INVITATION OF BID

1. The Chairman, Water Resources Board, hereinafter referred to as the employer, now
invites sealed Bids, from eligible Bidders for the following contract under the Project.

2. Bids will be opened, to all contractors who are determined to have the following
qualifications:

a. The bidder must have at least three years experience of similar work type of
work.
b. The Bidder should have all the necessary machineries and equipment for the
tube well drilling.
c. Shall not be under a declaration of ineligibility for corrupt or fraudulent
practices or unsatisfactory performance or work

3. Interested eligible Bidders may obtain further information, on the Bid form and inspect the
Bidding Documents at the office of Water Resources Board – Supply Division, 2A-
Hector Kobbekaduwa Mawatha Colombo -7 T.P : 011- 2679865, 011- 2697050, 011-
2669294 and can also be seen in Web site: wrbmiwm@sltnet.lk Bid document can be
purchased from 26th February, 2013 up to 14th March, 2013 between 9.30 a.m and 3.00
p.m. on working days from the Head Office on payment of Non- refundable fee of
Rs.1,000/= for each bid.

5. Sealed Bids accompanied by the appropriate bid security shall reach The Chairman,
Water Resources Board, 2A, Hector Kobbekaduwa Mawatha, Colombo 7 on or before
2.30 p.m. on 15th March, 2013.

6. The Employer will not be responsible for any costs or expenses incurred by Bidders for the
preparation or delivery of Bids.

3. Procedure for submission of Bid

Bids shall be submitted as set out here under and Bidders are required to purchase and
complete additional copies of the documents as necessary.

All Bids marked ‘ORIGINAL’ AND ‘DUPLICATE’ and complying in all respects
with these “Instructions to Bidders” and any supporting papers shall be consigned in an
inner and outer sealed package endorsed on the outside of each package with the words
“BIDS or The Construction of tube wells in Baddulla District”. In the event of any
discrepancy the documents marked ‘ORIGINAL BID’ shall be deemed to be the valid
Bid.

It is the responsibility of the Bidder to ensure that the Bid is delivered to the
Chairman, Water Resources Board on or before the due submission date and time.

4. Procedure for Opening of Bid:

The Official Opening of Bid will be immediately after the submission of Bidders at the
Office of the Water Resources Board, Supply Division.

Bidders or their duly authorized representative may be present at the opening of Bids.
The Bidder’s representatives who are present shall sign a register evidencing their
attendance.

5. Validity of Bid:

The Bid shall be held valid for acceptance for a period of ninety (90) days from the date
of closing the Tender.

6. Completion of the Bid documents:

The bid shall be signed and witnessed and all information required on the Bid and
Appendixes there, to be filled in or provided by the Bidder. The Schedule of rates shall
be duly priced in Sri Lanka Rupees to show the rates indicating VAT separately and
summary thereof shall be signed.

The Bidder shall submit the “ORIGINAL’ set of Bid Documents with each and every
page initialed, which may either be sent by post under registered cover to reach not
later than 2.30 p.m. on 15th March, 2013 to The Chairman, Water Resources Board,
2A, Hector Kobbekaduwa Mawatha, Colombo 07 or deposited in the tender box
provided at the Supplies Division.

Incomplete Bids: Bidders must submit offers for the whole of the works, Tender
submitted for separate sections only or Bids which are incomplete will be rejected.

7. No Alterations or Qualifications:

No alterations shall be made in the form of Bid, List of requirements or other


documents, and the Bid shall comply with the terms of the Bid Documents.

8. Copying Errors:

There shall be no erasures or overwriting other than those necessary to correct errors.
All such corrections shall be legibly rewritten and initialed by the Bidder.

9. Information to be submitted with Bid:


The following information shall be submitted with the Bid.

(a) Past Experience

The Bidder shall submit the details of similar works done during the past 03 years with
names, addresses and telephone numbers of the clients in accordance with the Form A
(annexed).

