1. Purpose of the survey

1.1 Background
Bangladesh government and Japanese government agreed the implementation of an environmental
grand aid project to enhance the waste collection capacity of DCC in line with the project purpose of
Project for Strengthening of Solid Waste Management in Dhaka City (The Project). Dhaka City
Corporation (DCC) will receive 100 waste collection vehicles including 35 compactor trucks from
Japan through the environmental grand aid project.
At present, DCC work waste collection with use of open trucks and container carriers. It is first time
for DCC to introduce compactor truck for waste collection. In order to introduce compactor truck
smoothly and effectively, Project Team of The Project carried out this field survey for selection of the
areas to be introduced and obtaining basic information for collection plan.

1.2 Output of the survey


According to the Basic Design of the environmental grand aid project, the compactor trucks should
make two trips per working day for strengthening collection capacity. In line with the design, Project
Team will select 70 candidate areas, 70 vehicles x 2 trips. With regard to the deliver schedule, the
compactor trucks will come two times, first 10 units in April 2009 and second 25 units in July 2009.
Project team will focus on the first 10 vehicles and select 20 candidate areas in this stage, Phase I.

2. Scope of the works


This survey is composed the following five activities.
A) Interview with CO and CI
B) Interview with PCSP
C) Interview with associations
D) Site survey by hiring surveyors
E) Date analysis

3. Schedule
This survey was conducted from end of August to middle of September, 2009.

4. Target area
Target areas for this survey which were selected in consideration of residential type are shown in
below. The target areas for the survey were selected on the basis of result of a preliminary site survey.
Total number of the target areas is 39.

5. Analysis of each area

5.1 Criteria for the analysis


Current situations in the target areas are analyzed on the basis of below table. Each item of the table is
categorized into three levels A, B and C as shown in the table. Score of the table means importance
factor of the item among them. After the evaluation of each area by the items, the scores

5.2 Evaluation of each area

The results of the analysis and the reason for it in each target area are shown in below respectively.

There are approximate 750 families living at 106 buildings in this area. By the calculation of 2
Kg/HH, total waste amount 1500 Kg.
From RV calculation, total waste amount is 800 Kg.

Waste amount generated:
There are approximate 1500 households in all the quarter of this area. By the calculation of 2
Kg/HH we get that total 3000 Kg wastes are generated.
From RV information: If we consider 400kg/RV, total waste amount 2400 Kg. Good site for 5
ton compactors if we can incorporate the other rickshaw vans of this area except the compound.
In consideration of above result, expected waste amount is 2700 Kg.
Primary collection: B
Here is no own cleaner and PCSP. But van service is responsible for the waste collection at each
quarter. Total 6 RV trips from this area.
Waste picking activity: B
Van drivers collect the recyclables during waste collection.
Source separation: C
Residents are mostly mid income to lower mid income. But they are not very careful for the
segregation of wastes.
Waste collection system: B
5; 5 ton containers are located on the main road. Wastes from this area are coming to these
containers. This is the only location where all the containers are located for this ward.

Zone 8 Ward 4 No. 38 Mirpur 13 Gov. Quarter

There are approximate 1100 households in all the quarter of this area. By the calculation of 2
Kg/HH we get that total 2200 Kg wastes are generated.
From RV information: If we consider 400kg/RV, total waste amount 3600 Kg.
In consideration of above result, expected waste amount is 2900 Kg.
Primary collection: A
Here is 2 PCSP created by the local persons. Total 9 RV trips.
Waste picking activity: B

Zone 8 Ward 4 No. 36 Nam Complex-Mirpur 14+ Sheraton Staff Q.

There are approximate 300 households in all the quarter of this area. By the calculation of 2
Kg/HH we get that total 600 Kg wastes are generated.
From RV information: If we consider 400kg/RV, total waste amount 1200 Kg.
In consideration of above result, expected waste amount is 900 Kg.

Here is 3 RV’s are working. Total 3 RV trips.

Zone 9 Ward 20 No. 1 Niketon Housing


Waste amount generated: A for 5 ton
There are approximate 2200 households in all the quarter of this area. By the calculation of 2
Kg/HH we get that total 4400 Kg wastes are generated.
From RV information: If we consider 400kg/RV, total waste amount 4000 Kg.
In consideration of above result, expected waste amount is 4200 Kg.
Primary collection: B
Here is 1 PCSP authorized by the local organization. Total 10 RV trips.
Waste picking activity: C
Van drivers collect the recyclables during waste collection.
Source separation: B
Residents are mostly mid income to high income. But they are not very careful for the
segregation of wastes.
Waste collection system: B

Association: A
There is an association named “Niketon Welfare Society” and they welcomed our efforts.

No CI is appointed for this ward.

Remark:
For this ward privatization is a big factor.

Zone 4 Ward 22 No. 13 Banasri Housing Ltd.


