TYPICAL UNBALANCED INBOUND /
OUTBOUND SYSTEM
• In a typical configuration, a repeater is installed at a strategic location (e.g.
top of a hill, tall building). With a high powered transmitter, it’s transmissions
reach all subscribers operating in the service area, at an acceptable signal
strength level.
• Portable and Mobile subscribers typically have considerably lower
transmitted power due to size and battery constraints.

• The repeater may not receive the transmissions from field subscribers – or
receive the transmissions at a signal strength that’s too low to provide
reliable communications.

The MOTOTRBO Digital Voting is a feature in R02.30.00 repeater

firmware to resolve the inbound / outbound coverage imbalance
in Digital Conventional, IP Site Connect, Capacity Plus & Linked
Capacity Plus (not Connect Plus)

PAGE 4
DIGITAL VOTING
SATELLITE RECEIVERS
• In a Digital Voting configuration, multiple Satellite Receivers
can be installed to relay remote subscriber transmissions to a
Voting Repeater.

• Satellite Receiver
- The Satellite Receiver is an RF Receive-only device used to extend
repeaters’ inbound range.
- When a Satellite Receiver receives an acceptable signal transmitted by a
subscriber radio, the signal will be relayed back to the Voting Repeater
over an IP link.

• Satellite Receiver Hardware:

- 32MB XPR8400 / XPR8380 and MTR3000 repeaters
- Firmware versions R02.30.00 onward

PAGE 5
DIGITAL VOTING REPEATER
• Voting Repeater
- Dual-duty TX/RX repeater also configured as Voting Repeater (no
external comparator needed).
- Voting Repeater “votes” on all the transmissions received (including its
internal receiver and all Satellite Receivers), based on the quality of
the transmission bursts.
- Voting Repeater selects the best received signal burst, based on the
signal-to-noise ratio, bit error rate and IP network quality.
- The voted result is then repeated over the air, and over IP to other
sites or applications.
- Voting is repeated continuously on every 60ms TDMA burst of the call
transmission.

• Digital Voter Hardware:

- 32MB XPR8400 / XPR8380 and MTR3000 repeaters
- Firmware versions R02.30.00 onward
PAGE 6
DIGITAL VOTING EXAMPLE
1. Subscriber call is received by several Satellite Receivers
2. Satellite Receivers forward the call bursts to the Digital Voter via IP
3. Voter compares all received voice bursts and picks the best one
4. Voter re-transmits the voice bursts over the air and via IP to other
sites and applications RX

NETWORK CONSIDERATIONS
• Satellite Receivers must be on different LAN from the Voting Repeaters, in all
system configurations.

• One way network delay between the Voting Repeater and any of its Satellite
Receivers must be less than or equal to 40 milliseconds (ms).

• Network asymmetry between the Voting Repeater and any of its Satellite
Receivers must be less than or equal to 12ms .
(Time for data packet from Voter-to-Sat RX vs delay Sat Rx-to-Voter < 12ms
e.g. 21ms - 16ms = 5ms < 12ms).

• Typical distance between the Voting Repeater and a Satellite Receiver is

normally less than or equal to 90 miles (~145KM), so most of the business
grade IP networks should be able to meet the less than 40ms delay and 12ms
asymmetry requirement.

PAGE 8
SATELLITE RECEIVER CONSIDERATIONS
• The max number of Satellite Receivers for a specific Voting Repeater at a
site depends on the number of repeater sites and active RDAC / MNIS
applications.

Max Number of Satellite Receivers Note: This is the Maximum number of active
Number satellite receivers at a time per repeater, Not
of Sites Per Voting Repeater the Max number of the satellite receivers that
Per Site Supported* can be deployed per repeater.
1 7 If the system installer can measure the
2 6 inbound coverage and ensure that no more
3 5 than the specified maximum number satellite
4 5 receivers can receive a call, more satellite
5 5 receivers can be installed.
6 4
7 4
8 4
* In general, for every 4 RDACs or data
9 3
applications included in the system, the
10 3
maximum number of satellite receivers is
11 3
reduced by 1.
12 3
For every voice application (e.g. voice
13 2 console) included in the system, the
14 1 maximum number is reduced by 2.

PAGE 9
DIGITAL CONVENTIONAL SINGLE SITE/
LOCAL CHANNELS
In a voting configuration for Conventional Single Site system or
for local channels, one Voting repeater may be deployed with up
to seven (7) satellite receivers.

