BRIEF DESCRIPTION OF PARADIP HYDERABAD PIPELINE PROJECT

Indian Oil Corporation Limited (IOCL), a Govt. of India Undertaking is engaged in


petroleum refining, marketing and transportation of crude and petroleum products
pipeline throughout the length and breadth of the country. IOCL operates a network of
11221 Km. long crude oil, petroleum products and gas pipelines with a capacity of
80.490 million metric tonnes per annum of oil and 10 million metric standard cubic
meter per day of gas. Cross-country pipelines are globally recognized as the safest, cost-
effective, energy efficient and environment-friendly mode of transportation.

Indian Oil Corporation Limited (Pipelines Division) intends to lay 1150 KM long Paradip –
Hyderabad Product Pipeline (PHPL), originating from Paradip in the state of Odisha and
terminating at Hyedrabad in the state of Telangana with intermediate pumping – cum –
delivery station at Berhampur (Odisha) and at Visakhapatnam, Rajahmundry &
Vijaywada (Andhra Pradesh). This Paradip-Hyderabad pipeline would be laid for
evacuation of white oil products (i.e.MS, HSD, SKO & ATF) from the Paradip refinery to
depots in Odisha, Andhra Pradesh and Telangana; hence is a time bound project of
national importance.

The initial pipeline length of 91.4 Km from Paradip shall be laid in existing Right of Way
of Paradip Raipur Ranchi Pipeline in the districts of Jagatsinghpur, Cuttack, Khorda and
Puri in the state of Odisha. Approval for re-diversion of 2.8046 ha of revenue forest land
in this stretch of 91.4 Km is required for Paradip Hyderabad pipeline. This 2.8046 Ha
forest land is a part of 70.4221 ha of forest land for which diversion proposal was
approved for Paradip Raipur Ranchi Pipeline vide letter
 F.No.8-01/2013-FC dated 22.2.2013 (Stage-I)
 F.No.8-01/2013-FC dated 4.9.2013 (Stage-II), under section 2 of Forest
(Conservation) Act, 1980
 10F(Con)280/201220682/F&E, Bhubaneswar dated 5.10.2013, Government of
Odisha has allowed for this diversion of forest land for Paradip Raipur Ranchi
Pipeline

The remaining 235.609 Km length of pipeline in state of Odisha shall be laid in


independent Right of Way which shall be acquired for right of use of Paradip Hyderabad
pipeline in the districts of Puri, Khorda, Nayagarh and Ganjam. No reserve forest or
revenue forest is involved in this stretch of new independent Right of Way of Paradip
Hyderabad Pipeline.
The proposed project involves the following activities:

 Laying of about 1150 Km pipeline
 Installation of Originating pump station at Paradip
 Installation of Delivery cum pumping facilities at Berhampur in Odisha
 Installation of Delivery cum pumping facilities at Vizag, Rajahmundry and
Vijayawada in Andhra Pradesh
 Installation of pipeline delivery station facilities at Hyderabad

The pipeline length in the state of Odisha is about 327.009 Km. The existing Right of
Way (width of 18 meters) of Paradip Raipur Ranchi Pipeline from originating point
Paradip to Chainage 91.4 Km near Bhubaneswar-Puri National highway crossing, shall be
utilized for the subject purpose. New Right of Way of 18 meters shall be acquired for the
remaining stretch from 91.4 Km to Odisha border in state of Odisha as per the
provisions of Petroleum & Minerals Pipeline Act, 1962. The pipeline shall be laid at a
depth of about 1.25 to 1.5 meters from ground level. After laying of pipeline, the area
will be restored back and the corridor will be demarcated with boundary pillars at
regular intervals.

The forest divisions through which the pipeline is passing through are as follows:
1) Rajnagar Wildlife division
2) Cuttack Division
3) Puri Division
4) City Forest Division
5) Khurda Division
6) Nayagarh Division
7) Ghumsur North Division
8) Ghumsur South Division
9) Berhampur Division

Out of these nine divisions, in five division’s viz. Puri, Nayagarh, Gumshur North,
Gumshur South and Berhampur Divisions, the pipeline is not passing through any forest
plots.