Waste amount generated:
There are approximate 7381 households, 858 buildings in 8 (A-H) blocks. By the calculation of
2 Kg/HH we get that total 14762Kg wastes are generated.
From RV information: If we consider 400kg/RV, total waste amount 10400 Kg.
In consideration of above result, expected waste amount is 12581 Kg.
Primary collection: A
There are PCSP controlled by the association of that locality named “Banasri Kallayan Samity”.
Total 13 Rickshaw vans are collecting regularly. Some of them are making 3 trips as well. Total
26 RV trip.
Waste picking activity: B
Van drivers collect the recyclables during waste collection.
Source separation: B
Residents are mostly mid income. But they are not very careful for the segregation of wastes.
Waste collection system: B
3; 5 ton containers are located for these HH wastes. By open truck road sweeping wastes are
collected. We can swap the process we can ensure 1 container for the road sweeping wastes and
HH wastes will be collected by the compactor.
Association: A
“Banasri Kallayan Samity ” is very helpful and they welcomed us for field survey.
CI’s interest: A
CI (Mr. Habib Al Ahsan) is highly interested for the introduction of compactor.
Distance from landfill (only for 5 ton): C

Access of compactor truck: A


Very good condition of the main access road and internal road quality also good. But after some
distance road is bad.
Location for open station: A
Inside the collection area there are many places where compactor can be stood for 15 mins.
Remark:
Good site for 5 ton compactors.
Instead of 2 containers 3 - 5 ton trips can be suggested. Morning time open truck shall be
removed as well.

Zone 4 Ward 22 No. 14 Mohanagar Housing, Bondhu Nibash Housing, Umar


Ali Lane, Thai Resedential Area
Waste amount generated:
There are approximate 3000 households in all these areas. By the calculation of 2 Kg/HH we get
that total 6000 Kg wastes are generated.
From RV information: If we consider 400kg/RV, total waste amount 8400 Kg.
In consideration of above result, expected waste amount is 7200 Kg.
Primary collection: B
There are PCSP permitted by DCC named “Malancha Bohumikhi Somabay Samity Limited”.
Total 14 Rickshaw vans are collecting wastes from this area regularly. On average they are
making 1.5 trips per day. Total 21 van trips from this area.
Waste picking activity: B
Van drivers collect the recyclables during waste collection.
Source separation: C
Residents are mostly mid income to lower mid income. But they are not very careful for the
segregation of wastes.
Waste collection system: B
3; 5 ton containers are located for these HH wastes on the main road of Rampura. These are
creating very bad road hazards. CI interested to remove all these by introducing compactors.
Association: B
There is some association. Though they are not responsible for the solid waste management and
they welcomed us for field survey.
CI’s interest: A
CI (Mr. Habib Al Ahsan) is highly interested for the introduction of compactor.
Distance from landfill (only for 5 ton): C
Access of compactor truck: B
Inside the area road is very narrow. So always crowded by rickshaw.
Location for open station: A
Inside the collection area there are some places where compactor can be stood very short time.
Remark:
Good site for 5 ton compactors.
CI wants to use the compactor for the waste collection of outside this housing area as well (16
RV). Those are now travelling to these containers from outside of the Banasri housing. As all
these are operated by the same PCSP it may be possible (waste amount 6400 Kg).
At least 2 containers can be removed very easily for the waste amount of the area. Another 5 ton
container we can keep for the road sweeping wastes.

Zone 4 Ward 24 No.26 Khilgaon C- block


Waste amount generated: A for 5 ton
There are approximate 4205 households in all the quarter of this area. By the calculation of 2
Kg/HH we get that total 8410 Kg wastes are generated.
From RV information: If we consider 400kg/RV, total waste amount 4000 Kg.
From CI information, 6 RV trips are producing each day which means 2400Kg.
In consideration of above result, it is too much fluctuating waste amount.
Primary collection: B
Here is 2 PCSP permitted by DCC is working. Total 10 RV trips
Waste picking activity: B
Van drivers collect the recyclables during waste collection.

Zone 4 Ward 24 No.11 Khilgaon Government Q.


Waste amount generated:
There are approximate 350 households in all the quarter of this area. By the calculation of 2
Kg/HH we get that total 700 Kg wastes are generated.
From RV information: If we consider 400kg/RV, total waste amount 800 Kg.
Primary collection: B
Here are 2 rickshaw vans are working under the supervision of the local organization.
Waste picking activity: B
Van drivers collect the recyclables during waste collection. 2 RV trips from this area.
Source separation: C
Residents are mostly mid income to low income. They are not very careful for the segregation
of wastes.
Waste collection system: B
2; 3 ton containers are located beside Khilgaon High School. Wastes from this area are coming
to these containers.
Association: C
There is an association named “Khilgaon Gov. Employee Welfare Association”.
CI’s interest: B
CI is partially interested to use compactor. But he is happy with his present collection system.

