace and transformation into more Christ- like Teachers.

May this guide help you now and always in the performance of the great vocation to which you have
been called all eternity.

HISTORY OF ST. CATHERINE ACADEMY

THE CONGREATIONAL SEAL

1. STAR –the star which represent Christ the light of the world, the truth the “set man free” this
refers symbolically, in a way, to St. Dominic The Star was seen to hover and brighten above the
head of the founder at his baptism
2. LAUDARE, BENEDICERE, PRAEDICARE - another aphorism of the order of Preachers which
covers, in a nutshell, the idyllic lifestyle of the order

Laudare – To Praise God. This refers to the LITURGICAL aspect of the Dominican life as
as manifested through the celebration of
the mass and the daily communal recitation of the divine office
Benedicere –To Bless. This refers to the priestly office through which instrumentality the
Dominican priest administers the sacrament to the people

Praedicare- To Preach. This refers to the APOSTOLIC mission of the order manifested
foremost in the pulpit, counselling, preaching, retreat, teaching writings on the sacred
Doctrines and the Teaching of the Church.

3. CROSS- this denotes the SACIFICIAL aspect of the Dominican life- style. A Dominican is one who
accepts Christ and his Cross

4. The Center is divided by the Cross into four parts. This signifies the four major means through
which a Dominican could sanctify himself and others.

5. Each part is colored black and white. Black reminds the Dominican that he is a sinner. White
signifies the Dominican aspiration for the Divine

6. HOST – it symbolizes the Holy Eucharist, the daily bread on which we are nourish

7. ROSE – it represents the Mystical Rose of Mary and the Mysteries of the Rosary.

8. FLAME - it stands for fire, love and the Holy Spirit to whom Mother Francisca was devoted

9. HEART – it stands for charity – the love of God and neighbour and the mystical heart of St.
Catherine.

10. SCRIPTURES – the Word of God – The “VERITAS” (Truth)

11. LILY – it symbolizes our vowed life of Chastity.

FOUNDATIONS OF ST. CATHERINE ACADEMY

PHILOSOPHY

We, the St. Catherine Academy, Adhere to an educational founded on a set of beliefs about
man’s formation and vocation, which summed up in the Declaration of Vatican II on Christian Education.

“A true education aims at the formation of the true human person with respect to his ultimate
goal and simultaneous with respect to the good of those societies of which as a man, he is member and
in whose responsibilities, as an adult, he will share

AS A CATHOLIC SCHOOL

We, as a Christian faith community in progress, participate in the evangelizing mission of the
Church through a “Gospel- centered” educational we share in the specific mission of the Catholic School
which is a “critical” systematic transmission of culture in the light of faith and the integration of culture
with faith with living.

AS A DOMINICAN SCHOOL

We share in St. Dominic’s passion for the truth and compassion for humanity. This demands not
only knowing the truth of God in Jesus Christ but also the truth of our world and the truth of ourselves
so that our sharing in the church’s salvific mission will be authentic, real and attuned to the needs of the
context of service particularly in the work of promoting justice and the preferential option for the poor

AS A FILIPINO SCHOOL

We believe in the appreciation and promotion of the Filipino identity and values, as a person
and as a nation, continuously enriched by history. We believe, therefore, in the formation of the powers
of the will and intellect. And of the emotion of man for his self-actualization in the service of others and
of his country

- Who possesses a growing faith and knowledge of Jesus Christ of the Christian doctrine and
liturgy.

- Who appreciates the uniqueness of his/her human personhood and makes God the center

the blessed Virgin Mary.

MISSION
To realize our vision, we the St. Catherine Academy, commit ourselves to the actualization
of active, extensive and effective CHRISTIAN FORMATION SERVICE PROGRAM.

A. Religious Formation-Service Program


-Advocating the continues integration of religious and Christian outlook the Dominican
charism and Filipino values in all subject offering, services, school practices and activities
-Strengthened by our personal living, maturing, communal and committed faith
response to a way of life we call truly human, truly Christian, truly Dominican and truly
Filipino

An academic Formation-Service Program

- That responds to the needs of an individual for knowledge, skills and values
- That meets the changing needs of society.
- That extends justice and charity to individuals who suffer spiritual, intellectual, social and
economic poverty

A Personnel Formation-Service Program

- That facilitates the formation of personnel in the spiritual, professional social and physical
aspects of life translated through fellowship with Christ

- That facilitates the special in-depth formation of the administrator in the spiritual,

OBJECTIVES OF ST. CATHERINE ACADEMY

At the completion of the Secondary Course, the Students will be able to:

1. Witness in his/her daily life a dynamic love of God, a sense of personal worth and
respect for life in general.
2. Strive to search the truth through assiduous study and reflection of the source of
Christian faith.
3. Enrich his/her life through appreciation and love for our natural heritage and of the
good, the true and the beautiful.
4. Develop and enhance moral and aesthetic sense of values through environmental
consciousness and preservation of God’s creation
5. Develops her intellectual capacity, skills and habits necessary to succeed in his/her
chosen vocation and to meet challenges of progress around him/her
6. Develop his/her vocational aptitude and choice of career to become worthy and
effective members of home and community.
7. Show refinement in language and manners as benefitting to a professional
8. Manifest physical fitness, discipline and endurance to meet the demands of a changing
society.

