Village of Kaslo
Thinking about selling
goods and services on the
sidewalk or a parking space?
Many local Kaslo businesses like to do this from time to time,
but it requires municipal permission, sometimes a fee or, at
minimum, a liability waiver signed by the business concerned.
Encroachments that violate municipal bylaws or present
unacceptable public hazards are not permitted and could
be subject to fines, seizure and other enforcement action if
warnings are not heeded. Sandwich board signs require a
special permit and must be placed in such a manner that they
do not obstruct pedestrian traffic.
A limited number of Temporary Licences of Occupation
are available to downtown businesses who wish significant
utilization of the sidewalk and parking spaces in front of their
premises. Proposals must conform to the associated policy
and go through a public process. A formal legal agreement
with fee schedule results for successful applicants.
Don’t simply copy your neighbour and start building a patio,
place goods in the road allowance or park your business
vehicle permanently in a space – compliant businesses are
paying for the privilege and have worked with the Village to
gain approval in advance.
If you are a temporary or mobile vendor, access to the sidewalk
and parking spaces is not permitted. If you hold a municipal
business licence and appropriate general liability insurance,
the Kemball Building courtyard and parking areas are available
to rent at weekends for special events at a modest fee, as are
some municipal parks. If renting from other property owners or
municipal lease holders, please ensure that you hold a Village
business licence – their business licences do not cover you.
The Village supports its downtown businesses in their efforts
to generate increased sales and revenue during the peak
season. Chamber membership is also encouraged to boost
communication and collaboration between businesses on
topics like this.

encroachment issues on the sidewalk or any municipal road
allowance or land, can contact the Village in confidence at

Born and raised by Harold and Nina de
Forest on a ranch near the Porcupine Hills
southwest of Claresholm Alberta, Ron was
initially home schooled, then attended
middle school in Granum, Alberta and
high school in Medicine Hat, Alberta.
Ron’s first and primary career was that of
a ranch hand, working the family ranch
and later for neighbouring ranchers. In the fifties he got itchy feet
and did some touring via motorcycle in Canada and the US, eventually
homesteading near Pouce Coupe southeast of Dawson Creek BC. It was
the mid sixties when he discovered Cranbrook and the West Kootenays
and in 1971 found his home for the next 47 years in Kaslo.
In Kaslo Ron worked a variety of occupations including driving the
community bus from Nelson to Argenta return and working in the
sawmill. Much of his work was labour intensive; that combined with
running, cycling and weight training kept him very fit for most of his
life. Ron’s faith was important to him and for many years he was active
in the Nelson/Balfour Christian Science Church.
Some of Ron’s favourite things were: humour, sun (and lots of it),
his 82 Crown Victoria, green paint and duct tape.
Ron was predeceased by his parents, and siblings Barbara Watson,
Bernice Bernard, Gwen Schultz, and Cecile Hanna; and survived by
nieces Belle Parkinson of Vancouver, Grace Williams (Ed) Calgary and
nephew Norm Hanna of Red Deer.
A celebration of Ron’s life will be held on August 17th, Friday at St
Andrews United Church in Kaslo at 2:30 PM. In lieu of flowers please
donate to the charity of your choice or Ron’s favourite charity, the SPCA.

ADVANCE ELECTOR REGISTRATION
Are you eligible to vote in the October elections for One Mayor, Four Councillors and One School Trustee?
Is your name on the current list of electors?
If you are not sure you can find out by calling or visiting the Village of Kaslo at City Hall 413 4th St. 250 353 2311. The office is open from
8am to 12 Noon and from 1pm to 4pm, Monday to Friday (excluding holidays).
Advance elector registrations will be accepted at the Village of Kaslo office until 4:00 pm Tuesday, August 28, 2018. Except for registrations
on voting day, elector registrations will not be accepted during the period August 28, 2018 to October 20th, 2018.

ELECTOR QUALIFICATIONS
RESIDENT ELECTORS:
• 18 years of age or older on general voting day for the election or assent voting; and
• a Canadian citizen; and
• a resident of British Columbia for at least 6 months immediately before the day of registration; and
• a resident of the Village of Kaslo for at least 30 days immediately before the day of registration; and
• not disqualified under the Local Government Act or any other enactment from voting in an election or assent voting and not
otherwise disqualified by law.
NON-RESIDENT PROPERTY ELECTORS:
• 18 years of age older on general voting day for the election or assent voting; and
• a Canadian citizen; and
• a resident of British Columbia for at least 6 months immediately before the day of registration; and
• a registered owner of real property in the Village of Kaslo for at least 30 days immediately before the day of registration; and
• the only persons who are registered owners of the property, either as joint tenants or tenants in common, are individuals who
are not holding the property in trust for a corporation or another trust; and
• not entitled to register as a resident elector; and
• not disqualified under the Local Government Act or any other enactment from voting in an election or assent voting and not
otherwise disqualified by law; and
• if there is more than one registered owner of the property, only one of those individuals may, with the written
consent of the majority of the owners, register as a non-resident property elector.
LIST OF REGISTERED ELECTORS
Beginning Tuesday, September 4, 2018 until the close of general voting for the election on Saturday October 20th, 2018, a copy of the list
of registered electors will be available for public inspection, at the Village of Kaslo office at City Hall 413 4th St. during regular office hours,
Monday to Friday, excluding statutory holidays. Before inspecting the list, a person must sign a statement that they will not inspect the list
or use the information included in the list except for the purposes of Part 3 – Electors and Elections of the Local Government Act. An elector
may request that their address or other information about them be omitted from or obscured on the list of electors.
OBJECTION TO REGISTRATION OF AN ELECTOR
An objection to the registration of a person whose name appears on the list of registered electors may be made in accordance with the
Local Government Act until 4:00 pm on Friday, September 14, 2018. An objection must be in writing and may only be made by a person
entitled to be registered as an elector of the Village of Kaslo and can only be made on the basis that a person whose name appears on the
list of electors has died or that a person whose name appears on the list of electors is not qualified to be registered as an elector of the
Village of Kaslo.
