Sub: APTRANSCO- Transmission works execution - To speedup of the works - Modification of certain
procedures - Orders - Issued.

T.O.O (CE-Construction-1) MS. No.492 Dated: 28-2-20 II.

To speed up the execution of transmission line and Substation works, the best practice methods
observed in the other utilities and the issues raised in the workshop at en on 20-01-2011 are examined by
APTRANSCO and after thorough examination the following orders are issued.

a) Incentives for early completion of the works: It is decided to provide incentives to


executing agencies / contractors, for early completion of the transmission line works based on
the MAHA TRANSCO formula as detailed below.

Incentive Bonus Formula.

Y =. Days equivalent to the difference of the Scheduled Project commissioning Date and the
Ptoj~ commissioning date.

X=Time period in days for completion of a Project specified in the Specification! bidding
documents of the Project

However Y should be > 30 days and Incentive Bonus is limited to 4% of the Project Cost

Example for a project cost of a line with 10 crores for which the completion period is
12 months (365 days.). If the agency completes the work. before 60 days ahead of the
schedule. The bonus is

I IOCr * {60 / (365/3)} *4% = Rs, 19,72,60'21- (However the result will be limited to 4% of
project cost)'

Incentives will not be applicable for Substation and Bulk Load, Private Power Project works
and DC works. Incentives will be applicable only for the Transmission lines taken up under
capital works.

No incentives for lines less than 10KM. Length of line for incentive is the line length
specified in the lot.

b) The completioo period for the Transmissioo lines: It is decided to fix the completion
periods for the transmission lines and substations as below.

For 132kV and 220kV Lines:

For Substation I Switching stations:

i. For 400kY SS - - 24 Months

ii. For 220kY SS - - 12 Months

iii. For 132kY SS - - 9 Months

c) Penalties for delay in execution oftbe works: It is decided to revise the existing penalty
clause as below duly modifying the maximum ceiling of penalty amount to I()G/o of the
contract value and also linking up the penalty to the PERT charts.

"In case of non-achievement of Targets of the scheduled works by the Contractors when
compared with the PERT chart3 as accepted in the Kickoff meetings, whatever may be the
reasons, the APTRANSCO shall levy and collect the penalty @ 1% per month of value of
non-achieved targets fixed in the Kickoff meeting However if the work is completed within
the total scheduled completion period the penalty recovered shall be released".

"Further in case of delay in erection of the works or supply of material I equipment beyond
overall completion period, whatever may be the reasons, the APTRANSCO shall levy and
collect the penalty @ 0.5% per week of the delay on the delayed value of the works /
Materials / Equipment subject to a maximum of 10% of the total value of the contract Once
the maximum is reached, APTRANSCO shall consider termination of the contract".

d) Monopole structures and muJti-circnit corridors:

i. It is decided to consider monopole structures wherever space constraints and severe ROW
problems arise, especially in urban areas.

ii. The list of em panelled agencies for fabrication and erection of monopoles will be finalized
after calling the information from the prospective bidders and the Design will be finalized and
kept ready.

ill. Multi-circuit towers will be considered in place of old /outdated circuits wherever corridor
constraints crops up keeping in view of future demand. Especially when a proposed I new
sub-station is located in around urban I semi urban areas where the expected load growth is
more, the proposed 400kV, 220kV and 132kV lines connecting to the proposed substation
shall be with Multi circuit towers for the first 4 KM from the Substation for avoid future
corridor problems. duly obtaining recommendations of the Power Systems wing regarding
load gIowth in that area.

iv. It is decided to lay 220kY DC Lines with Twin Moose for future lines based on the network
requirement as recommended by Power Systems wing.

v. It is decided to lay 132kV DC Lines with Single Moose for future lines based on the network
requirement as recommended by Power Systems wing. The design of 132kV towers suitable
for single Moose ACSR conductor shall be done duly testing at CPRl.

e) It is decided to form a Committee for solving Right of way problems (Land Acquisition and Crop
compensation) with Additional Secretary, CE Zone, concerned SEffLC and MRO, for critical issues
whenever required.

f) It is decided to strengthen the qualification requirements for the bidders quoting for the new-works as
below.

g) It is decided to evaluate the prequalification bids based on the past performance of the contractors during
the last five years as on the date of bid opening.

h) The kick off meeting shall be held by Zonal Chief Engineers in case of 220kV and 132kV works and by
ChiefEngineer/400kV Construction in case of400kV works within 15 days from the issue of the Letter
of Intent for all works. The targets are to be fixed in the Kick-off meeting which shal] be signed by
Superintending Engineer mc and the contractor which shall become a part of the agreement The
targets fixed in the Kick-off meeting are final and shall be taken for imposing penalties. A copy of the
targets fixed and minutes of the Kick-off meeting shall be sent to headquarters immediately for review
in the teleconference.
i) It is decided to publish the rates for schedule A also in tender and the bidders has to quote tender
percentage on Schedule (A+B) only instead of quoting Schedule-A item wise. to avoid quoting of
unrealistic rates in each schedule by the bidders.

j) It is decided to have Joint Venture clause for the works of value more than Rs. 10 crores only and it is
decided not to have Joint Venture clause for the works of value up to Rs.l 0 crores.

k) It is decided to provide the supply & laying of earthruat in Schedule-B instead of Schedule-A to bill as
per the quantity of earthrnat laid.