Ultimately, St. Catherine Academy, Gattaran, Cagayan aims to produce a graduate who

true Filipino Christian equipped with knowledge, skills and values, and responsibility to
the needs of others particularly the poor.

ORGANIZATIONAL CHART
An Organizational Chart is a diagram of responsibility, authority and
communication relationships. It is an important guide for an efficient and effective
operation of the school since it clearly delineates the relationships of who involved in
the control set-up. It shows general patterns of role relationship between head and
staff. It follows the line and staff position pattern. Line position share in the flow of
responsibility and authority while staff position render support, advice or service to the
line position.

SCHOOL ADMINISTRATION
A. Board of Trustees
It is the highest policy-making body of the school responsible for establishing and
seeing to its implementation the goals and objectives of St. Catherine Academy. It is
vested with responsibility of administering and managing the property, business
affairs and concern of St. Catherine Academy including its assets and liabilities.
B. School Head
She is the chief executive of the institution and is responsible for its operation in the
light of philosophy, goals, and objectives of SCA and the approved statutes of the
school.

C. The principal is the chief executive and educational leader. She is responsible for the
efficient and effective implementation of the educational program and the smooth
operation on the institution in the light of the school’s vision-mission.
D. Coordinator of Students services
The coordinator of student services has the authority of coordinating and evaluation
the operations and activities of the student services division which includes the
guidance, library, registrar’s office, health and foods services.
E. Coordinator of Administrative Services
The Coordinator of Administrative Services is vested with the responsibility of
implementing the financial and business policies of the institution, administering its
physical assets and revenues and directing all business activities in accordance with
the schools stated philosophy, goals and objectives.

F. Coordinating of Christian Community Development Program


The coordinator of Christian Development program assumes the responsibility of
implementing and evaluation of the institutional community extension/reach-out
program. She coordinates the extension service programs of all the sectors of the
schools community: personnel extension service program, students reach out,
parents and alumnae extension services.

G. Academic Coordinator
The Academic Coordinator assist the principal in the planning, implementation
And evaluation to the academic program in consonance with the philosophy, vision
and mission and objectives of the institution. She initiates and encourage measures
to upgrade and improve the teaching-learning process.

H. Activity Coordinator
1. OIC in Activities
He/ She is responsible for planning, coordinating all the students
activities of the school as well as program of other agencies. She
facilitates the implementation of activities of the students.

2. OIC in Discipline
He/ she is responsible for controlling and maintaining disciplines of
students inside and outside of the classroom and school and school
campus. He/ she keeps track of students who are delinquent in and out
of the school.

He/ she is also responsible for giving students the permission to go out
during class hours with the consent/ approval coming from their
parents/ principal

He/ she is responsible for monitoring the daily class attendance.


He/ she administers admission slips and make follow up of the students
who are habitual latecomers and absentees.

He/ she is responsible together with the class adviser to notify the
parents/guardians of the habitual tardiness/ absenteeism/ behaviour of
students.

I. Religion Coordinator
He/she is responsible for the activities and operation of the Religion
Program of the school in accordance with the philosophy, goals and
objectives of the institution.

J. Subject Area Coordinator


A member of the faculty who is given the responsibility of attaining the
school’s objectives through the development, implementation and
evaluation of the subject area curriculum and through the supervision
of teachers and classroom instruction.

K. Registrar
The Registrar is vested with the authority and responsibility of planning
organizing supervising and evaluating the operation of her office. She is
the custodians of students’ records and data, acts as the liaison officer
between the school and the Department of Education.

L. Treasurer

The Treasurer is responsible for the physical control of collections and


disbursement of funds. She is directly responsible for the administration
of the physical assets, revenues and expenditures of the school.

SCHOOL STAFF

A. Class Adviser

He/she takes charge of the class and is responsible for the attendance,
discipline, management, scholastic programs and curriculum activities
of the class he/she is assigned to. He/she coordinates with the faculty
and administration in the attainment of the schools philosophy, goals
and objectives.
B. Faculty
A group of educators who are directly responsible for facilitating the
learning process and growth of the students. They carry out the schools
philosophy, goals, and objectives.

C. Club Moderators
He/she is responsible for the organization and supervision of the club
o which he/she is the moderator.

