Junhong Chang
Director
ASEAN+3 MACROECONOMIC RESEARCH OFFICE
Dr Junhong Chang is Director of the ASEAN+3 Macroeconomic Research Office (AMRO). She
succeeded Dr Yoichi Nemoto as Director of AMRO on 27 May 2016.
Dr Chang’s career in public and international public service spans over two decades. This has
provided her with rich experiences in regional and multilateral economic and financial fora, as well
as profound insights on the global economy, international finance, international development, and
regional financial cooperation.
Prior to her appointment in AMRO, Dr Chang served as Deputy Director General of the
Department of International Economic Relations in the Ministry of Finance (MOF) of China where
she was responsible for China’s engagement in multilateral platforms such as the G20, APEC
and ASEAN+3, as well as bilateral economic and financial dialogues with other major economies.
Dr Chang has also held several senior positions in international financial institutions, including
Alternate Executive Director for China at the World Bank Group (2009-2010) and Advisor to the
Executive Director for China at the Asian Development Bank (2002-2004).
Dr Chang graduated with a Master of Engineering degree from the Management School of Tianjin
University and holds a Ph.D. in Economics from the Institute of Asia Pacific Studies of Chinese
Academy of Social Sciences (CASS).

Hoe Ee Khor
Chief Economist
ASEAN+3 MACROECONOMIC RESEARCH OFFICE
Before joining AMRO, Dr Khor worked as a Deputy Director of Asia and Pacific Department at the
International Monetary Fund (IMF), responsible for overseeing the work on six ASEAN countries
(Indonesia, Malaysia, Myanmar, Philippines, Thailand and Brunei) and twelve Pacific Island
countries. He was also mission chief for Korea, front office reviewer for New Zealand, Sri Lanka,
Fiji and the Solomon Islands. From April 2009 to August 2010, Dr Khor was Head of Economic
Development and Chief Economist at the Abu Dhabi Council for Economic Development
(ADCED).
Dr Khor joined the Monetary Authority of Singapore (MAS) in July 1996 and was the Assistant
Managing Director from 2001 to 2009 where he was responsible for economic research, monetary
policy and financial stability. Dr Khor started his career as an economist at the IMF in 1981 and
had worked on a wide range of economies from the Caribbean and Pacific Islands to Malaysia,
Mexico and China. He was the IMF Resident Representative in China from 1991-1993. During
his career, Dr. Khor has written papers and reports on a wide range of topics and countries
focusing primarily on macroeconomic, monetary and financial issues.
Dr. Khor obtained his Bachelor’s Degree in Economics/Mathematics from the University of
Rochester in 1977 and a Ph. D. in Economics from Princeton University in 1982.

Sumio Ishikawa
Group Head and Lead Economist
ASEAN+3 MACROECONOMIC RESEARCH OFFICE
Dr Ishikawa assumed the position of Group Head and Principle Economist at AMRO in August
2014 and became a Lead Economist and Group Head in August 2015. As Group Head of AMRO,
Dr Sumio Ishikawa is responsible for leading a group of economists to undertake macroeconomic
and financial surveillance on member economies in the ASEAN+3 Region.
Dr Ishikawa graduated with a Bachelor of Economics from the University of Tokyo and holds PhD
in Economics from the University of California at San Diego. Dr. Ishikawa was Visiting Professor
at the Graduate Program of Ritsumeikan University from 2005 to 2007.

Dr Nguyen Thi Kim Cuc assumed the position of Economist at AMRO in April 2013 and became
a Senior Economist in July 2017. Prior to her current position of country desk economist for
Indonesia in 2018, Dr Nguyen was the country desk economist for Vietnam and provided support
for AMRO surveillance on Singapore and Lao PDR.
Before joining AMRO as an economist, Dr Nguyen had a brief stint with the organization when
she worked as an ADB consultant on data and Vietnam issues for AMRO in 2012. Prior to AMRO,
Dr Nguyen worked for Ministry of Finance of Vietnam where she was mainly involved in ASEAN
and ASEAN+3 financial cooperation, Vietnam macroeconomic analysis, and financial markets
regulation and supervision.
Dr Nguyen holds a Master’s degree in Public Policy from Lee Kwan Yew School of Public Policy
and a Ph.D. degree in Political Sciences from the National University of Singapore.

Jade Vichyanond
Economist
ASEAN+3 MACROECONOMIC RESEARCH OFFICE
Prior to joining AMRO, Dr. Vichyanond worked at the IMF, where his responsibilities there
included macroeconomic surveillance on Malaysia, Laos, Fiji, Italy, and San Marino, as well as
research work on international trade and capital flows.
Dr. Vichyanond holds a B.A. in Mathematics and Economics from Williams College and a Ph.D.
in Economics from Princeton University.

Khut Vanne
Associate (Regional Surveillance)
ASEAN+3 MACROECONOMIC RESEARCH OFFICE (AMRO)
Miss Khut Vanne, a Cambodian national, has joined AMRO as an Associate (Regional
Surveillance) under the secondment program provided by AMRO in association with Cambodia’s
Ministry of Economy and Finance. Prior to joining AMRO, Miss Vanne served as a National
Economist for Macroeconomic and Fiscal Policy Department, Ministry of Economy and Finance
in Cambodia from 2014 to 2016.
She holds a Master’s degree in Development Policy from KDI School of Public Policy and
Management, the Republic of Korea. She also holds a Bachelor’s degree in English education
(TEFL) from the Royal University of Phnom Penh and a Bachelor’s degree in Accounting from the
Royal University of Law and Economics, Cambodia.