1) The balance works after charging of substation has to be completed by the contractor within
2months otherwise CE Zone will take action and award the work to other agencies and back charge to
the original contractor. However the completed works shall be handed over to TL & SS wing by
construction wing with in the following schedule and as per the prescribed formats.

a) 400kV works - 4 months after commissioning

b) 220kYand 132 kV works - 3 months after commission ing

m) The contractor or his representative shall invariably" attend the meetings whenever called. The
representative of the contractor who attends the kick-off meetings and review meetings s11<l!1 be quali tied
and shall be authorised by the contractor with details of qualification and responsibility and designation of
the authoriscd person.

n) Work bills shall be submitted to the Executive Engineer concerned by the contractor for each and every
month for the work bills and within one week of receipt for the materials / equipment.

0) Route approval for the 220kV and 132kV lines shall l.c approved by CE I Zones up to + t (>0 variation of
length of the BEE line. Route approval for more than + 10% length of BEE line shall be sent to
headquarters for approval. For all the 132kV and 220kV Substation and Bay works. layouts shall be
approved by CE I Zones.

p) For all the augmentation I additional transformer works for which tenders are called at Zonal level. it is
decided that the Zonal Chief Engineers shall accord technical sanction at their level if the value of the
works"are within lr 10% of the administrative approval. However the CEJzone shall send a monthly return
of Technical Sanctions to FA & CCA( A,E & R) along with the details."

q) Change in Profile ;- If the change of towers and increase of the length is there due to Right of way
problems during execution of line works, then SEfTLC shall approve the change in profile. In case of
any technical difficulties the SErrLC shall consult with [i:.:sig:l Wil1g "<.:1,)(,,. approval.

r) All the standardized structural and foundation drawings (soft/hard copy) and BOMs, Guaranteed
technical particulars and drawings of all Materials and Equipment shall be kept in the specification and
circulated to all the field Engineers, which shall be ensured by the concerned Executive Engineer before
going for manufacturing! execution by the contractor. On the date of Kick-off meeting the Executive
Engineer shall finalise and confirm to the contractor regarding specific type of Towers to be used and the
drawings applicable and all the quantities of materials I equipment in writing and shall mark a copy to the
Headquarters. Any technical clarifications shall be done by the concerned SElTLC duly consulting with
Design wing if required instead of simply writing letters to the Head quarters.

s) It is decided to revise the Payment terms for material portion in turnkey works as below.
(i) 50% payment will be made within 30 days for the material / equipment supplied in complete
shape subject to their delivery as per the schedule of work contained in tile bar chart and on its
receipt at destination stores/site in good condition (i.e. from check measurement date in Form-
13). The concerned AEFffLC will receive the equipment/material in full shape at site and the
concerned EEfl'LC will do the check measurement and issue the Form-l 3.

(ii) 40% payment will be made after erection of equipment I material


(iii) Balance 10% payment will be made after commissioning of equipmcnt/rnaterial.
t) Survey Estimates - Executive Engineer/Tl.C is authorised for sanction of estimates and awarding
for survey works up to 1 lakh based on the rate contract
u) After finalisation of Substation site, the detailed estimates for both Substation and line including civil and
electrical portion combined together shall be sent to Headquarters by Superintending Engineers/Tl.C
within 60 days, duly completing the detailed survey for line and tal: ing the contour levels for Substation
site.

v) SSR Rates for supplementary items- It is decided that Supplementary Items (i.e. New items not
covered in the Contract Order) shall be paid as per the current SSR Rates during tile period of execution.

w) Provision of Vehicle during the execution of line work - It is decided to provide a clause in the
specification such that the contractor shall provide one vehicle (Jeep) till the project (linc)is completed to
the field AEslAAEs from section office to site for field visits. Non-providing of vehicle will attract
penalty as specified in the specification/tender.

x) If the performance of the contractor is poor and after issuing final notice, SEffLC can terminate the
contract, sinceSFIfLC is the authority who is concluding the Agreement

Y) Allotment of materials from the stores other than jurisdiction for :1 work in ERP system itself C~!11 be
taken as permission for transportation as supplemental item and payment to contractor can be made
accordingly.

z) Croprrree Compensation: Standard schedule of rates shall be arrived at by the Zonal CE's for each
District with the assistance of Additional Secretary/Revenue authorities duly constituting a committee.
Time frame 3 months.

aa) To identify the land owners, certification by VRO is to be taken instead of the MRO to clear the payment
of compensations without delay. Further the rates shall be taken from the district level SSR for crop / tree
compensation.
bb) Distribution elf crop compensation cheques: In view of the practical difficulties ill coordinating various
wings and in view of the disbursement of AlC payee cheques only, the distribution of cheques shall be
done by the AE concerned itself to avoid delays.

cc) Infrastructure: The Chief Engineer, . Zones are authorised to procure the following duly following
departmental formalities.
i. Binocular of each TLC I Sub division for seeing the towers.
ii. MRT testing equipment for all TLC MRT divisions.
Ill. It is decided to have at least 2 computers in all TLC sub divisions as there are no computers
for AElfLC and it is very difficult to prepare the estimates and other corres-ondence. lndent.:
shall be furnished by the CFlZones to the CE/lT for allotment.

be strictly adhered.
This order is issued with the concurrence of Chairman and Managing Director/ APTRANSCO vide
Reg. No.544 Date. 24-02-2011.

This Orders will come into effect from date of issue of T.O.O.