10. Bid Bond

Bids shall be accompanied by a Bid Bond of the sum of Rupees 25,000.00 issued by a
recognized Bank in Sri Lanka acceptable to the Employer for the payment of which
sum the Bidder and the Bank shall be jointly and severally bound to the employer. The
conditions of the Bond shall be as set out in the Form of Bid Bond annexed to
Instruction to Bidders. The Bid Bond shall be valid for a period of Ninety (90) days
from the date of closing of the tender.

The Bid Bond submitted by unsuccessful Bidders will not be released until the
expiration of Bid or until such earlier time as a Bid has been accepted by the Employer
and a Performance Bond duly provided by the Bidder whose Bid has been accepted.

The Bid Bond submitted by the Bidder who’s Bid has been accepted shall be released
when the contract has been duly entered into. If the Bidder whose Bid has been
accepted fails to enter into contract within fourteen (14) working days of the acceptance
of his Bid., the full amount of the Bid Bond shall become payable to the Employer as
compensation for such default.

11. Expenses of Bid

The employer will not be responsible for or pay for expenses or losses which may be
incurred by any Bidder on the preparation of the Bid.

12. Clarification of Bids

To assist in the examination, evaluation and comparison of Bids the Employer may
request information from Bidders individually for clarification of their Bids, including
breakdowns of unit rates. The request for clarification and the response shall be in
writing, but no-change in the price or substance of the tender shall be sought, offered or
permitted except as required to confirm the correction of arithmetic errors discovered
by the employer during the evaluation of Bids.

13. Correction of Error

Bids determined to be substantially responsive will be checked for arithmetical


correctness. Error and omissions will be checked as follows:

(a) Where there is a discrepancy between amounts in figures and in words, the amount
in words will govern subject to any deduction mentioned hereunder.

(b) Where there is a discrepancy between the total tender price quoted by the Bidder
and the Bid price arrived at after correction of error if any, the total Bid price
quoted by the Bidder shall govern and the rates shall be adjusted accordingly.

In general the Bidder is deemed to have satisfied himself before submitted the Bid as to
the correctness and sufficiency of the Bid rates and prices to cover all the obligations
under the Contract.

14. Evaluation and Comparison of Bid and Award of contract

The Bid will be evaluated of technical, financial, general contractual and administrative
aspects in order to obtain the best and most advantageous offer with the lowest
evaluation cost to the client.

In evaluating Bids for financial aspects, the employer will determine for each Bid the
Evaluated Bid Price be adjusting the Bid Price as follows:

(a) Making any correction for errors pursuant to Clause 15 above.

(b) Making an appropriate adjustment for any other acceptable quantifiable variations,
deviations or alternative offers not reflected in the Bid Price or in the above
mentioned other adjustments.

The Employer reserves the right to accept or reject any variation, deviation or
alternative offer. Variations, deviations, alternative offers and other factors which are in
excess of the requirements of the Bid Documents or otherwise result in the actual of
unsolicited benefits to the Employer shall not be taken into account in Bid evaluation.

The Employer reserves the right to negotiate with any Bidder on rates and prices or any
other which may affect the Bid before award of the Contract. In this event the agreed
results of these negotiations will be bound into the Contract Documents and shall form
part of Contract.

Price adjustment provisions if any applying to the period of execution of the contract
shall not be taken into account in tender, evaluation.

15. Language of Bid

The Bid, and all correspondence and documents, related to the Bid, exchanged between
the Bidder and the Employer shall be written in the English language, Supporting
documents and printed literature furnished by the Bidder may be in another language
provided they are accompanied by an accurate translation of the relevant passages in
the English language, in which case, for purposes of interpretation of the Bid the
English translation shall prevail.

16. Right of the Employer to Accept Bid and or to reject any or All Bids

The Employer Board reserves the right to accept or reject any Bid, and to annul the
tendering process and reject all Bids, at any time prior to award of contract, without
thereby incurring any Liability to the affected Bidder or Bidders on the grounds for the
Employer’s action.

19. Use of Local Materials and Labour.

The Bidder is encouraged as far as may be consistent with his obligations under the
contact to use Sri Lanka standards Institute (SLSI) materials or ISO standard specified
in the specifications and labour.

