Why analyze?
• enrollment trend
• uneven distribution of learners among schools/across grade levels
• deployment of required teachers by grade level/learning area
• schools with generous provision of teachers
• other schools with acute shortage
• station specific plantilla items for secondary
• maximum utilization of available classrooms
National Capital Region
Basic Questions
• What are the considerations in the
deployment of appropriate number of
teachers per school?

• How do we compute the number

of teachers required per school?
National Capital Region

Teacher Deployment Analysis

• What are considerations in the deployment

of appropriate number of teachers per
school?
National Capital Region
Teacher Deployment Analysis
• The number of teachers in a school is
determined by:
• enrollment
• number of classes organized
• curriculum design
• teaching load
National Capital Region
Teacher Deployment Analysis
• Enrollment
• Ideally, the enrollment threshold (absorptive
capacity) of schools is defined by the
number of available classrooms and the
parameters set forth by the CO on class size
at different grade levels.
National Capital Region
Teacher Deployment Analysis
• Number of Classes Organized
• is dictated by available classrooms in the
schools, enrollment, parameters set on class
size and the number of shifts.
National Capital Region
Teacher Deployment Analysis
• Curriculum design
• reflects the time allotment per day/per week,
class program configuration, competencies
covered and the number of subjects under
the K to 12 program.
National Capital Region

Curriculum Reforms

• RSEP – by the hour programming instead of 40 minutes per

learning area.
• SEDP (NSEC/NESC) – forty minutes daily instead of an hour

Teaching Load (DepED Order No. 43, s. 2002)

• Magna Carta for Public School Teachers (6 hrs teaching load plus 2
hours of related work).
• Teaching load is equivalent to one hour. Assignments given by the
principal shall be equivalent to one teaching load.

Teaching Load (DepED Memo No. 291, s. 2008)

• CSC resolution No. 080096 – teachers are not exempt from the
eight-hour workday per RA 1880.
• Remaining two hours shall be spent within or outside the school

Teaching Load (DepED Order No. 16, s. 2009)
• The six hours of actual classroom teaching shall cover the full teaching load of a
teacher as indicated in the class program.
• The time interval between actual classroom teaching shall be counted as part of
the two hours spent for teaching related activities except lunch break and recess
period.
• Teaching load including advisorship and/or special assignments for the entire
school year combined shall be considered as one teaching load.
• Teachers who have rendered the six hours of actual classroom teaching as reflected
in the daily time card shall be deemed to have completed the working hours and
must not be declared to have incurred under-time in the report of attendance and
must not be subjected to salary deduction by the concerned payroll servicing unit.

teacher should handle 2 classes in a day to
complete the 6 hours teaching load. However,
this is considered overload since there must be
a class adviser for each class.

• Grade 1 curriculum requires 240mins on the first semester and
a maximum of 270mins on the second semester. To complete
the 6hrs, Grade 1 teacher should do team teaching with

Teacher Deployment Analysis (K-6)
In summary, the computation of teachers in an elementary school is
defined as follows:

Tr ( ES ) = 0.5Ct ( k ) + Ct ( g1−2) + 1.1667Ct ( g 3) + 1.2Ct ( g 4−6)

Salient features:
1.It facilitates determination of number of teachers in every grade level or cluster of
grade levels and learning area.
2.It allows equal distribution of teaching load.
3.In some cases, it can be the basis in defining the guidelines for the utilization of the
teaching overload allocation.