SERVICE PERSONEL
A. Guidance Councilor
She is vested with the responsibility of taking charge of the operations and
activities of the guidance services of the school.
B. Librarian
He/She has the responsibility of directing and coordinating the activities of the
learning resource center in the accourdance with philosophy,goals , and objectives of
the Institute.
C. Laboratory In-Charge
He/She is responsible for the operation general maintenance, improvement and up
keep of the different laboratories.
D. Registar
She has the responsibility of planning, organizing, supervising and evaluating the
operations of the Registar’s office in the consonance wit the objectives of the school
.
E. Treasurer
She is responsible for the physical control of collection and distursement of funds
.
F. Accountant
She has the responsibility of organizing and supervising the accounting office.

G. Food Services In-Charge


She is responsible for the activities and operation of the canteen in consonance with
the objectives of the school.

H. Clinic in-charge
She is responsible for the activities and the operation of the school clinic in
consonance with the purposes and objectives of the school.

FACULTY
A teacher of ST. Catherine Academy is one who is committed to facilitate the
learning process and the formation of a child intoan integrated Christians through
meaningful encounters and significant exposures to experiences .

He/ she communicates faith by his own witnessing of what she/ he upholds as ideal, good, beautiful and
true.

The SCA teacher has a basic understanding of his/ her vocation as a Catholic Educator. He/she is awareof
the socio-economic condtions, studies and reflects the “signs of the times” and responds to them faith
and service to others. He/She is understood and accepts the schools philosophy, vision, mission and
goals and integrates the into his/her work as a teacher and formator. He/she expresses his/her
readiness and willingness to abide by the scholl policies and regulations. He/she continiuosly seeks to
grow in all aspects : spiritually, physically, mentally, intellectually, and professionally. He/She has a
broad perspective of things and is open to innovations. He is socially responsible, concerned with the
needs and interest of others and compassionate with the poor and suffering. He/she believes and
accepts his/her profession as a special call from God and his/her service to the formation of his students
as his life’s mission.

PERSONEL

As a general rule, the process of the recruitment of faculty members starts with the filling of an
application duly supported with credentials, undergoing an interview, and submitting to medical
examinations. Demonstration teaching may be required to the applicant.

RECRUITEMENTS

The application shall contain information as to his personal circumstances, religion, educational
qualifications, professional work experience, evidence of scholary works and previous employment. He/
She shall clarify to the truth and accuracy of all these information.

Upon unemployment, every faculty member shall submit a Serox copy of his/her transcript of recoreds
with his/her latest picture attached, as well as his/her Special order, duly accomplished for file in the
school. To add among others, the following credentials should be also submitted: Xerox copies of birth
certificate, baptismal certificate, marriage contract (Roman Catholic Church). SSS number, TIN ,
recommendation from one reference given bio-data and clearance from previous employer, and
medical certificate.

MINIMUM QUALIFICATIONS

As a general rule, only holders of an appropriate degree shall be considered for appointment as a
teacher. Only baptized and practicing Catholics may be employed as teachers.

APPOINTMENT

The School head small make appointment of a faculty member, after the assessment made on the
academin competence and moral fitness of the applicant.

Appointment shall be for one school term and shall terminates automatically on the date specified in his
appointment papers.

TEACHING LOADS

Unless otherwise provided, aculty members shall teach full-time and shall be assigned the maximum
load specified in the curriculum approved by the Department of Education (DEP-ED)

The normal hours of work teaching or academin personnel shall be based on their normal or regular
teaching loads. Such normal or regular teaching loads shall be in accordance with the policies, rules and
standards prescribed by the school, the Department of Education. Any teaching oad in excess of the
normal or regular teaching load shall be considered overload. Overload partakes of the nature of
temporary extra assignment and compensation therefore shall be considered as a overload honorarium
of it performed within 8 hours work period and does not form part of the regular or basic pay.

No faculty member shall assign or delegate his/her teaching duties and responsibilities to anybody
without the prior approval of the school head or principal.

PROHIBATION TO TEACH

Permanent full-time faculty members shall not teach in any others school, college or university
without approval of the school head violation of this regulation shall be just cause for separation from
the service.

CLASSIFICATION OF FACULTY MEMBERS

Faculty members are classified either as full-time or part-time as defined by existing laws and other
implementing regulations. They may be probationary, tenured or substitute

PROBATIONARY

Subject in all instance to compliance with the concerned agency and school requirements, the
probationary period for teaching or academic personnel shall not be more than three (3) consecutive
years of satisfactory service.
Unless otherwise provided by contract, school academic personnel who are under probationary
employment cannot be dismissed during the applicable probationary period, unless dismissal is
compelled by a just cause or causes.