20. Lack of Information

Bidders must acquaint themselves fully with the conditions of Tender. No plea of lack
of information or of insufficient information from the successful Bidder will be
entertained at any time.

the said Bond, within 30 (thirty) days of my/our being called upon to do so, at the
latest, then any acceptance of this tender by you, may be revoked by you on behalf of
the employer and that my/our bid bond shall be forfeited for my/our failure to execute
the Contract Agreement and the Performance Bond within the stipulated time period.

5. Unless and until the formal agreement is prepared and executed, I/We do hereby agree,
that this Bid together with your written acceptance thereof, shall constitute a binding
contract between the two parties.

No alternation to the terms of the Tender, nor any forbearance or forgiveness in or in


respect of any matter or thing concerning the Bid on the part of the Board, nor any
objection from the Bidder shall in any way release the Surety from any liability under this

The benefit of this Bond shall not be assignable by the Board and upon its ceasing to be in

1. Please indicate mobilization cost per kM from bidder’s main yard/office. When the drilling contract
continues, the mobilization cost will be calculated according to the distance from site to site.

Section VIII: General conditions of contract


Definitions

1. “Contract” means these General Conditions the Specification, the Drawings, the Bill of
Quantities, the Bid, the Letter of Acceptance, the Form of Contract and such further
documents as may be expressly incorporated in the Letter of Acceptance of Contract
Agreement (if completed)

3. “Letter of Acceptance” means the formal acceptance by the Employer of the Tender.

Nature of work
All contractors tending should fully acquaint themselves with the contract documents, and the
nature of the proposed works in general and the worksite so that any special difficulties or
peculiar features may be noted and shall be immediately brought to the attention of the
Employer.

Work in accordance with Contract


The whole of the works shall be in accordance with the specifications and such other details as
may be supplied from time to time in accordance with the contract.

Contractor’s supervision of the work


The contractor or his representative must be on the works during all working hours. The name of
his representative must be intimated to the Employer and it must be distinctly understood that the
instructions given by the Employer or the Employers representative to this representative in the
absence of the Contractor himself.

Dismissal of incompetent persons


Any person employed by the contractor on the works, who in the opinion of the employer is
incompetent or shall act in an improper manner, shall be dismissed from the works upon request
of the Employer, and such person shall not be again employed on the works without written
permission of the Employer.

Insurance of work and third party cover


The Contractor shall insure in the joint names of the employer and the contractor and indemnify
the employer against all losses or damages from whatever cause arising, in such a manner that
the Employer and Contractor are covered for the period stipulated for completion of the contract
and maintenance for losses or damages arising from a cause and for any loss or damage
occasioned by the Contractor in the course of any operations carried out be him for the purpose
of complying with his obligations.

Watching and lighting


During the period where the works are under construction or in progress, the contractor shall
take every possible precaution by providing barriers, lights, watchmen, etc., for the security and
safety of life and property and shall be responsible for all accidents and damages which could
arise, in consequence to neglect of such precautions.

Section IX: Specifications


A. GENERAL SPECIFICATIONS

This specification shall be applied to the Water Well Construction and its relevant works
for Badulla district.

01 SCOPE OF THE WORKS


The work shall be executed in accordance with the terms, conditions and requirements of
the Contract and the Technical Specifications under supervision of Employer.

02 SETTING OUT WORKS


The Contractor is responsible for the setting out the works. He shall get prior approval of
the Emlpoyer before commencing the works.

03 ACCESSES AND SITE ROADS


The Contractor shall be deemed to have fully informed as to the suitably of the road to the
site the roads within the site. He shall exercise due care in the use of such road and shall
make good any damage caused by their use. The Contractor shall provide such temporary
site roads as are necessary.

04 QUALITY OF MATERIALS AND WORKMANSHIP


The materials and workmanship shall be of the best of their respective kind and shall be to
the approval of the Employer. In the reading of the specification the words” to the approval
of the Employer” shall be deemed to be included in the description all materials used in the
works whether manufactured or natural and in the description of all operations for the due
executive of the Works.

