MFO 3: Civil Registration Services

From the IRR:

It shall be responsible for the civil registry document management and archiving, policy
advocacy and research on civil registration matters, court decrees and legal instruments
affecting civil registry documents, administrative correction of civil registry documents, outlet
and customer services and other civil registration concerns.

CRMD

Processing/Facilitation of CRS

1. Monitors, verifies, and processes affected by court decrees, legal instruments, RA 9048 & 10172
2. Receives, controls, and processes endorsed CRD (including e-verification or validation)
3. Approves electronic endorsement
4. Performs production of vital events and maintains electronic linkages of images with multiple
registrations
5. Effects annotations based on pertinent rules and regulations

Aside from the usual work of CRS

1. Coordinates activities on the conduct of training & conventions for C/MCR and solemnizing
officers
2. Prepares policy studies on CR for dissemination

Archiving and Database

1. Keeps, maintains, preserves, and archives CRDs, microfilm rolls, data files, indices, petitions,
feedback, annotated CRDs
2. Performs cleaning of database based on submitted error listing from frontline services
3. Coordinates with ITDS on the conversion of CRDs to digital formats

Assistance to Serbilis Outlets

1. Receives, processes, and issues certified copies of CRDs and authenticates CRDs by LCRs
2. Monitors and evaluates the performance, machine and manpower requirements, supplies,
consumables of Serbilis Outlets
3. Provides technical and administrative support to Serbilis Outlets through Help Desks

VSD

1. Prepares and plans programs for generating vital statis*tics, statistical tables, reports, specila
releases, studies, and dissemination materials on vital statistics
2. Receives and prepares files and documents for the processing and generating tables of vital
statistics; issuance of current document certifications, document conversion and genereation
of vital statistics
Support to Operations (ONS Core and ITDS)

Planning and Management Service

1. Serves as the Chief of Staff of the NS and oversees all regional operations
2. Formulates strategic, long-term, and annual plans and programs for the PSA
3. Establishes internal control systems and procedures; enhances individual and unit
accountabilities of established systems and procedures; determine cost effectiveness and value
for money of major investments and expenditures of the PSA and the efficiency operations of
the PSA
4. Reviews the progress of projects under implementation against set standards, objectives, and
schedules
5. Coordinates and provides technical support in the periodic performance evaluation of PSA
organizational units
6. Formulates criteria for determining priorities of proposed projects, and accordingly selects
capital projects for funding and execution, including appropriate financing schemes
7. Formulates guideline and provides assistance in the preparation of budget-related documents
(i.e., Agency Performance Measures, Quarterly Performance Targets, Agency Performance
Targets, Agency Performance Reports, and Accomplishment Reports
8. Coordinates and provides technical support in the conduct of PSA internal planning conference
and ManCom (senior management) meetings

Legal Service

1. Provides legal services and advices to the PSA


2. Conducts legal research and compliance
3. Prosecutes, investigates, and manages litigation of administrative cases within the PSA
4. Prepares legal documentation and drafting of legal opinions