TENURE

Teachers or academic personnel who have served the probationary period as provided for in the
immediately preceding paragraph shall be made regular or permanent if allowed to work after such
probationary period. The educational institute, however, may shorten the probationary period after
taking into account the qualification and performance of the probationary teachers and academic
personnel.

FULL TIME

Full time teachers or academic personnel are those who meet all the following requirements

1. Who possess at least the minimum academic qualification prescribed by the Department of
Education for Basic education.
2. Who are paid monthly or hourly, based on the normal or regular teaching loads as provided for
in the policies, rules and standards of the agency concerned.
3. Whose regular working days of not more than eight (8) hours a day is devoted to school
4. Who have no other remunerative occupation elsewhere, requiring regular hours of work that
will conflict with the working hours in the school.
5. Who are not teaching full-time in any educational institution

PART TIME PERSONNEL


All teaching or academic personnel who do not meet the foregoing qualifications are considered
part time.

Part-time teachers or academic personnel cannot acquire regular permanent employment


status and do not enjoy some benefits and privileges granted to full-time personnel.

SUBTITUTE
Faculty members on substitute basis are those temporary appointed to take over the
classes of those who are on leave of absence and will return to duty after such leave. This
applies also to emergency employment. Those who are employed in this status may not be
given the salary of the time incumbent.

APPOINTMENT TO ADMINISTRATIVE POSITION


In the exigencies of the service, a faculty member may be appointed to occupy an
administrative position such as that of principal assistant principal or registrar upon such terms
and conditions as may be fixed by the board of trustees. This appointment shall be temporary in
nature and does not give the appointee any preemptive right to the position. Upon expiration
of the term of appointment the appointee revert to his/her position as faculty member. Re
appointment may be made.
FACULTY PERFORMANCE RATING
Faculty members shall be subjected to performance evaluate every year in accordance with the
criteria of the school. Performance rating fosters the improvement of individual faculty
performance by identify his/her areas of strengths and weaknesses. This is essential in
developing standards of satisfactory performance in the attainment of the institutional
objectives and the application of personnel policies related to movement and discipline of
employees

SALARY INCREASE

Across-the board increase on salary granted pursuant to law shall nevertheless be as equitable
as possible.

PAYMENT OF SALARY
Salaries shall be paid at least once every two weeks or twice a month at intervals not exceeding
sixteen (16) days

SEPARATION
Separation from the service by reason of dismissal, termination, resignation or retirement
shall be goverened by the applicable provisions of the Labor Code and related laws and their
implementing directives, as well as by the rules and regulations of the school and this Manual

Re-admission of a resigned tenured teacher will be on a cause to case basis. if readmitted,


his/her status will be of the first rank of the tenured teachers with its corresponding salary and
fringe benefits.

DUE PROCESS ON TERMINATION


Clearance to dismiss by the DOLE is no longer required by law however the school through is
grievance machinery, shall observe due process in dismissal, suspensions, and other disciplinary
taken against tenured employees. Specifically the employee should be informed in writing of the
offense which he has allegedly committed and asked to give this side or explanation. Therefore,
he/she shall also be informed in writing of the decisions taken by the school.

PREVENTIVE SUSPENSIONS
Whenever an employee appears to have committed serious offence and his/her continue
presence in the school poses serious threat to life or property, he/she may be suspended
preventively without pay for not more than thirty days pending termination of the
administrative case against him/her.

CAUSES OF TERMINATION/SEPARATION
1. By the employer

An employer may terminate an employee regardless of whether his/her


employment is with or without definite period for any of the following just causes.
a. The closing or cessation of the school courses: considered decrease in enrolment ands
financial distress.

b. Serious misconduct or wilful disobedience by the employee of the orders of his/her


employer or representative in connections with his/her work insubordination.

c. Gross and habitual neglect of duty or gross inefficiency and incompetence of the employee.

d. Fraud or without breach by the employee of the trust reposed in him/her by his/her
employee or representative

e. Gross violation of rules and regulations o the school and commissions of a crime involving all
forms of moral turpitude and such offence committed by the employee immorality
dishonesty drunkenness assaulting a teacher or any other school authority or his agent or
student forging tampering with the official school records or forms.

f. Malversation of school funds.

g. Abandonment of job without official leave.

h. Oral defamation.

i. Repeated unexcused tardiness or absences or inexactitude in the the dally time record
despite three given in writing (memo).

j. Giving away of examination papers and other information confidential to the of the school.

k. Culpable negligence and failure to work towards the attainment of the avowed vision-
mission of the school.

l. Involvement, initiation endorsement of activities inimical to the philosophy goals and


objectives of the school.

m. For other causes of similar gravity and or other just and reasonable causes sanctioned by
law.

n. Violation of the code of ethics through unauthorized solicitation from subordinates or from
students and parents.

o. Sexual harassment.

1. BY THE EMPLOYER