05 CONTRACTOR’S YARD STORES ETC.


a) The Contractor shall make his own arrangement for all yard, stores etc. and for
all services in connection therewith for efficient execution of the contact.

b) The location of all offices and stores shall be agreed beforehand with the
Employer and shall be to avoid obstruction and nuisance to the public.

06 FIRST AID OUTFITS, TREATMENT AND TRANSPORT


During the progress of work the Contractor shall provide first aid outfits and such outfits.
The Contractor shall, within 24 hours of the occurrence of any accident at or about the site
or in connection with the executive of the Works, report such accident to the Employer’s
Representative and to the competent authority where required by law. At least one person
permanently on the site shall have been instructed in first aid and the person so designated
shall have been made known to the Employer in writing.

07 WORKS WATER SUPPLY


a) The Contractor shall make suitable arrangement and bear all costs in accordance
with the provision and maintenance of works water supplies on site.

b) The water shall be of a chemical and purity standard such that it will not pollute
injure or cause any deterioration of the works, and it shall generally comply purpose
connected with the contract without the written permission of the Engineer.

08 REPAIR OF FENCE ETC.


The Contractor shall repair in a manner similar to the original or by other means
approved by the Engineer and hedging, wall or fence which he may have removed out
or damaged during the progress of the work.

09 SPOIL, DUMPS
The Contractor shall not deposit excavated materials on public private land except
where, directed by the Employer in writing or with the consent in writing of local
authority or of the owner or responsible representative of the owner of such land and
then only in those places and under such conditions as the local authority owner or
responsible representative may prescribed.

B. TECHNICAL SPECIFICATIONS

01 Construction Water Tube Wells

General Provision

Water well drilling works shall be performed in the districts shown in the Table 1-1.

02. General Procedure of the Drilling Works

The water well construction works consist of;

i. Carrying out Hydro-geological Investigation for identifying of suitable site


locations.

ii. Drilling of surface hole of diameter as shown in price schedule to the depth of
surface unconsolidated layer;

iii. Installing of casing, as judged by the contractor and approved by the Employer
as appropriate in the hole, gravel packing to the annular space of the casing to
fix it to the ground.

iv. Drilling of hole of a diameter as shown in price schedule in the hard rock.

v. Conducting of well development by air lift

vi. Surface completion including fixing of well cap.

03 Main Equipment, Supporting Tools and Material for Well Construction Works.

The contractor shall prepare all the main equipment, supporting tools and drilling
material required for the construction of the water tube wells. The contractor shall
procure sufficient quantities and sizes of equipment to complete the work within the
contract period. Drilling Rigs and all equipment including the pumps, drill pipes and
drill strings, bits etc. shall have the capacity of 20% more than that suitable for the
designed works. It is the Contractor’s responsibility to ensure that rig capacities and
hook capacities are capable of carrying the maximum load to be handled including a
reasonable safety margin as customary practiced in such drilling jobs.

i. Drill Pipe: The drill pipes shall have sufficient length for efficient drilling
works;

ii. Drill Bits : Sufficient number of drill bits of each type shall be on site to avoid
interruption of drilling works:

iii. Other Tools; Other tools necessary for drilling works shall be on site for
immediate use when required.

04. Preparation Drilling site

The Contractor shall prepare the site to conduct the works efficiently with the
maximum care not to disturb the society and environment around the site. The
Contractor shall have responsibility for the right of way, clearing and recovering the
site.

05. Protection of the Site

Unless otherwise specified, the contractor shall maintain all structures, paths, pipeline,
trees, shrubbery, lawns, etc. in the site during the drilling operation.

The Contractor shall remove all the materials that will be brought in the site and/or
produced during the drilling works, from the site on completion.

Water pumped up from the well shall be led to the suitable place to be disposed without
the damage to properties or the creation of nuisance.

The contractor shall, upon completion of the work, restore the site to its as much
original condition as possible.

06. Contractor’s Notice to Employer

The contractor shall give the Employer verbally and in writing a notice of a minimum
of 48 hours before starting to carry out key operations, i,e. Commencement of drilling,
casing installation, placing of gravel pack, well development, installation of hand pump
etc. as to be instructed by the Employer.

