1 Procedure for Assessor onboard course

1.1 The objective


The purpose of this training program is to provide necessary knowledge for the execution of proper
in-service assessment in accordance with the requirements of the IMO onboard assessment model
course 1.30, 2001 edition and STCW Regulations I/4 and I/6. The model course is part of the IMO
strategy to improve the training and certification standards of seafarers. Those persons who
successfully complete this training program will be able to perform as assessors, and will be able to
assess competence in specific skills, duties or knowledge. In addition to the knowledge content of
the E-learning modules the IMO model course 1.30 requires candidates to complete practical
assessment activities which are included in the workbook. Focus is based on the following types of
competence-based assessment:
 Assessment to verify present competence in the ship’s complement.
 Assessment to verify that training has attained the desired effect.
 Assessment to verify present competence for shore based personnel with specific duties
related to training and competence evaluation.

Upon completion a Documentary Evidence will be issued.

1.2 Pre requisites


Candidates should have knowledge of the English language (spoken and written).

1.3 Activities to be done


1. Complete the Seagull Maritime E-learning module # 263 and # 264 achieving at least 95%
completion and a test score of at least 75%.

2. Answer the relevant questions and execute the practical exercises in this Assessor Training
Workbook.

3. The assessor candidate shall conduct a practical assessment of a third party.

4. A third person must carry out this practical exercise, i.e. demonstrate competence/skill in the
selected subject.

5. The assessor candidate will assess this third party, using all appropriate assessment methods.

6. The Evaluator (a Certified Assessor or the Master/Chief Engineer if no Certified Assessor is


available onboard) must verify and evaluate the performance of the assessor candidate during
the practical exercise. The evaluator will consider such things as preparation, communication
skills, questioning techniques and feedback techniques. This evaluation must be written on the
Evaluation of the Assessor form.

1.4 Materials to be used


- Seagull Maritime e-learning module #263 and #264
- Procedure and workbook for Assessor On-Board course

1.5 Completion of training


The training procedure has been completed when:
- All prescribed activities has been performed and;

- The Master or Assessor on board has verified the result of each and every training activity
and signed all documents.
- Printouts from the completed e-learning module and workbook with supporting documents
are sent to Seagull Maritime for verification.

NOTE:
Each individual seeking certification must read through the workbook and complete all
questions individually and submit all written answers formulated in own words so that the
answers reflect individual competence. All submitted applications are filed and compared to
previously received applications. Seagull Maritime will charge for applications which are
found to be copied from previously submitted applications or are considered to be
fraudulent.

E-learning test results must not be older than 12 months.


Incomplete documentation/not passing evaluation will be shredded and a complete new set must be
sent.

1.6 Questions
Questions regarding the training can be sent by email to obtraining@sgull.com
The subject in the e-mail must be, “Assessor Training”

1.7 The following must be sent to Seagull Maritime:

Upon receipt of documentation as outlined in the checklist below, Seagull Maritime will assess the
application and if approved, issue a Documentary Evidence which will be sent to the company.

All pages generated by the candidate on board must be signed and verified by Master
or Assessor and marked with the vessel’s stamp.

The subject in the email must be “Assessor Training”

1.8 Documentation checklist


Assessor On-Board course

The following documents, duly completed, must be submitted to Seagull Maritime for evaluation and
approval before Seagull Maritime can issue the course diploma.

Candidate detail page completed confirming candidate’s full name,


date of birth, address and nationality, ship’s name, invoicing address etc.

Copy of ID of person who is signing the checklist (Master or Assessor).

Copy of candidate’s passport or discharge book confirming the full


name and date of birth.

Copy of detailed CBT report from e-learning module # 263

Copy of detailed CBT report from e-learning module # 264

Answers to all the questions and exercises in the workbook

The Evaluator must complete the “Evaluation of the Assessor Candidate” form

Documentation checklist completed (1.8) and signed by candidate.

Verification checklist (1.10) read and signed by Master/Assessor.

All submitted pages signed and verified by Master or Assessor onboard


and marked with ship’s stamp.