• Voting repeater must have a static IP address and

be configured as an IP Master.

• Satellite Receivers register with that Master and

uses the Radio ID of that Voting Repeater as
reference.

PAGE 10
DIGITAL VOTING IN IP SITE CONNECT
(WIDE AREA CHANNELS)
• In an IPSC system with Wide Area Channels, it is not necessary for the
number of Satellite Receivers to be the same at each site.
• Satellite Receivers register with the IPSC Master and use the Radio ID of
the Voting Repeater as reference for the Voter to which to forward the
received call bursts.

Digital Voter Repeater

Satellite Receiver

PAGE 11
DIGITAL VOTING IN CAPACITY PLUS
• In order to obtain the same Trunking Channel inbound/outbound coverage
from channel to channel, each Trunking repeater should have a Satellite
Receiver at each Satellite Receiver location.
• It is recommended to place a Satellite Receiver for each Data Revert RF
Channel to achieve the same inbound/outbound coverage as the voice
channels (however, this is not a requirement).

• Satellite Receivers register

with the Capacity Plus
Master and use the Radio ID
of the Trunking/Voting
Repeater as reference for the
Voter to which to forward the
received call bursts.

PAGE 12
DIGITAL VOTING IN LINKED CAPACITY PLUS
• For each Linked Capacity Plus (LCP) site, similar to Capacity Plus, in order
to obtain the same Trunking inbound/outbound coverage from channel to
channel, each Trunked RF Channel should have a Satellite Receiver at
every Satellite Receiver location.
• It is recommended to place a Satellite Receiver for each Data Revert RF
Channel to achieve the same inbound/outbound coverage as the voice
channels (however, this is not a requirement).

• It is not necessary for the

number of Satellite Receivers
to be the same at different
LCP sites.

• Satellite Receivers register

with the LCP Master and use
the Radio ID of the
Trunking/Voting Repeater as
reference for the Voter to
which to forward the received
call bursts.
PAGE 13
DIGITAL VOTING CONSIDERATIONS
• If Digital Voting is enabled in a system with Enhanced GPS, some of the
window sizes cannot be used for GPS updates, otherwise the GPS data
may not be transmitted and received properly.

• Single Site system (Conventional Single Site, one site IPSC, Capacity Plus
or one site LCP) - all window sizes 5 to 10 may be used. If CSBK data is
enabled the window size must be 1 or 2

• Multisite IPSC or LCP,

− If IP delay between sites is 60 milliseconds, the window size must be 1
or 2 with CSBK data enabled, or 7 and higher for non-CSBK data calls.
− If IP delay is 90 milliseconds, the window size must be 1 or 2 with CSBK
data enabled, or 8, and higher for non-CSBK data calls.

• When Enhanced GPS is enabled in the system, the Satellite Receiver must
not be configured as a scheduler. “Enhanced GPS” section of the CPS must
be set to “None” for both slots.

PAGE 14

SOFTWARE LICENSES SERVER
CHANGES

PAGE 36
LICENSING SERVER MIGRATION
• Problem Statement: Software Licenses that are Registered via MOTOTRBO
CPS become associated with the specific PC.

• Motorola Solutions is migrating to a New FlexNet server for all software

licensing to help address some of the drawbacks of the legacy licensing
server (i.e. radio licenses being tied to a specific PC).

• No need to track and remember which PC was used to register which radio
Serial Numbers, when using Radio Management (RM).

• All licenses can be managed within the Radio Management (RM) Server and
activated from any RM Client (IP Connection to RM Server required).

• No longer need to worry about losing the registration for a given Serial
Number if the hard drive crashed, as the licenses can be re-downloaded to
the RM Server (not in CPS).

Note: Even new Licenses Registered via CPS will continue to be associated
with the PC that registered them.

PAGE 37
CUSTOMER IMPACT
• No New Software Feature Part Numbers needed.

• Radio & CPS application features will be migrated to new server licenses
starting on November 21st.

• Any EID purchased after November 21st will require latest CPS 10.0 and RM
1.2 to Register / Activate all premium software features.

CPS will support backwards compatibility with Legacy

licenses and New (FNE) licenses for some time.

Radio Management (RM) can only use the New EID’s