07. Employer’s Right to Interrupt the Drilling Operation

The Employer shall have right to interrupt the Contractor’s operation if it should prove
that the contractor fails to follow the instructions, provide facilities, equipment or
material as specified in the specification or proposed by the Contractor and approved
by the Employer, prior to commencement of drilling operation. The Contractor will
only be permitted to continue operation when all requirements are met.

08. Drilling Operation

8.1 Drilling Diameter and Drilling Depth

The diameter of the drilling bit shall be selected by the Contractor according to the site
requirement, in order to construct the tube wells with casing and screen of PVC pipe
with the normal diameter 150mm (6-inch) to be installed.

The final depth of each well shall be instructed by the Employer on site. However, the
minimum depth of each well should not be less than 25m.

The contractor shall take maximum of his Engineering skill to maintain the hole to be
as vertical and straight enough.

8.2. Drilling Fluid control

If and wherever rotary method with direct mud circulation is applied for drilling the
well, a strict mud control must be carried out. The possibility of lost circulation might
exist. The Contractor shall inform the Employer immediately when lost circulation
occurs approval for the use of lost circulation material (LCM) or for cementing off,
shall be previously obtained from the Employer.

8.3. Sampling of Drill cuttings

The Contractor shall collect drill cuttings while drilling and placed adequately at every
one meter drilled, from surface to the total depth. The drill cuttings (minimum weight
0.5kg) shall be washed when mud-drilling is used, and then put into polyethylene bags
for easy checking by the engineer on site.

8.4. Back fill of the Drilled Bore Hole

If directed by the Employer, the Contractor shall backfill the bore hole from the bottom
upward to the depth as designated by the Employer by soil cement slurry using a mud
pump and drill pipes loweres to the bottom of hole.

8.5. Termination of Drilling Operation

When the drilled hole reaches to the designated depth or the depth directed by the
Employer, the drilling shall be terminated with the approval of the Employer. Total
depth drilled shall be recorded and checked and certified by the Employer.

8.6. Plumbness and Alignment

The drilled hole shall be vertical and straight enough to install the pipe casing,
plumbness and alignment shall be tested by lowering a section of pipe into each drilled
hole, or by following other method agreed by the Employer. Should the drilled hole
vary from the vertical more than two-third of the smallest inside diameter of that part of
the drilled hole being tested per fifty (50) meters depth, the plumbness and alignment of
the drilled hole and the casing shall be corrected by the Contractor at his own expenses.
Should he fail to correct such faulty alignment or plumbness, the hole shall be declared
as abandoned.

8.7. Installation of Casing pipes, Gravel Packing and Sealing the Annular Space
of the Casing

8.7.1 Type and Material


The material for the casing pipe should be provided by the contractor.
Appropriate screening (Slotting) shall be carried out by the Contractor as per the
instructions of the Employer.

Screen shall have slotted opening that shall 2mm wide and distance between
two slots shall be not more than 20mm.

8.7.2. Installation of Casings

With instruction on well design from Employer to the Contractor, The


Contractor shall install the casing pipe.

8.7.3. Gravel packing

The annular space between the casing /screen and the ground shall be filled with
gravel from the bottom of the overburden up to ground level. The gravel should
be of a uniform size which is just slightly larger than the size of the slots in the
well screen. Gravel shall be clean enough free from alien material such as
organic materials.

8.7.4. Sealing Annular Space

The Contractor shall fill the annular space around the casing pipe above the
gravel packing to the ground surface, with suitable slurry of cement as proposed
by the Contractor with the approval of the Engineer.

8.8. Well development

8.8.1. Sand-free Condition

The Contractor shall develop the well by such methods as will effectively
extract from the water bearing formation the maximum practical quantity of
sand, drilling mud, mud cake and other fine materials as may, during the life of
the well, be drawn through the screen when the well is pumped under maximum
conditions of drawdown and to a sand-free condition. The water shall be
considered sand-free when no samples taken during test pumping contain more
than 20 ppm of sand by weight. The Contractor shall follow step by step the
method and procedure here under presented.