1.10 Verification checklist


Assessor On-Board course

To ensure all Seagull Maritime courses are done according to our procedures, all documents and
checklists must be signed and stamped. This must be done by Master or a qualified onboard
assessor.

If Seagull Maritime finds that an application is partially or entirely a duplicate of another application,
the application will be rejected and certificate will not be issued.
The candidate and company will be notified.

The Master/Assessor must take all necessary precautions to ensure that all these requirements are
met.

The Master/Assessor is jointly responsible that the applications are according to our procedures and
guidelines. In STCW regulation I/6 and section A-I/6 is stated that all training and seafarers are
required to be administered, supervised and monitored. The Master/Assessor is part of fulfilling this
requirement.

By signing this document I can confirm that the following items have been done and verified:

That the participant’s ID and personal details are correct.

That the e-learning module is at least 95% completed and achieved an assessment
score of at least 75%.

The training is individual and unaided work.

2 On board assessment
The role of the on board assessor has become increasingly important, as the requirements for
different functions on board a vessel are becoming stricter. The assessor’s role has in many ways
also become more difficult to fulfill in a satisfactory manner.
Assessment is the judgement process carried out by an assessor based on evidence provided by a
learner. A learner is any individual who undertakes a programme of learning for the purpose of
gaining new, or improving existing, knowledge and skills. They may also be referred to as a student,
a trainee or a candidate. An assessor is an individual that makes a judgement about another
person’s level of knowledge or ability based on evidence provided through testing or some other
means.
In a multi-cultural environment, it is important to always consider the person being assessed and his
or her cultural background. The candidate’s perception of both the assessment itself and particularly
of the feedback given from the assessor may depend on their culture. Therefore, a certain degree of
cultural understanding may be crucial in order to perform a good assessment.
The western style of education and training is, in many ways, significantly different from that of
Asians. The westerner is often encouraged to question the instructor, whereas the Asian is often
taught to respect him. Therefore, it may be important to ensure that the candidate has fully
understood the task before the assessment process begins.
It is important that the feedback is given in a positive and constructive manner. If the candidate is
from a collectivist culture, it is important that the feedback is given in private rather than in front of
others.

3 Exercises
All questions and exercises are marked with a score; to get full score try to answer all questions as
comprehensive as possible. All questions must be answered and a score of 75% is required to pass
the course.

The Assessor Training candidate must find a suitable shipboard or office task that is fit for the
purpose. This must be done to conduct a practical assessment of a third party.

A third person must carry out the practical exercise and demonstrate his/her competence/skill in the
selected subject. The assessor candidate must assess the third party, using all appropriate
assessment methods.

The Evaluator (a Certified Assessor or Master/Chief Engineer if no Certified Assessor is available


onboard) must verify and evaluate the performance of the assessor candidate during the practical
exercise. The evaluator must consider such things as preparation, communication skills, questioning
techniques and feedback techniques. This evaluation must be written on the Evaluation of the
Assessor Candidate form.

3.1 Practical exercises - preparation

The assessor candidate should complete and attach the following in preparation for the assessment
of a third party candidate. (20 marks/score)

1. Produce a documented procedure for carrying out onboard assessment of competence


2. Produce a feedback form for monitoring the assessment process

3. Select a relevant competence and produce detailed learning outcomes and learning
objectives.

4. Select a shipboard task that is suitable for assessing the chosen competence.

5. Produce an assessment specification for the chosen task including the necessary
preparations for carrying out the assessment.

6. Prepare supplementary oral questions for confirming the required knowledge and
understanding associated with the task proficiencies.

7. Produce a scoring scheme for the assessment.

3.2 Practical exercises – assessment

The assessor candidate should complete and attach the following prior to, and as part of, the
assessment of the third party candidate. (20 marks/score)

1. Carry out a pre-assessment briefing explaining the assessment specification and


performance requirements for demonstrating competence

2. Observe and carry out an assessment of the third party candidates performance

3. Use oral questioning to confirm knowledge requirements

4. Provide initial feedback and document the results of the assessment

5. Carry out a post assessment debrief and provide detailed feedback

6. Produce a performance improvement plan based on the result of the assessment if


where outcomes are not met.