Zone 4 Ward 33 No.15 T & T colony, Postal Colony, Bangladesh Bank Colony
Waste amount generated:
There are approximate 1032 households in all the quarters of this area. By the calculation of 2
Kg/HH we get that total 2064 Kg wastes are generated. But CI said it will not be a good
compactor site. Because the cleaners work just in the morning.
Primary collection: C
Here no rickshaw van is engaged for SWM collection. They have own cleaners and each
morning these cleaners too k the waste from dustbin to container.
Waste picking activity: A
As their own cleaner waste picking activity is very low.
Source separation: C
Residents are mostly mid income to low income. They are not very careful for the segregation
of wastes.
Waste collection system: B
2; 5 ton containers are located at the main road of Kamalapur between two colonies. Wastes
from this area are coming to any of these containers.
Association: A
There is association and they engaged their cleaners for each colony.
CI’s interest: C
CI is not interested to use compactor for this area.

Zone 4 Ward 33 No.16 AGB ColonyMothijheel (Ideal zone, Hospital zone, Al


Helal Zone).
Waste amount generated:
There are approximate 2122 households in all the quarters of this area. By the calculation of 2
Kg/HH we get that total 4244 Kg wastes are generated. If we assume the, 60% of them are using
the PCSP the waste amount for the PCSP is 2546 Kg.
From RV information: If we consider 400kg/RV, total waste amount 2000 Kg.
In consideration of above result, expected waste amount is 2273 Kg from the van service.
Primary collection: B
At this colony is 1 PCSP permitted by DCC named “Swadesh Unnayan Kendro”. Total 5 RV
trips from all the area. All the HH’s are not using the PCSP service. According to CI and PCSP,
60% of the HH’s are using the PCSP.

Zone 5 Ward 11 No. 29 Kallayanpur Apartments


Waste amount generated:
There are approximate 763 families living at 9 apartments in this area. By the calculation of 4
Kg/HH (for apartment waste amount is big), we get that total 3052 Kg wastes are generated.
Beside there is another small housing of around 200 families. Total waste generation here 800
Kg. So total waste from this are around 4000 Kg.
Here total 40 Hand trolley trips and 2 RV trips are generating each day. HT calculation = 2800
Kg.
In consideration of above result, expected waste amount is 3400 Kg.
Primary collection: B
Most of them are using PCSP. Only 3 have their own cleaners.
Waste picking activity: A
PCSP persons are segregating wastes during collection.

Zone 6 Ward 45 No.3 Lalmatia Residential Area (block A-F)


Waste amount generated:
There are approximate 3231 households in two quarters. By the calculation of 2 Kg/HH we get
that total 6462 Kg wastes are generated.
From the PCSP information: 19 RV trips are producing everyday which means 7600 Kg
From RV information of field: If we consider 400kg/RV, total waste amount 4000 Kg.
In consideration of above result, expected waste amount is 6020 Kg.
Primary collection: B
DCC permitted PCSP “Lalmatia Cleaning Service” is working at this area. Only 7 RV’s are
found working at two different areas making 10 trips in total. But PCSP said total 19 RV trips
are producing every year.

living beside the quarter at apartment. We can assume the waste amount from these is 500Kg.
From this area, total 1000 Kg wastes are produced from this area.

In consideration of above result, expected waste amount is 1250 Kg.

Here total 8 Rickshaw van trips are generating each day. They are collecting the wastes from
other type of households as well. Total waste of this area from RV+ HT calculation = 3200 Kg +
2500 Kg = 5700 Kg.
In consideration of above result, expected waste amount is 5250 Kg.

0.4 Kg), we get that total 2400 Kg wastes are generated. Here are 23 food shops which are
producing huge domestic wastes. If we predict 100 Kg/day/shop, 2300Kg of wastes generated
every day.
In consideration of above result, expected waste amount is 5000 Kg.

total 9500 Kg of wastes from this area.
From Handtrolley information: If we consider 50kg/Hand trolley, total waste amount 10000 Kg.
In consideration of above result, expected waste amount is 9750 Kg.

5.4 Result of the analysis

Compactor trucks will take longer time to collect the wastes than existing container carriers. However
the compactor truck will make two trips a day in accordance with plan which the environmental grand
aid project had prepared. In consideration of it, waste collection work of compactor truck shall be
carried out quickly and effectively to reduce the time. In order to reduce the time, Project Team
focused on Large Waste Generators however most of the Large Waste Generators generated waste less
than 5 ton. Project Team studied the combinations among some close candidate areas in consideration
of expected waste amount, residential type, primary collection etc. In conclusion, the following areas
were combined

6. Proposal on candidate areas in Phase I

As a result of above mentioned analysis, the proposed candidate areas are shown in below. The table
is including basic design on waste collection system in each area. Collection plan for compactor
trucks will be prepared with residents CI and PCSP in consideration of the basic design.