8.8.2 Air Lift

After having drilled the bore hole the contractor shall;

1). Displace all the drilling fluid with clear water, when drilling fluid is
used.
2). Install the air lift pipe at low submergence and slowly operate it until the
water being discharged is clear of sand.

When no further sand is entering through the screen and the water is almost
clear the Employer will give permission to prosecute with the concentrated
development.

8.9 Flushing Yield of the well

Simultaneously with the Air Lifting, the contractor in the presence and as per
the instructions of the Employer should measure the flushing yield of the well.
Minimum acceptable yield of the well should be 05 ltr/min. Any well with yield
less than 05 l/min will be considered as unsuccessful and no payment shall be
made.

8.10 Definition for Successful well

Any well with yield not less than 05 l/min will be considered as successful well
and no payment shall be made for wells less than 05 ltr/min.

8.11 Completion Report

The contractor after completion of each well shall submit a completion report as
per the Form B in section X to the Employer with all the necessary information
duly filled.

9 Installation of India Mark III Hand Pumps and Construction of apron (Hand
pump basin)

The contractor shall supply and install India Mark III hand pump as specified in
Technical Specifications and construct apron (Hand pump basin) as illustrated in the
drawings. The pump should be strictly in conformity to the technical specifications
given below. The contractor shall inform the employer to inspect and obtain the written
approval prior to installation of hand pump sets.

SPECIFICATION FOR DEEP WELL HAND PUMPS – INDIA MARK III

India Mark III Deep Well Pump (VLOM) (Complete) conforming to Indian standard IS
13056 for 10mm diameter bore hole with fixing arrangements for 75mm (Nominal
Diameter PVC ricer mains.

Note 01: The proposed PVC ricer main of outer diameter 75mm (Nominal
diameter) and thickness 05mm. Riser main is connection to
75mm pipes to water chamber and pump cylinder 75mm PVC

pipe should be 1000 type and socketed at one end and the socket
length should be 100mm (pipes should be 3m length).
Centralizers for 75mm riser pipes 2nos for each 3m pipe length.

Note 02: The Connecting rod required should be stainless steel of


following specification.

12mm diameter connecting rod manufactured from stainless steel


grade 04, Cr18, Ni10 conforming to IS 6603-1972 complete with
couplers and ends threaded. (Thread should conforming to IS
1367) (Part 14) : 1984 all should conforming to the dimension
indicated as per Annexed drawing.

Note 03: Riser Main Fixing Arrangements :


The fixing arrangement for 75mm PVC ricer mains mentioned
above should be as per the dimensions and material given in the
Annexure II and III.

Other Requirements.
(a) Centralizers at 3m intervals for connecting rods and riser
pipes should be provided.

SPECIFICATIONS FOR THE PARTS OF DEEP WELL HAND PUMP – INDIA


MARK III

01. Open top cylinder – VLOM type pumps shall comply with the Indian standard
IS 13056/91
02. Pumps parts shall also be complied with ISO 9000 series Assurance and Indian
standard 13056/91
03. The tendered shall submit ISO 9000 series quality assurance and Indian

04. Connecting Rods.


The connecting rods and connectors should be made out of stainless steel grade
04Cr18, Ni10 Conforming to IS 6003-1972 and shall be of the minimum
diameter 12mm. Please refer the drawing attached and specification given
below or dimensions and other details. Stainless steel connecting rods should be
of size 12mm dia. 03m length with thread length of 20mm of 30mm of the two
ends. The thread should be of 12mm x 1.75mm type. One stainless steel 19mm
Hex Nut 50mm long with same thread as the rod, should be fitted not lock tight
at the end of the rod with 20mm threaded length. One stainless steel 19mm Hex
Nut 10mm long with same thread should be fitted, not lock tight at the other end
of rod together with one steel loc washer.

05. Water Tank


Water Tanks as per the drawing attached. Tank bottom flange hole diameter
shall be 100mm as shown in the drawing.
